[01] La Commission expose sa vision pour l'amélioration du système des
brevets en Europe
La Commission européenne a défini, sous forme d'une communication, sa
vision de la voie à suivre pour améliorer le système des brevets en
Europe et pour relancer le débat sur cette question. Faire du brevet
communautaire une réalité et améliorer le système actuel de règlement
des litiges en matière de brevets devrait, avec les mesures
d'accompagnement, rendre le système des brevets plus accessibles et faire
baisser les coûts pour tous.
[02] Commission confirms sending a Statement of Objections against alleged
territorial restrictions in on-line music sales to major record companies
and Apple
The European Commission can confirm that it has sent a Statement of
Objections to major record companies and Apple in relation to agreements
between each record company and Apple that restrict music sales: consumers
can only buy music from the iTunes' on-line store in their country of
residence. Consumers are thus restricted in their choice of where to buy
music, and consequently what music is available, and at what price. The
Commission alleges in the Statement of Objections that these agreements
violate the EC Treaty's rules prohibiting restrictive business practices
(Article 81).
[03] La Communauté européenne devient membre de la Conférence de La Haye
de droit international privé
Ce 3 avril 2007, la Communauté européenne devient officiellement membre
de la Conférence de La Haye de droit international privé, réaffirmant
ainsi son rôle international majeur en matière de justice civile.
[04] EU High Representative Javier Solana and European Commissioner for
Development and Humanitarian Aid Louis Michel appeal to all Somali parties
to cease hostilities immediately
"We appeal to all the parties to end the fighting immediately and agree on
a sustained cease fire. We are deeply concerned about the humanitarian
impact of the conflict in Mogadishu and the indiscriminate shelling of
heavily populated areas. We urge all parties to respect unequivocally their
obligations under international humanitarian law and to allow for
humanitarian access to alleviate the suffering of civilians caught in the
crossfire. Stabilisation of the country can only be achieved through
political means. We hence call on all Somali and regional actors to show
statesmanship and to speedily return to the path of dialogue and work
together for a genuine political process and establish inclusive national
and local governance structures particularly in Mogadishu and deliver on
the expectations of the Somali people for peace and stability. A genuine
reconciliation process which accommodates all Somali political forces and
clans remains the single most important factor for continued support by the
European Union."
[05] La Commission soutient la construction d'un oléoduc qui limitera les
risques de pollution par hydrocarbures en mer Noire et en Méditerranée
Le commissaire chargé de l’énergie, Andris Piebalgs, a signé
aujourd'hui à Zagreb une déclaration ministérielle concernant les
prochaines étapes de la construction d'un oléoduc qui acheminera du
pétrole directement de la mer Noire vers les marchés d'Europe centrale.
L'oléoduc paneuropéen "PEOP" permettrait de réduire considérablement
les risques d'accident grave dans le Bosphore, en mer Noire, en mer Egée
et en Adriatique. "Ce projet est un bon exemple de coopération renforcée
entre les membres de la Communauté de l'énergie", a déclaré le
commissaire Piebalgs.
[06] Emissions trading : Commission adopts decision on Austria's national
allocation plan for 2008-2012
The European Commission has concluded the assessment of Austria's national
plan for allocating carbon dioxide (CO²) emission allowances for the 2008-
2012 trading period of the EU Emissions Trading Scheme (EU ETS). The
Commission accepted Austria's national plan on condition that certain
changes are made, including a reduction in the total number of emission
allowances proposed. The cleared annual allocation is 30.7 million tonnes
of CO² allowances, 6.4% less than Austria had proposed. The Emissions
Trading Scheme ensures that greenhouse gas emissions from the energy and
industry sectors covered are cut at least cost to the economy, thus helping
the EU and its Member States to meet their emission commitments under the
Kyoto Protocol.
[07] Commission proposes transposition of ICCAT recovery plan for bluefin
tuna into Community law
As announced recently, the European Commission adopted today a proposal to
transpose into Community law, on a permanent basis, the recovery measures
for bluefin tuna recommended by the International Commission for the
Conservation of Atlantic Tunas (ICCAT), last November, in Dubrovnik,
Croatia. Today's proposal follows the Commission's February proposal to
amend the December 2006 Council Regulation on quotas for 2007 so as to
include this recovery plan (<a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/07/257&format=HTML&aged=0&language=EN&guiLanguage=en">IP/07/257,
<a href="http://europa.eu/rapid/pressReleasesAction.do?reference=MEMO/07/85&format=HTML&aged=0&language=EN&guiLanguage=en">MEMO/07/85).
At a meeting in Tokyo in January 2007, ICCAT members had agreed on the
allocation of the TAC for eastern bluefin tuna. As a result of this
decision, it was necessary to revise the provisional quota included in the
regulation on fishing possibilities for 2007 as well as the conditions
associated with it. This was to ensure that they apply to the 2007 fishing
year. At the time the Commission said that it would shortly propose a
Council Regulation to implement the multi-annual recovery measures for
bluefin tuna on a permanent basis. This is the proposal tabled today. The
Regulation will now go to Council and the European Parliament for final

Dans la zone euro (ZE13), l'indice des prix à la production industrielle a
augmenté de 0,3% en février 2007 par rapport à janvier 2007 et de 0,2%
dans l'UE271. En janvier 2007, les prix avaient augmenté de 0,2% dans la
zone euro tandis qu'ils avaient baissé de 0,1% dans l'UE27. En février
2007, par rapport à février 2006, les prix à la production industrielle
ont augmenté de 2,9% dans la zone euro et de 2,3% dans l'UE27. Ces
données sont publiées par Eurostat.
