  • [01] EU pushes for environmental agreement on GMOs in Montreal

    An international conference will seek to finalise the Protocol on Biosafety in Montreal on 24 to 28 January. The protocol is an international environmental agreement under the Convention of Biodiversity, which aims to facilitate a proper risk assesment prior to cross-border movements of Living Modified Organisms derived from biotechnology. After five years of negotiations, the European Union considers that the agreement should be concluded. It should be based on the precautionary principle and balance environmental and trade concerns. A primary objective of this protocol is to enable developing countries often lacking adequate legislation and administrative capacity to take well founded decisions on the import of living genetically modified organisms and thereby to protect their biodiversity. The international community must also demonstrate that it takes the concerns of the citizens about the safety of biotechnology seriously. European Commissioner for Environment Margot Wallström urges all governments to go to Montreal with a sincere willingness to conclude an agreement.

    [02] La Commission approuve la création d'une entreprise commune pour la vente de produits de loisirs et à caractère culturel en Italie

    La Commission européenne a approuvé la constitution par les Groupes COIN (Italie) et PPR-FNAC (France) d'une entreprise commune pour la gestion et le développement d'une chaîne de magasins sous enseigne Fnac en Italie. Les entreprises fondatrices n'opèrent pas sur les marchés sur lesquels l'entreprise commune sera présente. Le groupe COIN opère sur le marché italien de la grande distribution d'articles d'habillement et accessoires ; le groupe PPR-FNAC, de son côté, opère dans le secteur de la distribution "grand public" et aux professionnels, y compris les produits de loisir et à caractère culturel, mais n'exerce actuellement aucune activité en Italie qui soit liée aux produits concernés par la constitution de l'entreprise commune. La Commission est donc arrivée à la conclusion que l'opération de concentration ne crée pas ni ne renforce une position dominante dans le marché commun et, par conséquent, elle a décidé de déclarer l'opération compatible avec celui-ci sur la base du règlement du Conseil relatif aux opérations de concentrations.

    [03] Commission reduces external aid payments backlog

    By 31 December 1999 the European Commission had reduced by 81% the number of valid invoices waiting to be paid after the standard 60-day period in the field of external assistance programmes. 306 invoices remained unpaid within that period at the end of the year, compared with 1,600 on 31 May 1999, when the Common Service for External Relations had finished the inventory of files and invoices received from the former responsible services.

    [04] Nouvelle 'Agence Européenne pour la Reconstruction' du Kosovo : première réunion du Conseil de direction

    Aujourd'hui se tient à Thessalonique la première réunion du Conseil de direction de l'Agence Européenne pour la Reconstruction du Kosovo. Elle sera présidée par le Commissaire européen responsable des relations extérieures, M. Chris Patten. Cette Agence a été créée suite à la demande du Conseil européen de Cologne pour assurer une mise en œuvre rapide et efficace des programmes de reconstruction au Kosovo. L'Agence a son siège à Thessalonique et son centre opérationnel à Pristina. Ceci lui permet un contact direct avec la population locale et les organismes internationaux présents sur le terrain. Elle prend le relais des travaux de la Task force de la Commission qui, installée à Pristina depuis juillet 1999, a permis de répondre aux besoins les plus urgents de la reconstruction et de lancer des projets pour un montant de 127 millions d'euros.
