[01] Assurances : la Commission présente une proposition de Directive sur
l'intermédiation d'assurance
La Commission européenne a adopté une proposition de Directive sur
l'intermédiation d'assurance qui vise à améliorer le fonctionnement du
marché intérieur des assurances. La proposition poursuit un double objectif
: faciliter l'exercice effectif des libertés d'établissement et de
prestation de services pour les intermédiaires d'assurance et garantir un
niveau de protection élevé des intérêts des preneurs d'assurance. Elle
contribuera à un meilleur fonctionnement du marché intérieur de l'assurance
en rendant possible une augmentation de l'offre des produits d'assurance au
sein de l'Union européenne (UE) et en garantissant la protection adéquate
des intérêts des consommateurs. En outre, afin d'assurer la clarté et la
cohérence du cadre juridique applicable, une fois adoptée, la Directive
remplacerait une Directive de 1977 et deviendrait l'unique texte
communautaire contraignant applicable aux intermédiaires d'assurance.
L'adoption de la présente proposition fait partie des objectifs
prioritaires du Plan d'Action sur les services financiers (voir IP/00/556).
Le plan devant permettre d'atteindre trois objectifs stratégiques :
instaurer un marché unique des services financiers de gros, faire en sorte
que les marchés de détail soient accessibles et sûrs, moderniser les règles
prudentielles et de surveillance.
[02] Eco-points : un accord majoritaire a été trouvé
Le Conseil des Ministres est parvenu le 21 septembre 2000 à un accord sur
une solution de compromis majoritaire sur la question des éco-points. Cet
accord devrait permettre une répartition équilibrée du trafic dans le cadre
juridique de l'application du protocole n°9 de l'Acte d'adhésion de
l'Autriche. Loyola de Palacio, vice-présidente de la Commission européenne
en charge des transports et de l'énergie, s'est félicitée de cet accord :
"Je crois que le bon sens l'a emporté et que le Conseil a pris une sage
décision qui permettra de concilier les nécessités économiques et la
protection de l'environnement". Elle a ajouté : "Nous devons maintenant
évaluer les résultats du système éco-points et nous interroger à l'avenir
sur les améliorations qui pourraient être apportées afin de garantir la
libre-circulation tout en protégeant cette région sensible des atteintes à
l'environnement. "
[03] Commission clears purchase of BASF's Novolen polypropylene technology
business
The European Commission has authorised the creation of a joint venture
between ABB Lummus and Equistar, both of the United States, to purchase
BASF's Novolen polypropylene (PP) technology licensing business, currently
run by its subsidiary Targor.
[04] Commission clears Dutch mobile telephony venture between Belgacom,
Tele Danmark and T-Mobile
The European Commission has approved the planned creation of a joint
venture between the companies Belgacom N.V./S.A., Tele Danmark A/S and T-
Mobile International AG, a 100% subsidiary of Deutsche Telekom AG. The new
joint venture, Ben Nederland Holding B.V has been awarded one of the five
third generation (3G) mobile licences in the Netherlands and will build and
operate a UMTS network in the Netherlands. The operation does not raise
competitive concerns since the position of Ben will not be significant.
[05] Commission clears Deutsche Bank and Enel acquisition of joint control
over Rio Nuovo
The European Commission has authorised the operation by which Deutsche Bank
and SEI, the real estate managing entity of Italy's Enel, acquire joint
control of a newly constituted joint venture: Rio Nuovo. Rio nuovo will be
active in the Italian real estate market for offices where it will have
very low market shares since SEI committed to transfer to it only a small
portion of its office real estate business. Deutsche Bank has never been
active in the Italian real estate market. The operation will therefore have
no appreciable competitive impact on the market structure.
[06] La Commission autorise Flextronics à acquérir l'activité matériel
d'Italdata
La Commission européenne a autorisé Flextronics International Ltd., société
immatriculée à Singapour, à acquérir l'unité de production de matériel
informatique de la société Italienne Italdata. Italdata est une entreprise
commune constituée entre Siemens Nixdorf Informations Systeme AG, Telecom
Italia S.p.A et Siemens Informatica S.p.A.
[07] Commission clears acquisition of joint control over Johns Manville
The European Commission has cleared the acquisition of joint control by
Thomas O. Hicks and The Bear Stearns Companies Inc of Johns Manville Corp,
a producer of construction material. The transaction between these US
companies does not raise competitive concerns in Europe.
[08] Commission authorises acquisition by Schroder Ventures of Veba's Memec
The European Commission has cleared the acquisition of electronic
components and systems distributor Memec by Schroder Ventures Ltd, through
Cherrybright Ltd. The acquisition will not lead to the creation or
strengthening of a dominant position and consequently does not raise any
competition concerns.
[09] Commission clears acquisition of joint control of Bravida by Telenor
and Procuritas Capital Partners
The European Commission has approved the merger of the electrical
installation businesses of Norway's telecommunications firm Telenor and
Scandinavian equity investment firm Procuritas Capital Partners. The deal
will have no significant effect on the current structure of the market.
[10] Commission approves acquisition of joint control of Czech publisher
Stratosfera by VNU and Hearst
The European Commission has approved the acquisition of joint control of
Stratosfera, by Dutch publisher VNU and Hearst of the United States. The
operation raises no competition concerns because Stratosfera is not present
on the European Economic Area (EEA) market.
[11] La Commission autorise la création d'une entreprise commune entre PSA
et Vivendi
La Commission européenne a autorisé un projet par lequel le constructeur
automobile français Peugeot et Vivendi, la holding du groupe français de
services et communication, créent une entreprise commune à parts égales
appelée Wappi, qui regroupera essentiellement des activités de
développement, de réalisation et d'intégration de services liés à
l'automobile accessibles à travers Internet, y compris Internet mobile.
[12] Signature d'une convention contre le dopage entre la Commission et le
Comité paralympique européen
Mme Viviane Reding, membre de la Commission européenne responsable pour le
Sport, et M. Hans Lindström, président du Comité paralympique européen,
procéderont demain, 26 septembre, à 15h00 à la signature d'une convention
sur la lutte contre le dopage dans le sport handicapé. Ce sera la première
action d'information sur le dopage réalisée dans le sport handicapé. La
subvention communautaire s'élèvera à 312.000 euros. Ce projet, qui est l'un
des 16 projets pilotes retenus par la Commission début septembre (voir
IP/00/978 du 6 septembre), vise à faire prendre conscience les athlètes
handicapés des dangers du dopage sur leur santé. Cette campagne
d'information débutera dès le mois prochain à Sydney où vont avoir lieu les
Jeux Paralympiques. Elle associe le Comité paralympique européen aux
fédérations finlandaise, suédoise, allemande et danoise et au Comité
paralympique international et elle consistera notamment en l'édition de
brochures d'information, en une exposition itinérante, en la création d'un
site web et en une conférence sur le dopage dans le sport handicapé. La
signature de la convention sera ouverte à la presse écrite et
audiovisuelle.
[13] Franz Fischler in Poland : "Enlargement should be a win-win situation"
Speaking to the European Agriculture Congress in Krakow, Franz Fischler,
the European Commissioner for agriculture, rural development and fisheries,
has stressed the need to see enlargement of the Union as a two-sided
project. "This project will have succeeded if both sides gain by it.
Threats and demands will get us nowhere, negotiations consist of both give
and take", the Commissioner said. He also pointed out that it was the clear
goal of the Commission that the first accessions should take place before
the end of the current Commissioners' term in office (i.e. 2005).
[14] David Byrne : "Ireland in Europe"
"Ireland, thanks to a combination of factors has reaped enormous benefits
from being a member of the EU. Our early decision to be part of the euro
has consolidated the attractiveness of Ireland for investors. The "Irish
model" is being held up to other countries and regions as an example of how
to achieve a dynamic economy. There are many factors both domestic and
external that have contributed to this. Success is a difficult concept to
explain. There is no one single factor that can explain it. However, we
must not lose sight of the fact that without being full members of the EU
and having the access to this enormous market we would not have experienced
the robust growth in our economy of recent years. Recognising the
achievements of the past, the European Union is now gearing up to address
the challenges of the future. Since the beginning of this year, the
Commission has been active in promoting public debate between European and
national political leaders and the people of Europe on the future direction
of the European Union. I welcome the debate that is taking place across the
Union, including in Ireland. This debate clearly demonstrates that the
European Union matters, that Ireland's place in the Union matters, that the
future of the Union matters. The effects of our membership touch our daily
lives, daily. It is natural that we should all care about the future shape
of the Union and democratically express our views.
