ANKARA - Prime Ministry decree envisaging abolishment of emergency rule
in two provinces as of 05:00 p.m. on July 30, 2002, and extension of
emergency rule in two provinces for four more months, was submitted to
the parliament on Monday.

BRUSSELS - State Minister Sukru Sina Gurel, who is currently in

Commission, the dialogue organ between Turkish parliament and European
Parliament; said on Monday, ''future of the direct talks process in
Cyprus depends on the European Union (EU) ghost's withdrawal from
negotiation table.''

ANKARA - Gen. Yasar Buyukanit, the Deputy Chief of General Staff,
recalled on Monday that PKK changed its name just before European Union
(EU) included it into the list of terrorist organizations, noting that,
''thus, the EU should see KADEK, which announced that it took over all
the heritage of PKK, as the extension of PKK. Inclusion of KADEK in
list of terrorist organizations, and implementation of measures,
envisaged in the agreement for those organization, are important.''
[16] ICLI: ''LIFE IMPRISONMENT IS A HEAVIER PUNISHMENT THAN DEATH
SENTENCE''
ANKARA - Democratic Left Party (DSP) Deputy Chairman Tayfun Icli said
on Monday, ''life imprisonment is a heavier punishment than death
sentence. In one way, death sentense is a salvation for offenders.
Sometimes, an offender who was condemned to death sentence, could be
accepted as a hero. Meanwhile, proposals saying, 'first we hang a
certain person then we lift death sentence' are deceptive.'
