  • [01] Danuta Hübner : croissance et emplois dans le sillage d'une politique 2007-2013 de cohésion déjà bien partie sur sa lancée

    Danuta Hübner, la Commissaire européenne chargée de la politique régionale, a annoncé aujourd'hui que la préparation de la nouvelle politique de cohésion en faveur de la croissance et de la qualité de l'emploi dans les régions européennes allait désormais bon train. Des programmes dont l'enveloppe correspond à 90% du budget total de la politique de cohésion sont actuellement négociés. Vladimir Špidla, Commissaire responsable de l'emploi, des affaires sociales et de l'égalité des chances, s'est joint à Mme Hübner pour féliciter tous les Etats membres d'avoir remis à temps leur plan stratégique et leurs priorités pour la nouvelle période de programmation. Il leur a demandé de maintenir ce rythme pour les derniers programmes opérationnels.

    [02] Commission clears acquisition of Egg by Citibank

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Egg Banking plc (Egg) of the UK by Citibank Overseas Investment Corporation (COIC), a subsidiary of Citigroup Inc. of the US. COIC is active in banking and financial services. Egg is active in online banking and financial services. The operation was examined under the simplified merger review procedure.

    [03] Commission clears joint venture between Alstom UK and Balfour Beatty

    The European Commission has approved, under the EU Merger Regulation, the proposed joint venture between Alstom UK Holdings Ltd and Balfour Beatty Group Limited of the UK, both active in the field of rail signalling. The proposed concentration would result in Alstom UK and Balfour Beatty combining their respective rail signalling project activities in the UK. The Commission concluded that the deal would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [04] Commission announcement of decision on National Allocation Plan of Austria

    Today, the European Commission is scheduled to take its decision on the national allocation plan submitted by Austria under Directive 2003/87/EC, which establishes the EU emissions trading scheme for greenhouse gases. The decision will be communicated at 17h30 Central European Summer Time (CEST) via press release. The announcement will also be displayed

    [05] Emissions trading : information about release of verified emissions data 2006

    On 2 April 2007 at 8:00 CEST the Community Independent Transaction Log (CITL) contained 2006 verified emissions data for installations which account for almost 93 % of emissions reported in 2005. In line with the schedule announced on Friday, 30 March 2007, the European Commission will therefore grant full and unlimited public access to the 2006 verified emissions data in the CITL as of 12:00 CEST on <a href="http://ec.europa.eu/environment/climat/emission/citl_en.htm">http://ec.europa.eu/environment/climat/emission/citl_en.htm. Please note that no aggregate figures for 2006 are made available at this stage, as the aggregate figures may not be representative and are still subject to change as outstanding emissions data are reported. The data has not been verified by the Commission. The installation-level verified emissions data available through the Community Independent Transaction Log has been provided electronically by installations and may be subject to significant corrections by Member State authorities. In addition, the data is incomplete and will be completed only at a later stage and should therefore be considered as "work in progress". The Commission accepts no responsibility or liability whatsoever with regard to the use, accuracy or completeness of this data.     [06] Classical Swine Fever : Commission sends experts to assist Croatia

    The European Commission is sending two EU veterinary experts to Croatia this week, to assess the classical swine fever (CSF) outbreaks and assist with the disease situation on the ground. Classical swine fever is currently widespread in Croatia, with around 60 outbreaks found so far this year, including in regions close to the borders with Hungary and Slovenia. The EU experts will closely cooperate with the Croatian authorities in analysing epidemiological data and outbreak patterns, and will look at the measures being taken to tackle the disease. In light of the fact that Croatia is a candidate country, the visit is being co-organised by DG Health and Consumer Protection and TAIEX, the Commission's Technical Assistance and Information Exchange Instrument.     [07] Services financiers : création d'un nouveau groupe d'experts pour conseiller la Commission sur les fonds immobiliers ouverts

    La Commission européenne a décidé d'établir un groupe d'experts sur les fonds immobiliers ouverts, des fonds qui permettent aux consommateurs d'accéder à des investissements dans le domaine de l'immobilier, notamment à usage commercial, en bénéficiant d'une gestion professionnelle. Le groupe conseillera la Commission sur la manière d'améliorer le marché européen de ces fonds, et sur l'opportunité d'une action à l'échelon de l'UE dans ce domaine au cas où il en découlerait des avantages pour le secteur d'activité et les investisseurs. Il étudiera aussi les méthodes les plus rentables pour obtenir ces avantages. Les spécialistes des fonds immobiliers intéressés par une participation à ce groupe sont invités à poser leur candidature pour le 27 avril 2007. La Commission publiera la composition finale du groupe avant le 30 mai 2007. La création de ce groupe est une action de suivi du Livre blanc de la Commission sur la modernisation du cadre communautaire pour les fonds d'investissement (IP/06/1569).

    [08] Kimberley Process : Commission welcomes boost to diamond scheme transparency

    The European Commission has welcomed the recent decision of the Kimberley Process to publish for the first time figures on rough diamond production and trade data. Statistical data on diamond trade and production for 2004 and 2005 is now available at: <a href="https://mmsd1.mms.nrcan.gc.ca/kimberleystats/publicstats.asp">https://mmsd1.mms.nrcan.gc.ca/kimberleystats/publicstats.asp. 2006 data will be made available later in the year.

    [09] La Commission félicite le peuple et les autorités mauritaniennes pour le bon déroulement de l'élection présidentielle

    La Commission européenne félicite le peuple mauritanien, les acteurs politiques et les autorités de transition pour la réalisation du deuxième tour des élections présidentielles. Elle considère que le scrutin présidentiel, dernière étape du cycle électoral initié avec le référendum constitutionnel du 25 juin 2006, a été ouvert, crédible et transparent. Son bon déroulement reflète la détermination du peuple mauritanien pour la consolidation démocratique du pays. Le processus électoral réussi confirme le succès de la transition politique mauritanienne, ainsi que la perspective d'un retour à l'ordre constitutionnel dans les délais fixés par le Conseil Militaire pour la Justice et la Démocratie.

    [10] La Commission félicite le Premier ministre de Guinée pour la nomination de son Gouvernement

    La Commission européenne félicite le Premier ministre de Guinée, M. Lansana Kouyaté, pour la nomination d'un Gouvernement de large consensus dans le respect des accords établis fin février entre les autorités et les syndicats. Elle se réjouit de l'esprit de dialogue qui a présidé à la formation de ce Gouvernement, nommé après d'intenses consultations avec les forces de la société civile, les partis politiques et des personnalités indépendantes. La Commission salue la volonté de M. Kouyaté de promouvoir le dialogue politique et social ainsi que de mettre en œuvre les accords conclus avec les partis politiques en vue de la réalisation d'élections législatives libres et transparentes.

    [11] Conference on public sector's role in Single Euro Payments Area (SEPA)

    On 8 May 2007 the European Commission will host a conference on the role of the public sector in the Single Euro Payments Area (SEPA), an initiative of the European banking industry fully supported by the Commission to make cross-border payments in the euro area as easy as domestic payments. By showing political support and becoming early adopters of SEPA products the public sector can play a vital role in SEPA's success. Conference participants should ideally have a background in payments either at management level or expert level and could be: representatives from public administrations (e.g. officials dealing with payments); specialised financial service providers and IT service providers servicing public administrations; or interested organisations/representatives familiar with the payments process in the public sector. Nominations - giving full details of nominees and organisation represented - should be sent by Thursday 15 April 2007 at the latest to <a href="mailto:markt-sepa- conference@ec.europa.eu">markt-sepa-conference@ec.europa.eu.
