MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb07/11/08[01] Semaine vétérinaire européenne: sensibilisation aux risques sanitaires aux frontières et dans les exploitations agricolesLa semaine prochaine, l’attention des voyageurs qui entrent dans l’Union européenne (UE) ou en sortent sera attirée de manière active et créative sur les risques sanitaires liés à l’importation illégale d’animaux de compagnie et de produits animaux – comme le fromage ou la viande – en provenance de pays tiers. La sensibilisation à la biosécurité aux frontières de l’UE constitue l’un des principaux objectifs de la semaine vétérinaire européenne, qui se tiendra du 10 au 16 novembre. Pendant toute la semaine, la Commission s’efforcera également de mettre l’accent sur la biosécurité dans les exploitations agricoles, en y soulignant l’importance de la vaccination pour la prévention des maladies. Toute une série d’activités ont été prévues pour atteindre ces objectifs. Par exemple, les risques sanitaires seront rappelés aux voyageurs entrant sur le territoire de l'Union grâce à des stands, affiches, dépliants, étiquettes pour bagages et dans une vidéo. Cette action d’information se poursuivra au-delà de la semaine de novembre, jusqu’en 2009, sous la forme d'une campagne itinérante.[02] European Refugee Fund 2008-2013 – MaltaThe Commission has just adopted the multiannual programme under the European Refugee Fund 2008-2013 for Malta for an estimated amount of € 4, 8 million, together with the annual programme 2008.[03] European Fund for the Integration of third country nationals 2007-2013 – SlovakiaThe Commission has just adopted the multiannual programme under the European Fund for the integration of third country nationals 2007-2013 for Slovakia for an estimated amount of € 4.6 million, together with the first two annual programs (2007 -2008).[04] Les ministres de l'emploi de 43 pays européens et méditerranéens se réunissent pour la première foisLes ministres de l'emploi des 27 pays de l’Union européenne ainsi que des 16 États partenaires méditerranéens se réunissent pour la première fois les 9 et 10 novembre à Marrakech, Maroc afin de discuter de l'emploi, de l'employabilité et du travail décent. A l'issue de cette conférence, les ministres doivent adopter un cadre d'action, visant à renforcer le dialogue et les actions conjointes au niveau régional.[05] Telecoms Reform: Commission presents new legislative texts to pave the way for compromise between Parliament and CouncilToday, the European Commission is publishing new legislative texts on the EU Telecoms Reform package to take account of the European Parliament vote of 24 September 2008 and the ongoing discussions in the Council. In November 2007, the Commission made proposals for the reform of the EU Telecoms rules, designed to create a Single EU Telecoms Market with improved rights for consumers and businesses, more competition and investment to boost the take-up of cross-border services and wireless high- speed broadband for all (IP/07/1677). The new texts presented by the Commission today will be discussed in the Council of Telecoms Ministers on 27 November. At the heart of the compromise texts is a new, small and independent office for Europe's telecoms regulators that should help the Commission to bring about more consistency to regulatory measures on Europe's telecoms markets. The new regulatory framework is expected to become law in all 27 EU Member States by 2010.[06] State aid: Commission approves €45 million aid to increase broadband availability in rural GermanyThe European Commission has endorsed under the EC Treaty state aid rules additional €45 million aid to foster the availability of widespread and affordable broadband services in the three German Länder of Sachsen, Niedersachsen and Bayern. The support targets areas where such services are currently not available, and complements a €141 million federal scheme approved in July 2008 to help bring broadband to rural areas of Germany (see IP/08/1096). The regional aid schemes are expected to provide additional impetus to increase broadband coverage in these regions. The Commission found the schemes to be compatible with the state aid rules, because state support is foreseen only where the market cannot provide broadband coverage and the distortions of competition brought about by the aid are limited by adequate safeguards.[07] Transports urbains propres: Forum CIVITAS 2008À partir de ce dimanche, Bologne accueillera la sixième réunion annuelle des villes participant à l'initiative européenne CIVITAS, qui vise à développer des solutions intégrées pour une mobilité durable dans les villes et les zones urbaines afin de réduire les encombrements et la pollution. Pour marquer cet événement, le Président de la Commission européenne, José Manuel Barroso, en présence du Président de la République française et Président en exercice du Conseil européen, Nicolas Sarkozy, et du Président du Parlement européen, Hans-Gert Pöttering seront présents au Berlaymont pour célébrer cet événement. La salle où se réunit le Collège portera désormais le nom de Jean Monnet. A cette occasion, une plaque sera apposée devant la salle par le Président José Manuel Barroso. Les Présidents prononceront les discours en présence de 200 invités. Le Président Barroso a déclaré "A travers Jean Monnet, je tiens aussi à saluer la mémoire des Pères fondateurs de la Commission européenne. Aujourd'hui encore, dans l'élaboration des réponses européennes à la crise économique, la Commission peut s'appuyer sur l'acquis politique et institutionnel légué par mes prédécesseurs." La cérémonie au Berlaymont sera retransmise en direct par EbS+ de 11h30 à 12h30.[09] Internal Market: MiFID conference 13 NovemberThe European Commission will hold a conference on the markets in financial instruments Directive (MiFID) in Brussels on 13 November 2008. The conference will bring together senior policy makers, regulators, industry experts and academia to discuss the impact of MiFID one year after its enforcement deadline. Speakers will cover various topics including economic and institutional impacts, impacts on firms and on investors and related international aspects. Members of the European Parliament as well as a wide range of stakeholders representing business, public administrations and civil society are expected to attend. The conference starts at 9:15, in the Hotel Metropole, 31, place de Brouckère, 1000 Brussels. The Commission has simultaneously agreed to accept commitments from Poland for the implementation of the decisions in a way that will quickly create opportunities for viable and sustainable economic activities at the Gdynia and Szczecin sites and so maximise the number of sustainable jobs there. In particular, the Polish authorities have committed to sell the yards' assets through open, transparent, non-discriminatory and unconditional tenders and subsequently liquidate the Gdynia and Szczecin shipyard companies, claiming the state aid back through this process. As a result, companies acquiring the assets will not be liable to repay the illegal subsidies, even if they choose to continue shipbuilding. To help any workers that are made redundant, the Commission has offered assistance in devising flanking measures under existing EU programmes (European Social Fund or European Globalisation Adjustment Fund).[11] Candidates for "European Capitals of Culture 2012" assessed by Selection PanelThe selection panel appointed to assess applications for the European Capitals of Culture in 2012 met on 5 November in Brussels. The two candidate cities presented their plans for the 2012 title: Guimarães in Portugal, and Maribor in Slovenia. A report on these cities' candidatures will be written by the selection panel and published by the Commission in the following weeks. This report will then be forwarded to the European Parliament, the Council and the Committee of the Regions. Culture Ministers are due to make a final decision on the Capitals of Culture for 2012 under the Czech Presidency during the first half of 2009.[12] Commissioner Piebalgs affirms EU's commitment to cooperate with Turkey on the Southern Gas CorridorToday, Commissioner Piebalgs met with President Gul, Prime Minister Erdogan and the Minister of State Simsek and Minister of Energy Guler, in a high level visit to promote the Southern Gas Corridor, which should bring gas from Central Asia to Europe.
