[01] Teachers need good education too! Commission proposes to improve the
quality of teacher education in the EU
The European Commission has set out proposals to improve the quality of
teacher training in the EU. High-quality teaching is a prerequisite for
high-quality education and training, which are in turn a powerful
determinant of Europe's long-term competitiveness and capacity to create
more jobs and growth. If adopted by Member States, the proposals agreed
today will ensure that the EU has the highly-educated workforce it will
need to face up to the pressures of the 21st century.
[02] La Commission décide de former un pourvoi devant la Cour de justice
contre l'arrêt du Tribunal de première instance dans l'affaire T 351/03,
Schneider Electric/Commission
La Commission européenne a décidé de former devant la Cour de justice
européenne un pourvoi contre l'arrêt du Tribunal de première instance du
11 juillet 2007, qui condamne la Commission à compenser l'entreprise
Schneider Electric pour des dommages subis en raison de la violation de son
droit à être entendu lors de l'examen de son projet d'acquisition de
l'entreprise Legrand en 2001. La Commission considère que les conditions
d'engagement de la responsabilité non contractuelle de la Communauté ne
sont pas remplies dans cette affaire. La Commission conteste d'abord que la
violation des droits de la défense de Schneider Electric ait pu constituer
la "violation suffisamment caractérisée" requise par la jurisprudence. En
outre, elle estime qu'aucun lien de causalité ne peut être établi entre
la faute prétendument commise et le principal chef de préjudice
identifié par le Tribunal. La Commission dispose de deux mois, à compter
de la notification de l'arrêt du Tribunal, pour déposer son pourvoi
devant la Cour.
[03] La Commission autorise le projet d'acquisition de Viesgo, d'Endesa
Europa et de certaines activités mineures d'Endesa en Espagne par E.ON
La Commission européenne a autorisé, en vertu du règlement CE sur les
concentrations, l'acquisition par E.ON AG (Allemagne) de l'entreprise
espagnole Viesgo, actuellement contrôlée par la compagnie d'électricité
italienne Enel, et de certaines des activités exercées par Endesa S.A.,
entreprise espagnole du secteur de l'énergie. En particulier, E.ON
prendrait le contrôle de Viesgo, d'Endesa Europa (qui contrôle les
activités d'Endesa en France, en Pologne, en Italie et en Turquie), ainsi
que de certaines activités mineures d'Endesa en Espagne. Après examen, la
Commission est parvenue à la conclusion que l'opération proposée
n'entraverait pas de manière significative l'exercice d'une concurrence
effective dans l'Espace économique européen ou une partie substantielle
de celui-ci.
[04] Commission clears proposed joint control of Britned between National
Grid and TenneT
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of BritNed Development Ltd
('BritNed', United Kingdom) by National Grid plc ('National Grid', United
Kingdom) and TenneT Holding B.V. ('TenneT', The Netherlands) constituting a
joint venture. National Grid is active in the operation of the high voltage
electricity transmission system in the United Kingdom as well as operation
of gas transmission systems in the United Kingdom. TenneT deals with the
operation of the high voltage electricity transmission system in The
Netherlands and finally BritNed with the construction and operation of a
high voltage interconnector between the United Kingdom and The Netherlands.
The operation was examined under the simplified merger review procedure.
[05] La Commission autorise, sous réserve du respect de certaines
conditions, le projet d'acquisition d'Eco par Luvata
La Commission européenne a autorisé, en vertu du règlement CE sur les
concentrations, le projet d'acquisition de l'entreprise italienne Eco par
le groupe finlandais Luvata, deux parties qui sont de grands fournisseurs
de produits d'échange thermique. La décision de la Commission est
subordonnée à la cession, par Luvata, d'une de ses usines en Europe. A la
lumière de ces engagements, la Commission a conclu que l'opération
envisagée n'entraverait pas de manière significative l'exercice d'une
concurrence effective dans l'Espace économique européen ou une partie
substantielle de celui-ci.
[06] Commission opens in-depth investigation into AEE's take-over of
Lentjes GmbH
The European Commission has opened an in-depth investigation under the EU
Merger Regulation into the planned acquisition by Austrian engineering
company Austrian Energy & Environment AG ('AEE') of its German competitor
Lentjes GmbH ('Lentjes'), a company with activities in energy and
environmental technology. The Commission's initial market investigation
found that the proposed acquisition may create competition problems given
the two companies' overlapping activities in the sectors of engineering and
supply of municipal incineration plants. The decision to open an in-depth
inquiry does not prejudge the final result of the investigation. The
Commission now has 90 working days, until 12th December 2007, to take a
final decision on whether the concentration would significantly impede
effective competition within the European Economic Area.
[07] Foot and Mouth Disease outbreak confirmed in cattle in Surrey, England
: UK authorities applying EC control measures
On 3 August, the European Commission has been informed by the British
veterinary authorities of a confirmed outbreak of Foot and Mouth Disease
(FMD) in a cattle holding near Guildford in Surrey, England. All measures
foreseen by EC legislation on FMD are being applied, including the culling
of all animals in the infected premises, the establishment of a Protection
Zone of three kilometres radius and a Surveillance Zone of 10 kilometres
around the premises and increased biosecurity. In addition, a movement ban
of all ruminants and pigs has been imposed across Great Britain.
[08] Commission launches public consultation on Sustainable Consumption and
Production and Sustainable Industrial Policy
The European Commission launched on 27 July a public consultation on
actions the European Union could undertake to meet the challenges of
Sustainable Consumption and Production and a Sustainable Industrial Policy.
The aim of the internet-based consultation is to gather input from the
public and stakeholders to help the Commission prepare Action Plans to
address these challenges. The consultation will last until 23 September.
[09] Call for tender for a study on modelling work in the field of
agriculture
The European Commission launched a call for tender for a study on modelling
work in the field of agriculture. The Commission's Directorate-General for
Agriculture and Rural Development (DG AGRI) has been using the European
Simulation Model (ESIM) as a tool for economic analyses. It is a partial
equilibrium model which represents the agricultural sectors of the 12 new
Member States, the two accession states, individual EU15 countries, Turkey,
the USA, the rest of the world and the world market. The model has been
designed to assess the impact of ex-ante and ex-post policy changes, the
effects of enlargement of the EU as well as the analysis of market
prospects over the medium term. However, it necessitates an extension of
the scope in order to cover various new aspects of the latest policy
developments. The study will enhance the analytical capacities of DG AGRI
in respect to evaluations of CAP instruments, policy analyses and market
prospects as well as performing services in establishing a market balance
database for modelling purposes and the update of the model. The maximum
budget attributed to this study is €100,000. The deadline for submitting
offers expires on 9 October 2007. The Commission intends to award the
contract before the end of 2007, following the evaluation of the offers
received. The contractor will have to carry out the study within 8 months

[10] Bandits, rebelles et plus de 200.000 personnes déplacées : la
Commission fournit une aide humanitaire de €4 millions aux victimes de
l'insécurité en République centrafricaine
La Commission européenne a accordé une enveloppe de €4 millions, au
titre de l'aide humanitaire, en faveur de quelque 200.000 civils en
situation de vulnérabilité dans le nord de la République centrafricaine.
La situation humanitaire s'est détériorée dans cette région en raison
de l'intensification des activités menées par les bandits et les groupes
rebelles nationaux ou étrangers, ainsi que des efforts des autorités
centrafricaines pour combattre ces groupes. En conséquence, plus de
200.000 personnes ont été déplacées à l'intérieur du pays, phénomène
qui s'est régulièrement amplifié depuis l'année dernière. Par ailleurs,
on estime à 4.000 le nombre de réfugiés qui ont fui les attaques dans la
province voisine du Darfour, au Soudan, pour rallier le nord-est de la
République centrafricaine. Simultanément, quelque 48.000 personnes de
Centrafrique ont cherché refuge dans les pays voisins, notamment au Tchad.
La Commission apporte déjà son soutien à ces réfugiés au moyen
d'allocations financées sur le budget de €15 millions de son programme
humanitaire global pour le Tchad (voir IP/07/327). Tous les fonds sont
acheminés par l'intermédiaire du service d'aide humanitaire de la
Commission, ECHO, sous la responsabilité de Louis Michel, commissaire
chargé du développement et de l'aide humanitaire.
[11] Chinese toys containing lead from Fisher Price recalled in Europe
The European Commission confirmed on 3 August reception of a RAPEX
notification from the British authority concerning Fisher Price (owned by
Mattel Inc.) toys produced in China using a paint pigment containing lead.
RAPEX is the EU rapid alert system for dangerous non-food consumer products,
providing a rapid exchange of information between Member States and the
Commission to prevent marketing or use of products posing a serious risk to
the health and safety of consumers.
