[01] Commission: improvements still needed in fisheries control
Today, the European Commission adopted a report on the monitoring of the
Member States' implementation of the Common Fisheries Policy (CFP) over the
period 2003-2005. The report covers both the conclusions of the
Commission's inspection missions in the Member States to evaluate their
control procedures, and an analysis of the implementation reports submitted
by the Member States. The report concludes that while significant progress
was observed over the period, the control situation remained in general
unsatisfactory. The Member States did not deploy sufficient human resources
to ensure control of the CFP measures, they did not take adequate action to
guarantee the quality of the inspections which they carried out, and only a
few Member States had put in place strategies to optimise the use made of
the means which were available to them. The report also points out that it
is impossible to make accurate comparisons between the Member States'
performance using the information provided in the national implementation
reports, and proposes steps which will be taken in the next edition of the
report to remedy this situation.
[02] Commission approves model contract for new Research Programme
The Commission has today adopted the model contract which will be used in
the financing of collaborative research under the 7th Framework Programme.
This model contract will be used for all successful applicants to the on-
going calls for proposals under the newly launched 7th Framework Programme.
The model contract implements many of the new measures introduced by the
Commission in the 7th Framework Programme to simplify participation,
including the flat rate for indirect costs and the creation of a guarantee
fund to remove the need for individual bank guarantees. A draft of the
model contract has been on line since the publication of the calls for
proposals on 22 December 2006. The model contracts for awards under the
European Research Council, the People programme for Marie Curie actions and
the SME actions are due to be adopted in the coming days.
[03] Commission clears acquisition of IBM's printer business by Ricoh
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of the printer business of
International Business Machines Corporation (IBM) of the US by Ricoh
Company Ltd. (Ricoh) of Japan. Ricoh manufactures and distributes office
automation equipment such as printers and personal computers. IBM develops
and manufactures advanced information technologies, including computer
systems and software, and sells printers, printing software and related
services. The operation was examined under the simplified merger review
procedure.
[04] Commission clears acquisition of Harrah's by TPG V and Apollo
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of Harrah's Entertainment
Inc. (Harrah's) of the US by TPG Advisors V Inc. (TPG V) of the US and
Apollo Management L.P. (Apollo), also of the US. TPG V and Apollo are
private equity funds. Harrah's owns and operates casino entertainment
facilities. The operation was examined under the simplified merger review
procedure.

[06] Mergers: Commission approves proposed acquisition of Hellas
Telecommunications by Weather Investments
The European Commission has cleared under the EU Merger Regulation the
proposed acquisition of Greek telecommunications company Hellas
Telecommunications by Weather Investments S.p.A. of Italy. The Commission
concluded that the transaction would not significantly impede effective
competition in the European Economic Area (EEA) or any substantial part of
it.
