La Commission européenne a autorisé une opération par laquelle les quatre
investisseurs financiers Butler Capital Partners, AXA Asset Management
Private Equity, CDC Equity Capital and Finauto acquièrent le contrôle
conjoint des entreprises Finelist et Autodistribution. Autodistribution est
une société française déjà sous le contrôle conjoint de Butler Capital
Partners, AXA Asset Management Private Equity et CDC Equity Capital.
Autodistribution est active sur le marché français de la commercialisation
et de la distribution de pièces de rechange et de services de réparation
automobile. Finelist est active dans le même secteur sur le marché
britannique. Les deux sociétés n'exerçant pas leurs activités sur le même
marché géographique, l'acquisition de contrôle conjoint par les quatre
opérateurs financiers ne soulève pas de doute de compatibilité avec le
marché commun.
[02] Commission clears merger between MeritaNordbanken and UniDanmark
The European Commission has cleared the merger between the Finnish-Swedish
MeritaNordbanken group and the Danish UniDanmark group. Both banking groups
are among the largest and most powerful financial institutions in
Scandinavia providing a large number of banking and insurance services. The
merger does not give rise to any competition concerns.
[03] Commission clears proposed acquisition by European Metal Recycling
Limited of Mayer Parry Recycling (Holdings) Limited
The European Commission has cleared the acquisition by European Metal
Recycling Limited of Mayer Parry Recycling (Holdings) Limited under the
ECSC Treaty. Both companies are based in the UK and trade in ferrous and
non-ferrous scrap.
[04] Les ministres de l'Education du G8 ont décidé de renforcer leur
coopération
Les ministres de l'Education du G8 et Mme Viviane Reding, commissaire
européenne responsable de l'Education, réunis la semaine dernière à Tokyo
et Okinawa sur invitation de la présidence japonaise, ont soumis aux chefs
d'Etat et de gouvernement qui se réuniront en juillet prochain des
propositions pour adapter nos systèmes d'enseignement à la nouvelle
économie. L'Union européenne peut faire partager à ses partenaires du G8
son expérience, notamment dans le domaine de la mobilité, mais aussi
apprendre d'eux, notamment quant à l'utilisation des nouvelles technologies
dans l'éducation.
[05] Pilot project for parallel EU/US evaluation of pesticide launched
The European Commission has recently launched a pilot project for the
parallel evaluation by European and US authorities of a new herbicide. The
purpose of this pilot project is to identify the similarities and
differences between US and EU data requirements, data evaluation and
regulatory processes using a concrete test case. Existing EU legislation on
plant protection products (Directive 91/414/EEC) requires that a detailed
evaluation of the chemical substances used in a new plant protection
product is made before their use can be authorised. Similar rules also
apply in the US. The test case is a new herbicide used in corn production,
named Foramsulforon. Agreement to undertake the parallel review was reached
between the Commission, the German authorities responsible for the
evaluation at EU level, the United States Environmental Protection Agency
and the company producing the herbicide, Aventis. If the experience proves
to be a success, it may clear the way for improved cooperation in sharing
the heavy burden of pesticides evaluation.
[06] Commission and Korea agree minutes relating to world shipbuilding
market
Since December 1999 the European Commission and the Korean Government have
entered into a bilateral dialogue in order to find an appropriate solution
to the problem facing the world shipbuilding market characterised by
significant over-capacity and steadily decreasing prices. After several
rounds of consultations, the Commission and the Korean Government came to
an agreement in the form of "Agreed Minutes relating to the World
Shipbuilding Market" which was initialled on 10 April 2000.
[07] Food aid for Ethiopia
A first shipment of 30,000 tonnes of food aid has just arrived in Djibouti.
This follows a decision by the European Commission to allocate another 60,
000 tonnes of food aid for Ethiopia to be distributed via European non
governmental organisations. The amount of food aid presently being
offloaded, shipped or procured stands at 283,000 tonnes.
[08] Chris Patten welcomes inter-Korean summit
European Commission for External relations, Christ Patten, made the
following statement : "The EU has regularly urged North Korea to respond
positively to the policy of engagement which South Korea has pursued since
February 1998 under President Kim Dae-jung. We have repeatedly emphasised
that direct dialogue between the two Koreas is necessary to ease tensions
and to lay the foundations for reconciliation on the peninsula. I therefore
welcome the announcement of an inter-Korean summit meeting to take place in
Pyongyang in June".
[09] Décharge 1998 : la Commission met les points sur les 'i'
La Commissaire européenne au Budget Michaele Schreyer a répondu ce matin,
devant le Parlement européen réuni en session plénière à Strasbourg, aux
critiques exprimées par les rapporteurs sur la décharge du budget 1998.
Elle a rappelé tout d'abord que la Commission partage les préoccupations de
la Cour des Comptes sur le taux d'erreurs dans l'exécution du budget. Un
plan d'action a d'ailleurs été décidé par la Commission dès le mois de
février, afin de réduire ce taux. Mais il est indispensable que les Etats
membres, responsables de près de 90% des erreurs identifiées par la Cour
des Comptes, prennent également des mesures pour réduire ce taux d'erreur,
et améliorer la coopération avec la Commission à cette fin. Mme Schreyer a
ensuite insisté sur la nécessité de préciser clairement les règles d'accès
aux informations et le respect de leur confidentialité. Elle a enfin répété
que la Commission n'a rien à cacher : il lui paraît essentiel de faire
toute la lumière sur les interrogations du Parlement, mais dans le strict
respect du droit des personnes et des procédures judiciaires et
disciplinaires.
