  • [01] La Commission propose des mesures dans le secteur de l'aquaculture destinées garantir une meilleure protection de la biodiversité

    La Commission européenne a proposé une série de mesures destinées réglementer l'introduction d'espèces non indigènes dans l'aquaculture de manière limiter l'impact négatif qu'elles pourraient avoir sur le milieu environnant. Les espèces non indigènes ou exotiques, telles que la truite arc en ciel ou l'huître du Pacifique, ont joué un rôle essentiel dans le développement rapide du secteur européen de l'aquaculture. Toutefois, dans certains cas, l'introduction d'espèces non indigènes peut avoir des effets nuisibles sur les écosystèmes et entraîner un appauvrissement important de la biodiversité. C'est pourquoi ces mesures visent réglementer l'introduction de ces espèces moyennant la mise en place d'un système d'autorisations. La proposition de la Commission, qui a fait l'objet d'une vaste concertation avec les parties intéressées, ne permettrait pas seulement de renforcer la protection des écosystèmes, elle contribuerait également la poursuite du développement du secteur de l'aquaculture.

    [02] Commission allows early authorisation for emergency medicines

    Under current rules, it takes 10 years from the discovery of a new medicine to its introduction on the market. This might be too long for patients suffering from life threatening diseases. New medicines are also needed at short notice to respond to emergencies like bioterrorist attacks or an influenza pandemic. In order to ensure that new treatments reach patients faster, the European Commission has decided to speed up the authorisation of newly developed drugs for life-threatening diseases under strict conditions. These new Commission rules will maintain high safety standards, while allowing patients with unmet medical needs to receive new treatments earlier during product development. The new rules will allow medicines to enter the EU market using a so-called 'Conditional Marketing Authorisation' which will be valid for one year and which legally binds companies to complete studies to confirm the medicine's safety and effectiveness.

    [03] Consultation sur la politique aéroportuaire

    Jacques Barrot, vice-président de la Commission européenne, a invité onze organisations représentant les compagnies aériennes et les aéroports européens ainsi que les syndicats du secteur des transports une réunion qui aura lieu le 6 avril après-midi et le 7 avril en matinée afin de débattre la politique aéroportuaire. La discussion portera sur les taxes aéroportuaires, la compétitivité des aéroports et les services tels que la manutention des bagages. Les participants pourront également exprimer leur point de vue sur les futures exigences du secteur aéronautique concernant les aéroports.

    [04] Internal Market : Commission consults on motor insurance issues

    The European Commission has launched a public online consultation on two issues related to motor insurance – the effectiveness of claims representatives in settling claims, and insurance cover for legal expenses. Replies will be taken into account in a forthcoming Commission report to the European Parliament and Council.     [05] La Commission encourage la coopération en matière de recherche concernant les réseaux d'électricité

    En Europe, 21% de l'énergie pourraient être produits partir de sources d'énergie renouvelables, mais le développement des réseaux d'électricité existants ne suit pas le rythme des changements au sein du secteur de l'énergie. Les futurs réseaux transeuropéens devront permettre d'offrir tous les consommateurs un approvisionnement en électricité très fiable et au moindre coût, en utilisant de manière optimale la fois les grands générateurs centralisés et les sources d'électricité réparties de taille plus modeste dans l'ensemble de l'Europe. Pour faire face ce défi, les membres de la plateforme technologique européenne "SmartGrids" se réuniront Bruxelles pour définir des objectifs et des stratégies pour le développement des réseaux d'électricité du futur, qui devront répondre aux besoins de l'industrie et des consommateurs.

    [06] Reform of the banana market : working options and launch of consultation with call for contributions

    The reform of the European market in bananas, started on 1 January with the liberalisation of the import regime, is continuing in 2006 with a re- examination of the internal aspects of the Common Market Organisation (CMO) that regulates aid to European banana producers. Based on four reform options and a series of topics, the European Commission has launched a public consultation to build a richer information database on the challenges of the reform and the possibilities for improving the economic, social and environmental sustainability of banana production and marketing. The four reform options are : The "Status Quo" looks at the consequences of keeping the current system, taking recent and expected changes to the import regime into account. "Decoupling" supposes that aid to banana producers will be integrated into the decoupled single payment scheme introduced by the last CAP reform. The "Memorandum" option is close to that tabled by the Member State banana producers. "POSEI" envisages that banana CMO funds will be transferred to the POSEI programmes established to support agriculture in the outermost regions of the Union. The topics study various aspects of the banana production chain in the outermost regions, the influence of commercial chains on supply and competition on the European market, how to improve the impact banana production has on the environment, and the outlook for organic and fair-trade bananas, as well as the potential for synergies between European and ACP banana producers and how they can be built. By analysing these options and topics, the consequences and impact of different possibilities for the future of the banana regime should be made clearer.     [07] Commission endorses €232.5 million of public funding for a new research platform for nanoelectronic technologies in Dresden

    The European Commission has endorsed, under the EC Treaty's rules on state aid, €232.5 million of public funding for a research and development project jointly set up by Infineon Technologies AG, Fraunhofer-Gesellschaft and Advanced Micro Devices Inc. (AMD) in Dresden, Germany (Saxony). The project is aimed at establishing a research platform for nanoelectronic technologies including two new research centres where a series of collaboration research projects will be carried out. As all the requirements of the Community framework for state aid for research and development are met, the Commission considers that the aid is compatible with the EC Treaty (Article 87).

    [08] Commission clears planned acquisition of Gerling by Talanx, subject to conditions

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of the German insurance group Gerling by the insurer Talanx. The Commission's clearance is conditional upon the divestiture of parts of the pharmaceutical liability insurance business of HDI, a subsidiary of Talanx. In light of these commitments, the Commission has concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [09] Réglementation de l'UE en matière de télécommunications : la Commission prend des mesures pour garantir que les services d'urgence puissent localiser les appelants

    Dans 11 Etats membres, les services de secours ne disposent pas d'informations permettant de localiser les appelants, ce qui a amené la Commission européenne entamer un nouveau cycle de procédures d'infraction cette semaine. Dans le cadre de quatre autres procédures déj ouvertes, la Commission a adressé cette semaine des avis motivés la Belgique, la France, la Pologne et la Slovénie (l'avis motivé est la deuxième étape de la procédure d'infraction en vertu de l'article 226 du traité CE). Parallèlement, la Commission clôture neuf procédures lancées précédemment, étant donné que les Etats membres concernés ont entre-temps fait en sorte que la réglementation de l'UE en matière de télécommunications soit correctement mise en œuvre.

    [10] EU climate change policies : Commission asks Member States to fulfil their obligations

    The European Commission has decided to take infringement procedures against a number of Member States over violations of four separate pieces of EU climate change legislation. The aim is to ensure that the EU and its Member States meet all their various reporting obligations under the UN Climate Change Convention and the Kyoto Protocol. Part of the Commission's legal action also aims to ensure that the EU Emissions Trading Scheme becomes fully operational. Five Member States have still not linked up to the EU- wide electronic registries system for emissions trading despite a December 2004 deadline to do so.

    [11] Eaux de baignade : la Commission entame une action en justice contre onze Etats membres

    La Commission européenne a envoyé un premier avertissement écrit onze Etats membres qui ont supprimé des sites de baignade de leur liste officielle et évitent ainsi l'application des règles communautaires visant protéger la santé des baigneurs. Les Etats membres en question sont l'Allemagne, la Belgique, le Danemark, l'Espagne, la Finlande, la France, la Grèce, l'Italie, les Pays-Bas, le Portugal et la Suède. Au total, quelque 7.000 sites de baignades sont concernés. La radiation de sites de baignade des listes officielles doit être expliquée de manière appropriée et individuelle, et ne peut pas constituer une réponse des problèmes de pollution. Comme les onze Etats membres en question n'ont pas fourni d'explications jusqu' présent, la Commission leur a demandé de justifier la "suppression" de sites précédemment reconnus comme des zones de baignade.

    [12] Environment : Commission pursues legal action against Germany, drops investigation of Frankfurt airport complaint

    The European Commission has decided to send Germany a final written warning over inadequate protection of wild birds. The Commission has also decided to take no action over complaints concerning the potential impact on protected nature areas of works at Frankfurt Airport. The Commission's investigation showed that the works would result in no overall harm to nature areas, as measures were taken by the German authorities to compensate for nature losses due to the works.

    [13] France : les progrès accomplis par les autorités françaises permettent la Commission de clore les dossiers sur la chasse et l'eau alimentaire

    La Commission européenne a décidé d'abandonner les poursuites contre la France dans deux cas de violation de la législation européenne sur l'environnement. Le premier concerne un arrêt de la Cour de justice européenne de 2000 demandant la France d'interdire la chasse aux oiseaux sauvages pendant leur période de migration prénuptiale et de reproduction. Le second concerne la pollution de l'eau alimentaire en Bretagne, pour lequel la Cour a condamné la France en 2004.

    [14] Northern Caucasus : €22 million of humanitarian aid to support victims of conflict in Chechnya

    The European Commission has approved a €22 million humanitarian aid package to support victims of the ongoing conflict in Chechnya. Since the beginning of the current conflict in autumn 1999, and including this new decision, the European Commission humanitarian aid department (ECHO) has provided €196 million, making the EU the largest donor in the region. The recipients will include internally displaced persons (IDPs) and vulnerable groups in Chechnya as well as IDPs in Ingushetia and Dagestan and Chechen refugees in Azerbaijan. Funds are being allocated via the European Commission Humanitarian Aid department (ECHO) under the responsibility of Commissioner Louis Michel.

    [15] Louis Michel avance des idées pour la restructuration des Nations unies

    Les 4 et 5 avril, Louis Michel, commissaire européen au développement et l'aide humanitaire, a participé New York aux premières réunions du groupe de haut niveau chargé d'émettre des propositions de réforme des Nations unies dans le domaine du développement, de l'aide humanitaire et de l'environnement.

    [16] Utilisation d'Internet dans l'UE25 en 2005 : plus de 40% des particuliers ont utilisé Internet au moins une fois par semaine ; un quart des ménages et deux tiers des entreprises ont un accès Internet large bande

    Dans l'UE25, 48% des ménages disposaient d'un accès Internet au premier trimestre 2005 et 23% avaient une connexion large bande. Début 2005, 91% des entreprises avaient un accès Internet et 63% une connexion large bande. Ces informations sont extraites d'un rapport publié par Eurostat. Cette étude présente les résultats d'enquêtes sur l'accès Internet et les connexions large bande des ménages et des entreprises, ainsi que sur l'utilisation d'Internet par les particuliers, dans les Etats membres de l'UE25, la Norvège et l'Islande. Ce rapport couvre également le commerce électronique.
