[01] Protection civile : la Commission propose de renforcer le mécanisme
de protection civile de l'UE
La Commission européenne a adopté une série de propositions visant Ã
améliorer la capacité de réaction du mécanisme de protection civile de
l'UE en cas de catastrophe naturelle ou anthropique. Les mesures
permettront à la Commission de mieux faire face à une pénurie de moyens de
transport et d'équipements nécessaires sur le lieu d'une catastrophe. En
outre, des mesures supplémentaires contribueront à la mise au point de
systèmes d'alerte précoce, à l'amélioration de la coordination et à la
fourniture de soutien logistique. Parallèlement, la Commission a lancé un
service d'alerte en ligne, appelé "MIC Daily", qui sert d'observatoire des
catastrophes en devenir et en cours autour du globe. Il s'agit de renforcer
la sensibilisation et le partage d'informations entre les centres de crise
nationaux afin de maximiser l'efficacité de la réponse.
[02] EU countries perform relatively well in international Environmental
Performance Index
In the 2006 pilot Environmental Performance Index (EPI) presented at the
World Economic Forum in Davos today, all EU countries covered are within
the top 40 for environmental performance and seven of the top ten were EU
countries (Sweden, Finland, Czech Republic, UK, Austria, Denmark and
Ireland). The EPI is based on sixteen indicators in six policy categories :
environmental health, air quality, water resources, biodiversity and
habitat, productive natural resources, sustainable energy. The EPI,
developed jointly by Yale and Columbia Universities, the World Economic
Forum and the European Commission's Joint Research Centre, aims to
strengthen the environmental dimension of the Millennium Development Goals,
by providing a robust method to quantify the problem and measure progress.
It highlights that fact that industrialised nations have the resources to
devote to environmental protection but their economic activities create
pressure on ecosystems, while the other side of the coin is that developing
countries may have relatively pristine ecosystems, but face difficulties
with basic environmental infrastructure such as drinking water and
sanitation. The top-ranking countries all commit significant resources and
effort to environmental protection. The 2006 EPI can be found at

[03] The Western Balkans on the road to the EU : consolidating stability
and raising prosperity
The European Commission has proposed to foster trade, economic development,
movement of persons, education and research, regional cooperation and civil
society dialogue in the Western Balkans, as part of the EU's strategy to
integrate the people of the region into the European mainstream. The
Communication on the Western Balkans sets out concrete measures to
reinforce the EU's policy and instruments, and to help the countries to
realise their European perspective. It will help prepare the meeting of EU
and Western Balkans Foreign Ministers planned by the Austrian Presidency on
10-11 March in Salzburg.
[04] Commission clears acquisition of IPC by BS and MCC Sofipa
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of IP Cleaning S.p.A. (IPC)
of Italy by BS Investimenti SGR S.p.A. (BS) of, Italy, belonging to the BS
Group, and MCC Sofipa SGR S.p.A. (MCC Sofipa) of Italy, belonging to the
Capitalia Group. BS and MCC Sofipa are both active in the management of
investment funds. IPC produces and distributes cleaning machines, including
pressure washers, carpet sweepers and vacuum cleaners. The operation was
examined under the simplified merger review procedure.
