La navigation intérieure offre un moyen important d'améliorer le système de transport en Europe, qui connaît des problèmes d'encombrements de circulation et de retards, et qui nuit à l'environnement. Le recours accru à la navigation intérieure pour le transport des marchandises contribuera à absorber l'augmentation constante du fret. En outre le transport par voie navigable peut facilement être entièrement intégré dans la chaîne logistique de porte-à -porte. It is time for implementation.[II] Other news - Autres nouvelles[03] Environnement : la Commission adopte une nouvelle directive pour combattre les inondationsLa Commission européenne a proposé aujourd'hui une directive destinée à aider les Etats membres à prévenir et à limiter les inondations et leurs conséquences dommageables pour la santé humaine, l'environnement, les infrastructures et les biens. Depuis 1998, les inondations en Europe ont causé environ 700 décès, le déplacement d'environ un demi million de personnes et au moins €25 milliards de pertes économiques couvertes par les assurances. La nouvelle directive imposera aux Etats membres de procéder à des évaluations préliminaires afin de déterminer les bassins hydrographiques et les zones côtières associées qui sont exposés à un risque d'inondation. Ils établiront ensuite des cartes des risques d'inondation et des plans de gestion des risques d'inondation pour ces zones. Les plans de gestion seront axés sur la prévention, la protection et la préparation.[04] Commission releases new funds for avian flu researchThe European Commission announced on 17 January that it would be making a further €20 million available for research into avian and pandemic influenza. A call for proposals under the Sixth Framework Programme for Research has been launched with a closing date of 22 March 2006, that looks to fill existing gaps in research in a relatively short time perspective to serve as a foundation for new and longer term research investments in the years to come. The task descriptions outlined in the call for proposals are on the basis of recommendations by international organisations such as the FAO and WHO. Relating to animal health, the call covers issues such as developing vaccines for avian species, improved diagnosis and early warning systems, the ecology and pathogenesis of avian influenza infections, migratory birds, avian influenza virus survival, reinforcement of Community and national reference laboratories, technology transfer to third countries. Relating to human health, the call covers issues such as clinical research on pandemic influenza vaccines, better understanding of the influenza virus and strengthening support to surveillance. This research money is release in order to address a pressing public health need. It is in addition to the €21 million already made available under the Fifth and Sixth Framework Programmes.
