  • [I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting

    [01] Commission unveils its vision for the future of the European Research Area

    Today the European Commission is putting forward its ideas for a European research area that makes the most of Europe's knowledge potential. The Commission's vision is to tap this potential by providing the freedom for people, infrastructures, organisations, funding, knowledge circulation and global cooperation to operate effectively, securing knowledge firmly at the heart of society. The Green Paper "The European Research Area: New Perspectives" recognises the challenges posed to Europe by underinvestment in and fragmentation of research and the growing globalisation of science & technology. Better generation and use of knowledge is crucial if the EU is to achieve its economic, social and environmental ambitions, as outlined in the Lisbon Strategy for Growth and Jobs. There will be an on-line public consultation on the issues in the Green Paper open until August 2007. Contributions will be used in the design of concrete actions for the development of the European Research Area, to be put forward from 2008.

    [02] La Commission accorde un délai de six mois aux compagnies aériennes et aux Etats membres pour appliquer le règlement relatif aux droits des passagers

    La Commission européenne a présenté ce jour un rapport évaluant les résultats et l'application du règlement relatif aux droits des passagers aériens. Des progrès ont été accomplis ces deux dernières années, mais il est nécessaire de prendre d'autres mesures importantes pour faire en sorte que les compagnies aériennes appliquent les règles de manière plus systématique et pour que les Etats membres veillent davantage à leur mise en œuvre. C'est là la principale conclusion de l'étude commandée par la Commission pour compléter sa communication sur les résultats des règles communes de protection des droits des passagers aériens.

    [03] La Commission approuve le financement public des aéroports régionaux dans la région des Pouilles en Italie

    La Commission européenne a décidé d'autoriser l'Italie à octroyer une aide de démarrage à de nouvelles liaisons aériennes à partir des aéroports des Pouilles vers des destinations nationales et européennes. La mesure, d'une durée de trois ans (2007-2008), représente un total de €63.088.553 versés aux compagnies aériennes afin de financer de nouvelles liaisons. Le principal objectif de l'aide est d'améliorer l'accès aux services de transport aérien qui jouent un rôle fondamental pour le développement économique et social de cette région.

    [04] Regional airport infrastructure : Commission approves Polish aid to Lodz airport

    The European Commission has decided not to raise any objections to the public financing of infrastructure developments at the regional airport of Lodz. The measure is aimed at improving the airport infrastructure and therefore at enhancing the development of the entire region.

    [05] La Commission approuve l'acquisition, par Thales et Finmeccanica, du contrôle conjoint de deux entreprises communes du secteur aérospatial, à savoir Alcatel Alenia Space et Telespazio

    La Commission européenne a autorisé, en application du règlement sur les concentrations, le projet d'acquisition par la société française Thales, des participations d'Alcatel dans deux entreprises communes du secteur aérospatial, à savoir Alcatel Alenia Space (AAS France) et Telespazio (Italie), dont le contrôle est actuellement détenu conjointement par Alcatel et Finmeccanica. Thales occupe une position dominante dans le secteur des tubes à ondes progressives (TOP), un composant important des satellites de télécommunication. AAS est un fabricant de premier plan de satellites. En novembre 2006, la Commission a ouvert une enquête approfondie (voir IP/06/1645) pour établir si la nouvelle entité était susceptible de restreindre l'accès aux TOP pour les concurrents en aval opérant dans le domaine des satellites et sous-systèmes satellites. L'enquête réalisée par la Commission a fait apparaître que la nouvelle entité n'aurait qu'une capacité et une incitation restreintes à cet égard qui seraient par ailleurs sensiblement entravées par les concurrents et les consommateurs. La Commission en a conclu que l’opération de concentration n'entraverait pas de manière significative une concurrence effective dans l'espace économique européen (EEE) ni dans une partie substantielle de celui-ci.

    [06] Commission endorses proposed €38 million aid for paper production plant in Setúbal, Portugal

    The European Commission has authorised, under EC Treaty state aid rules, tax reductions worth €38 million which the Portuguese Government intends to give to the company 'About the Future', a subsidiary of the Portucel Soporcel group, for the creation of a new production plant for uncoated woodfree paper in Setúbal. The Commission's investigation found the aid to be compatible with the Single Market, as it met the requirements of the regional aid guidelines and the rules for regional aid for large investment projects (see IP/02/242).

    [07] La Commission approuve une partie de l'aide à la formation octroyée à General Motors Belgium

    La Commission européenne a clôturé une enquête approfondie qui a permis d'établir que l'aide de €2,18 millions que la région flamande envisage d'accorder en faveur de la formation dans l'usine General Motors Belgium, à Anvers (GM Anvers), est compatible avec les règles du traité CE régissant les aides d'Etat. Elle a cependant a également constaté qu'une autre somme de €3,15 millions était uniquement destinée à financer des actions de formation que General Motors aurait mises en œuvre de toute façon, même sans aide. Une telle aide n'aurait pas pour effet de servir l'intérêt commun en multipliant les possibilités de formation, mais fausserait simplement la concurrence entre les usines implantées dans différents Etats membres. La Commission est donc parvenue à la conclusion que cette deuxième partie de l'aide ne serait pas compatible avec le marché unique.

    [08] La Commission propose de relever le plafond des aides "de minimis" dans le secteur de l'agriculture

    La Commission européenne a adopté un projet de règlement visant à relever le plafond des aides de faible importance (aides "de minimis") dans le secteur de l'agriculture à €6.000 par bénéficiaire sur une période de trois ans et le total maximum par Etat membre à 0,6% de la valeur de la production agricole. Le projet précise également d'une façon plus claire le champ d'application des aides "de minimis". Ce projet de règlement donne aux Etats membres une plus grande marge de manœuvre pour accorder des aides sans fausser la concurrence.

    [09] Commission charges nine Member States for the build-up of surplus stocks of agricultural products

    The European Commission has adopted a communication setting out charges on nine of the Member States which joined the EU in 2004 for the build-up of surplus stocks of various agricultural products prior to their accession. The countries will have to pay a total of €41.1 million into the EU budget, but will be given a period of four years to make the payments. As it follows from the accession Treaty, the new Member States were required to ensure that there was no stockpiling of agricultural products leading up to accession. However, above-normal stocks were found for agricultural commodities including meat, dairy products and fruit & vegetables. The definition of these surplus stocks follows two years of close and open dialogue with the Member States concerned, during which the Commission has adjusted its method for calculation to take into account general and country specific put forward By Member States. The result is charges much lower than initially calculated. The definition and charging of surplus stocks is done before every enlargement. In 2006 a Commission decision was made on surplus stocks of sugar (see IP/06/1551).

    [10] La Commission en appelle à une aide au développement plus prévisible et plus efficace

    Trois communications adoptées par la Commission européenne montrent que l'UE est globalement sur la bonne voie concernant le respect de ses engagements en matière d'accroissement de son aide publique au développement, d’aide pour le commerce, et d'efficacité de l'aide au développement. Toutefois, des efforts supplémentaires seront nécessaires pour maintenir le cap fournir une aide plus prévisible et soutenue, ainsi que pour améliorer la coordination et l'efficacité de l'aide.

    [11] EU offers full market access to Africa, Caribbean and Pacific regions in EPAs negotiations

    The European Union has today proposed to remove all remaining quota and tariff limitations on access to the EU market for all African, Caribbean and Pacific regions as part of the Economic Partnership Agreement negotiations. The offer covers all products, including agricultural goods like beef, dairy, cereals and all fruit and vegetables. It will apply immediately following the signing of an agreement - with a phase-in period for rice and sugar. The only exception will be South Africa where a number of globally competitive products will continue to pay import duties.

    [12] Cohesion policy 2007-2013 : Commission approves the national strategy and priorities for Austria

    European Regional policy Commissioner Danuta Hübner and Employment and social affairs Commissioner Vladimír `pidla congratulated the Austrian authorities for becoming the third Member State to have reached agreement with the European Commission on the national plan and priorities for Cohesion policy 2007-2013. In their National Strategic Reference Framework (NSRF) Austrian authorities describe how they are going to invest EU funding of €1461 million that they will receive over seven years to deliver growth and jobs to their regions. The adoption procedure has now been completed as the Commission issued its decision on elements of the Austrian NSRF, including priorities, indicative annual allocations, and list of operational programmes.

    [13] Commission approves proposed acquisition of Van Gansewinkel by AVR

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of the Van Gansewinkel Group (Van Gansewinkel), the Dutch waste management service provider, by the AVR Group (AVR) of the Netherlands, also active in waste management. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [14] Commission approves proposed acquisition of TK Aluminum "A" by Nemak

    The European Commission has approved under the EU Merger Regulation the proposed acquisition of certain subsidiaries of Teksid Aluminum of Bermuda by Nemak of Mexico. The Commission concluded that the proposed transaction would not significantly impede competition in the European Economic Area or any substantial part of it.

    [15] Commission clears acquisition of PTS by Blackstone

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Pharmaceutical Technologies and Services Division of Cardinal Health Inc. (PTS) of the US by Blackstone Group (Blackstone), also of the US. Blackstone is a private merchant bank. PTS develops, manufactures and packages medication for pharmaceutical and biotech companies. The operation was examined under the simplified merger review procedure.

    [16] La Commission met fin à son enquête après que CVC et Ferd abandonnent le projet d'acquisition de SIG et retirent leur notification

    La Commission européenne a pris acte du retrait par CVC (Luxembourg) et Ferd (propriétaire d'Elopak de Norvège) de leur notification d'un projet d'acquisition du contrôle en commun de SIG (Suisse) à la suite de l'échec de leur offre publique d'achat d'actions de SIG. L'opération envisagée, notifiée à la Commission le 10 novembre 2006, aurait essentiellement abouti au regroupement des activités d'emballage carton d'Elopak et de SIG.

    [17] Benita Ferrero-Waldner on the situation in Ukraine

    On 3 April, European Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner stated: "The Commission is closely following political developments in Ukraine. We have taken note of the decree of President Yushchenko to dissolve the Ukrainian Parliament. We have also taken note of the reaction of the Cabinet and Parliament which - according to their evaluation - have called the President's decree an unconstitutional step. There is an active and open political debate in Ukraine. This is a sign that democracy is at work in the country. Yet after months of rising tensions in the country, it is of highest importance that political stability be re-established in Ukraine. We call upon all political forces concerned to co-operate and find a peaceful way to defuse the current crisis, based on the respect for the principles of democracy and rule of law. The EU has a strong interest in a stable and prosperous Ukraine, which moves forward on the path of political and economic reform. Ukraine is a close partner and important neighbour of the EU. At the beginning of March, negotiations with Ukraine were opened for a new Enhanced Agreement in the framework of the European Neighbourhood Policy, and a second round of negotiations is taking place in Kiev today and yesterday. We remain committed to deepening our ties with Ukraine."

    [18] Février 2007 par rapport à février 2006 : hausse du volume des ventes du commerce de détail de 1,2% dans la zone euro ; hausse de 2,8% dans l'UE27

    En février 2007, par rapport à février 2006, le volume des ventes du commerce de détail a augmenté de 1,2% dans la zone euro (ZE13) et de 2,8% dans l'UE27. Par rapport à janvier 2007, l'indice des ventes a progressé de 0,3% dans la zone euro et de 0,5% dans l'UE27. Ces estimations sont publiées par Eurostat.
