[01] The EU becomes cyber Sherlock Holmes
How can you be sure your on-line transactions are secure, and find out if
anybody has been siphoning off money from your credit card ? The European
Commission's Joint Research Centre (JRC) has developed a way of handling
electronic information to protect the rights of cyberspace users and guard
against fraud when buying on the Internet. The EU Cyber Tools On-Line
Search for Evidence (CTOSE) project helps identify, secure, integrate and
present electronic evidence on on-line criminal offences. It meets the
challenge of clearly establishing what happens during an e-crime, or even a
simple on-line transaction. The new approach developed in this project
enables investigators to use "computer forensic tools" to gather evidence
which will stand up in court or tribunal proceedings throughout Europe. EU
researchers, in cooperation with European computer and security specialists,
have developed new standardised procedures for this purpose.
[02] VAT : Commission reviews and updates strategy for improving the
operation of the EU VAT system
The European Commission has presented a follow-up report on its strategic
programme that it adopted in 2000 (see IP/00/615) for the improvement of
the VAT system. The Commission reviews progress with proposals already made,
lists forthcoming VAT proposals and presents its ideas for a VAT system
that would be suitable for an Internal Market consisting of 25 Member
States. In particular, the Commission announces its intention of promoting
the idea of a one-stop shop system, whereby a trader could fulfil all his
obligations for his EU-wide activities solely in the Member State in which
he is established. The Commission suggests that taxation at the place of
destination may become increasingly necessary, particularly for services,
in order to prevent distortions of competition and in order to ensure that
VAT continues to accrue to the Member State where consumption takes place.
Finally, the Communication emphasises the need for continuing work on ways
of eliminating the growing problem of carousel fraud.
[03] Sécurité routière : première "Nuit européenne sans accident"
subventionnée par la Commission
Trois associations de jeunes s'unissent samedi 25 octobre 2003 pour lancer
la première Nuit européenne sans accident dans quatre Etats de l'Union
(Belgique, France, Luxembourg, Pays-Bas). Cette initiative paneuropéenne de
sensibilisation des 18-25 ans à la sécurité routière, cofinancée par la
Commission, est fondée sur une vaste campagne de communication visant les
jeunes grâce à la mobilisation de bénévoles dans les discothèques et dans
les milieux scolaires. "Ce sont les jeunes personnes de 18 à 25 ans qui
payent le tribut le plus lourd à l'insécurité routière", rappelle Loyola de
Palacio, Vice-Présidente en charge de l'énergie et des transports. "Les
statistiques européennes d'accidents le démontrent formellement et
l'accident tragique qui a coûté la vie à cinq jeunes gens et endeuillé la
ville de Riom en France le week-end dernier en est la douloureuse
illustration. La fièvre du samedi soir tue, faisons en sorte que ce samedi
25 octobre soit la première d'une longue série d'exceptions."
[04] La Commission renvoie l'examen de l'opération de concentration BAT/ETI
dans le secteur du tabac à l'autorité italienne de la concurrence
La Commission européenne a décidé de renvoyer aux autorités italiennes
l'examen du projet d'acquisition du fabricant de tabac italien Ente
Tabacchi Italiani par l'entreprise anglo-américaine Tobacco. L'autorité
italienne de la concurrence avait demandé à la Commission de renvoyer
l'examen de l'affaire à l'Italie. La Commission a conclu que puisque
l'opération n'avait pas de conséquences en dehors de l'Italie, Rome était
mieux placée pour apprécier et traiter les problèmes de concurrence.
[05] La Commission approfondit son enquête sur la prise de contrôle en
commun du fabricant français de roulements SNFA par INA/FAG et la compagnie
d'assurance AIG
La Commission européenne a décidé d'ouvrir une procédure d'examen
approfondi concernant le projet d'acquisition du fabricant français de
roulements antifriction SNFA par l'entreprise allemande INA Holding
Schaeffler KG (INA) et la compagnie d'assurance internationale American
International Group (AIG), dont le siège est aux Etats-Unis. L'opération
envisagée regrouperait les deux plus grands fournisseurs de roulements de
précision pour machines-outils en Europe occidentale et créerait également
une grande puissance sur le marché des roulements pour l'aéronautique. Au
cours de son enquête approfondie, la Commission examinera si l'élimination
de SNFA en tant que concurrent indépendant est susceptible d'entraver la
concurrence de manière significative sur les marchés concernés.
[06] Development Policy Commission suggests pragmatic steps to improve
governance in developing countries
The European Commission has today adopted a Communication on governance and
development, offering a new and more pragmatic approach to what is a
critical determinant in States' ability to eradicate poverty and foster
sustainable development. Much experience has been gained in this field over
the past ten years, and the Commission believes that the time has now come
to take stock and refocus a concept that has come to gain many shapes. With
the communication, the Commission offers a more pragmatic approach to
supporting governance in developing countries, building on dialogue and
capacity building. It insists that there is no "one size fits all"
solution. Governance should be analysed and promoted on a country specific
basis. However a number of measures are identified which should be applied
to promote governance under three different scenarios : (i) effective
partnerships ; (ii) difficult partnerships ; and (iii) post-conflict
situations. The road to good governance is not straightforward. Offering
pragmatic support to developing countries will require resilience and
stamina.

développement : la Commission passe à l'offensive
Ayant fait de la contribution à l'éradication de la pauvreté dans les pays
en développement une de ses grandes priorités, la Commission européenne a
récemment adopté un train de mesures de réduction de la pauvreté s'élevant
à 365 millions d'€, axé sur cinq pays africains. Ce financement prendra la
forme d'un soutien au budget public en Tanzanie (114 millions d'€) et au
Niger (90 millions d'€). Il se concentrera sur des domaines de
développement spécifiques à Madagascar (infrastructure: 90 millions d'€),
au Tchad (eau: 50 millions d'€) et en Namibie (éducation: 21 millions d'€).
[08] The EU, the UN, OSCE and the Council of Europe strengthen partnership
in training of civilian experts for international crisis management
missions
A major international training conference, aimed at discussing strategies
to improve the preparation of civilian experts for international crisis
management missions, was closed in Rome on Wednesday with the commitment of
the EU and partner organisations to enhance their cooperation in training
civilian experts for deployment to peace operations of their respective
organisations. In his opening address, Italian Minister Frattini underlined
the important progress achieved by the EU in boosting its personnel
capacities for conflict prevention and crisis management and stressed the
need to thoroughly prepare civilians for the challenges of field work in
crisis areas. The meeting was dedicated to the memory of the late Swedish
Foreign Minister Anna Lindh and organised in the context of a major
initiative launched by the European Commission with the training of 260
specialists in Rule of Law and civilian administration in nine different EU
countries in 2003.
[09] Chris Patten welcomes statement from Government of India on relations
with Pakistan
Following the announcement by the Government of India of measures designed
to facilitate contacts between the people of India and Pakistan, and the
Deputy Prime Minister Advani's offer to meet Mr Ansari, the leader of the
moderate faction of the recently-split Hurriyat, European External
Relations Commissioner Chris Patten said : "I sincerely welcome India's
announcement of a series of confidence building measures vis-à-vis Pakistan,
which should give a new impetus to the peace initiative taken last April by
Prime Minister Vajpayee. I am particularly encouraged by the emphasis on
the development of people-to-people links. Direct contacts can go a long
way in order to overcome misperceptions, misunderstanding and prejudices. I
hope that they may serve to improve the situation on the ground, and lead
to a cessation of violence and the resumption of a genuine dialogue between
all parties." Commissioner Patten will meet the Indian Foreign Minister
Yashwant Sinha in Brussels next week.
[10] Deuxième trimestre 2003 : l'UE15 a enregistré un excédent des échanges
courants de 13,9 milliards d'€ ; excédent de 5,9 milliards d'€ pour la
balance des services
Selon les dernières révisions de Eurostat, la balance des opérations
courantes de l'UE15 avec les pays tiers a enregistré un excédent de 13,9
milliards d'€ durant le deuxième trimestre 2003, par rapport à un excédent
de 7,8 milliards d'€ au deuxième trimestre 2002 et à un excédent de 5,7
milliards d'€ au premier trimestre 2003. L'augmentation de l'excédent de la
balance des opérations courantes de l'UE15 enregistrée au deuxième
trimestre 2003 par rapport au deuxième trimestre 2002 résulte d'une
diminution plus forte des opérations courantes de débit (-8,1%) que de
crédit (-6,5%).
[11] Counterfeiting : Brussels seminar 27-29 October on practical steps to
tackle the threat
The European Commission is organising a seminar in Brussels on 27-29th
October, in conjunction with Belgian Customs Service, to introduce new
measures to tackle the threat posed by counterfeit goods. The seminar, part
of the Commission's Customs 2007 programme (IP/02/144), will bring together
operational experts and specialists from trade and industry including
customs officers from more than 30 countries. This combined expertise will
be harnessed to develop new ways to tackle the illegal trade in counterfeit
products.

graines du monde rural de demain - les perspectives de la politique rurale
dans une Europe élargie"
Du 12 au 14 novembre 2003, la Commission européenne organise une grande
conférence sur l'avenir du développement rural. Intitulée "Semer les
graines du monde rural de demain - les perspectives de la politique rurale
dans une Europe élargie", la conférence aura lieu à Salzbourg en Autriche.
Elle vise à permettre d'entamer une large réflexion sur l'expérience
acquise dans le cadre de l'application de la génération actuelle (2000-
2006) de programmes de développement rural qui bénéficient d'un financement
de l'UE et à fixer des priorités pour la politique à mener dans ce domaine
au cours de la prochaine période de programmation dans une Union européenne
élargie, à partir de 2007.
