Nationality of an EU Member State is not a prerequisite. Today also sees the close of the "sunrise" period, during which 320,000 .eu domain applications were filed by trademark holders, public bodies and holders of other prior rights such as unregistered trade marks, business identifiers or copyrights. EU institutions and officials will all switch to ".eu" names, en masse, on 9 May 2006, Europe Day.[02] La Commission publie de nouvelles lignes directrices européennes sur le dépistage et le diagnostic du cancer du seinSoucieuse d'améliorer les taux de survie au cancer du sein à travers l'Europe, la Commission européenne publie aujourd'hui la quatrième édition des lignes directrices européennes sur l'assurance qualité du dépistage et du diagnostic de ce type de cancer. Conçues comme un outil de référence des meilleures pratiques en la matière, ces lignes directrices ont été élaborées avec le concours de plus de deux cents professionnels originaires de dix-huit Etats membres (ancienne Europe des Quinze, Chypre, Hongrie et Pologne), de Norvège, de Suisse, d’Israël, du Canada et des Etats-Unis. On citera, parmi les nouveautés abordées dans cette quatrième édition, la mammographie digitale et divers conseils sur les services spécialisés en mastologie.[03] Commission publishes study on national enforcement of State aid rulesThe European Commission has published the findings of a study reviewing the enforcement of EU State aid rules at national level. On the one hand, the study confirms that companies increasingly rely on state aid law to defend themselves before national courts against financial burdens imposed on them by the state. On the other hand, companies rarely use state aid rules as an instrument to challenge the distortion of competition caused by unlawful subsidies granted to competitors. The study also concludes that Member States should speed up the implementation of the Commission's recovery decisions. All too often, excessively long administrative and judicial procedures at national level result in unacceptable delays in the recovery of illegal aid.[04] Pénurie de médecins et d’infirmières en Afrique : Louis Michel tire le signal d'alarmeA l'occasion de la journée mondiale de la santé, Louis Michel, le commissaire européen chargé du développement et de l'aide humanitaire, s'est dit préoccupé par la sévère pénurie de médecins et d'infirmières en Afrique. Il a dénoncé les répercussions négatives sur les soins de santé dans les pays en développement de la dépendance croissante des pays riches à l'égard du marché international des professionnels de la santé, pour leur recrutement.[05] Italie : la Commission engage des poursuites judiciaires pour des infractions à la législation environnementaleLa Commission européenne a décidé de poursuivre l'action en justice contre l'Italie dans cinq cas d'infraction à la législation de l'UE en matière de protection de l'environnement et de la santé humaine. Dans deux de ces cas, la Commission envoie à l'Italie un dernier avertissement écrit pour lui rappeler de tenir compte d’arrêts de la Cour de justice européenne concernant la mauvaise gestion des décharges de déchets. Une réponse non satisfaisante à ces avertissements pourrait conduire la Commission à demander à la Cour d'imposer des astreintes à l'Italie. La Commission envoie également un dernier avertissement écrit dans trois autres cas, l'un concernant l'absence de mesure visant à se conformer aux limites fixées pour certains polluants atmosphériques dans de nombreuses régions d'Italie, les deux autres concernant des infractions aux règles en matière de chasse.[06] Commission warns Greece to comply with Court rulings in the field of environmentThe European Commission has sent first warnings to Greece to comply with European Court of Justice rulings in two cases. The first one concerns the building of an urban waste water collecting and treatment system in the Thriassio Pedio area, to avoid polluting the Gulf of Elefsina. The second case concerns the lack of protection of wild birds in the Messolongi lagoon, which was designated as a special protection area under the Wild Birds Directive and is part of the Natura 2000 EU-wide network of protected nature sites.[07] Digital Tachograph mandatory from 1st May 2006The digital tachograph will become mandatory for use in new heavy goods vehicles and coaches as of 1st May 2006, following the publication in the Official Journal of the new social package for road transport on 11th April 2006. The package comprises a Regulation on drivers' hours and a Directive on minimum enforcement levels. The Regulation will simplify, clarify and update the current 20-year old rules, rendering them more easily enforceable among others through the introduction of the digital tachograph. The Directive's provisions will progressively treble the minimum enforcement levels and harmonise throughout the European Union the approach to infringements by better training and equippment of enforcement authorities and by encouraging cross-border cooperation between them. At the meeting of the Transport Council of 27th March, the European Commission called on the Member States to put appropriate and timely legal and practical arrangements in place to avoid operational problems occuring and vehicles and drivers without the compulsory digital equipment and tachograph cards being stopped.[08] Des candidats issus de 11 pays en lice pour le prix de "l'inventeur européen de l'année"Le jury chargé de décerner le prix de l'"inventeur européen de l'année" a porté son choix sur des inventeurs issus de 11 pays. Les lauréats seront récompensés par Günter Verheugen, vice-président de la Commission chargé de l'entreprise et de l'industrie, ainsi que par Alain Pompidou, président de l'OEB.[09] Stavros Dimas visits Bulgaria and RomaniaStavros Dimas, European Commissioner for environmental policies, will visit Bulgaria on 9 and 10 of April. During his stay Mr Dimas will meet with the President of the Republic Georgi Purvanov, the Prime Minister Sergei Stanishev, the Minister of European Affairs Meglena Kouneva, the Minister of Environment and Water Dzhevdet Chakurov and other officials. The Commissioner will also have a discussion with representatives of the environmental NGO sector in the country. He will give a press conference on Monday, at 13h30, at the Delegation of the Commission in Sofia. On 10 April, Mr Dimas continues to Romania, where he will be also on 11 April. He will meet the President of Romania, Mr Traian Basescu, the Prime Minister, Mr Calin Popescu-Tariceanu, the Minister for European integration, Mrs Anca Boagiu, the Secretary of State, Mr Leonard Orban, and Mrs Sulfina Barbu, Environment Minister. Mr Dimas will equally be meeting with representatives of the NGO community in Romania and industry represenatives. At 13h30 Mr Dimas will give a press conference at the Delegation of the Commission in Bucharest.[10] Markos Kyprianou visits GreeceEuropean Commissioner for Health and Consumer Protection Markos Kyprianou will be in Athens during an official visit to Greece from 7-10 April. During his visit the Commissioner will meet the President of the Republic Karolos Papoulias and Prime Minister Kostas Karamanlis, to inform them about recent developments in the Health and Consumer Protection area, including the current avian influenza situation.
