[01] La Commission autorise l'acquisition par Pirelli des usines de câbles
électriques de BICC
La Commission européenne a autorisé l'acquisition par Pirelli Cavi e
Sistemi, la division "câbles" du groupe italien Pirelli, des usines de
câbles électriques de BICC General en Italie et en Grande-Bretagne. Au
terme d'une analyse approfondie, la Commission est arrivée à la conclusion
que les marchés des câbles électriques étaient en train de s'européaniser,
en particulier grâce à la libéralisation progressive du secteur de
l'électricité, et que Pirelli sera soumis à une concurrence suffisante,
notamment de la part d'autres fournisseurs de câbles capables de se
substituer à lui. Pirelli devra également compter avec le pouvoir de
négociation considérable exercé par de puissantes sociétés d'électricité.
[02] Major step in EU Balkan stabilisation efforts : Commission proposes
Croatian association with the EU
Two days after President Mesic's visit to Brussels, the European Commission
has adopted a proposal to the Council on the opening of negotiations for a
Stabilisation and Association Agreement with the Republic of Croatia. The
Commission's decision represents a major step forward in EU/Croatia
bilateral relations, following the election of a new political leadership
advocating radical political and economic reform in Croatia. The Commission
hopes that negotiations could start before the EU-Balkan Summit in Zagreb
later this year.
[03] Commission calls on Romania to implement vigorously the Medium Term
Economic Strategy and its Action Plan
The European Commission has published its assessment of the Romania
government Medium Term Economic Strategy (MTES) and Action Plan. The timely
implementation of the Action Plan will improve the overall economic
situation of the country and help Romania increase international
credibility and attract foreign direct investment. Moreover, it includes
policy measures that are conducive in preparing Romania for EU accession.
The Commission proposes therefore to monitor closely their implementation
in the coming years by setting up two independent monitoring groups - one
in Romania and the second one international, in close cooperation with the
International Financial Institutions.
[04] Commission approves State aid to Lenzing Lyocell, Austria
The European Commission has authorised State aid that Austria granted to
Lenzing Lyocell GmbH & Co KG (LLG), Heiligenkreuz, Burgenland, for its
investment in a new Lyocell viscose fibres plant. According to the
Commission, Austria granted investment aid in various forms of euro 54.9
million on total investment costs of euro 138 million, as well as
environmental aid of euro 5.4 million. The Commission opened a formal
investigation procedure on 14 October 1998 and extended it on 23 June 1999.
[05] La Commission ouvre la procédure d'enquête à l'égard d'aides à IVECO
La Commission européenne a décidé d'ouvrir une procédure formelle d'enquête
conformément à l'article 88, paragraphe 2, du traité CE, afin d'examiner la
compatibilité d'une aide que les autorités italiennes se proposent
d'accorder à Iveco pour un projet mis en oeuvre entre 1994 et 1999.
L'affaire concerne des aides à la recherche et au développement dans le
secteur automobile pour un montant envisagé de 32,27 milliards d'ITL. La
Commission doute que le projet puisse être qualifié de recherche
préconcurrentielle/industrielle et qu'il présente l'effet d'incitation
requis.
[06] La Commission approuve la carte des aides régionales pour le
Luxembourg ainsi qu'un programme visant à favoriser le développement
régional
La Commission européenne a adopté deux décisions portant approbation de la
carte des aides à finalité régionale pour le Luxembourg ainsi que d'un
programme régional, tous deux pour la période 2000-2006. Les autorités
luxembourgeoises ont sélectionné les régions éligibles sur la base des
indicateurs suivants : taux de chômage, densité de l'emploi industriel et
présence de friches industrielles. La carte qui résulte de cette sélection
comprend trois zones (Nord, Est et Sud) comptant respectivement six, cinq
et neuf communes.
[07] Commission investigates aid in a management contract between German
Georgsmarienhütte and Gröditzer
The European Commission has opened a formal investigation into a management
service contract concluded between the German Treuhand-successor BvS
(Bundesanstalt für vereinigungsbedingte Sonderaufgaben), its 100%
subsidiary Gröditzer Stahlwerke and steelmaker Georgsmarienhütte. The
Commission doubts whether a private investor would have agreed to the
payment of a holding service fee which increases 10-fold compared to the
previous period and, on top of that, would have guaranteed this payment.
The contracted obligations could therefore be State aid.
[08] La Commission approuve sous conditions le financement de
Trasmediterránea
La Commission européenne a autorisé comme aide d'Etat le financement de
Compañia Trasmediterránea, opérateur espagnol de ferries, lui permettant de
continuer à effectuer les services essentiels de ferry-boat entre l'Espagne,
les Baléares, les îles Canaries et Melilla. Considérant cependant que
l'Espagne n'avait pas donné de réelles possibilités de soumissionner à tous
les opérateurs de l'UE pour cette prestation des services, la Commission a
décidé que l'adjudication était illégale. Néanmoins, pour garantir la
continuité de ces services essentiels, le financement de Trasmediterranea
sera approuvé pour une période intérimaire de trois années et demi, au lieu
des 10 années envisagées.
[09] La Commission veut accélérer ses paiements
La Commission européenne veut désormais accélérer ses paiements. L'an
dernier, seulement 2/3 environ des paiements ont pu être exécutés dans le
délai de 60 jours qu'elle s'était elle-même fixé, entre autres parce que le
nombre des ordres de paiements ont augmenté en 4 ans jusqu'à environ
356.000 (plus 80%) pour l'exercice. "L'exécution des paiements dans les
délais devrait enfin aller de soi, y compris à la Commission", a déclaré la
commissaire au budget, Mme Michaele Schreyer, qui a présenté aujourd'hui à
la Commission un plan d'action pour l'exécution plus rapide des paiements.
"Il est inacceptable de devoir attendre plus de 60 jours un paiement sur le
budget de l'Union européenne. La Commission s'est assigné un objectif clair
pour aboutir à des améliorations sensibles dans ce domaine."

[10] Romano Prodi on outcome of EU-Japan Summit
The President of the European Commission Romano Prodi has stated the
following today in Tokyo : "EU-Japan relations have never been better than
today. A sense of shared interests, mutual respect and commitment to
fundamental values cements our relationship. We have launched a decade of
cooperation (2001-2011). As two major economic and regional powers,
accounting for two-fifths of the world economy, the EU and Japan can only
achieve more by acting together. We see eye-to-eye on most issues of common
concern. We have given today a decisive impetus to the overall EU-Japan
relationship and defined ambitious objectives for a comprehensive and
action-oriented partnership. I say "comprehensive" because our decisions
today deal with the strategic aspects of broader political cooperation to
promote peace and stability in our respective continents and wider afield,
to pool our efforts and to tackle the challenges which confront us. With
our cooperative approach on economic and trade relations we are now doing
more to improve investment flows and in the area of competition where we
intend to conclude an agreement soon. Our cooperation on WTO issues is
excellent and we are determined to try to launch a new comprehensive round
in the course of this year. We have a lot of work to do in the year to come
to enhance our overall relations. We have an excellent basis on which to
build."
[11] EU and Japan reach mutual understanding on substantial elements of an
envisaged cooperation agreement in the competition field
The European Union and Japan today announced that they have reached a
mutual understanding on substantive elements of a bilateral cooperation
agreement regarding the application of EU and Japanese competition laws.
The EU-Japan summit in Tokyo welcomed the breakthrough achieved following
intensive negotiation sessions in June and July. The envisaged agreement
would make it easier for the competition authorities in the EU and Japan to
exchange information on international competition cases and coordinate
their investigations to the extent possible under domestic rules.
[12] Fonds structurels : la Commission lance un programme pour l'éducation,
la formation et l'emploi en France dans les sept années à venir
La Commission européenne a approuvé le Document unique de programmation
(DOCUP) en faveur de la France pour 2000-2006. Avec une aide financière de
presque 4.714 milliards d'euros, le Fonds social européen contribuera à
l'adaptation et la modernisation des politiques et systèmes d'éducation, de
formation et d'emploi.
[13] Structural Funds : Commission approves seven-year training and
employment framework for Italy
The European Commission has approved the 'Objective 3 Community Support
Framework' for Central and Northern Italy for the next seven years. This
Objective, financed by the European Social Fund, supports the adaptation
and modernisation of education, training and employment policies and
systems. EU funding for the seven year period will total euro 3887 million.
The decision is one of several currently being adopted by the Commission to
launch the new Structural Funds programming period.
[14] 80 millions d'euros en l'an 2000 pour le programme "Jeunesse"
La Commission européenne a adopté le plan de travail et la répartition des
crédits du programme Jeunesse pour l'année 2000. Une attention particulière
est accordée aux actions utilisant le sport et la culture et à
l'amélioration de l'employabilité des jeunes. La première année de mise en
oeuvre du nouveau programme Jeunesse (2000-2006) va permettre une
participation accrue des pays en voie d'adhésion à la partie du programme
dite "Service volontaire européen".
[15] Quotas télévisés : les chaînes européennes respectent leurs
obligations
La Commission européenne a adopté le quatrième rapport sur l'application
des dispositions de la directive "télévision sans frontières" relatives à
la diffusion d'oeuvres européennes et de productions indépendantes. Ce
rapport, qui couvre la période 1997 et 1998, constate que les objectifs de
la directive sont généralement atteints. La plupart des Etats membres ont
introduit des législations plus rigoureuses que ce qui est prévu par la
directive.
