  • [01] Commission approves joint venture between DG Bank and PanAgora

    The European Commission has approved an operation by which PanAgora Asset Management Ltd (UK) and DG Bank (Germany) will create a joint venture, called DG PanAgora Asset Management GmbH. This joint venture will offer asset management services, initially only in Germany, Austria, Switzerland and countries of Eastern Europe. The concentration does not give rise to competition concerns while not leading to important market shares in a highly competitive market.

    [02] La Commission approuve l'acquisition de Anhyp par Royale Belge

    La Commission européenne a approuvé une opération par laquelle la Royale Belge (Groupe AXA-UAP) acquiert le contrôle unique de Anhyp. Les activités des entreprises concernées sont pour la Royale Belge, en Belgique et au Luxembourg, l'assurance ainsi que la banque à travers sa filiale IPPA, et pour Anhyp la banque. Malgré quelques chevauchements des parts de marché dans le secteur bancaire, celles-ci restent faibles et ne soulèvent pas de préoccupations du point de vue de la politique de concurrence.

    [03] Nouvel avis du Comité Scientifique sur les phtalates

    Le Comité Scientifique pour la Toxicologie, Ecotoxicologie et Environnement de la Commission européenne a adopté, le vendredi 27 novembre dernier, un nouvel avis concernant les articles de puériculture et jouets destinés à être mis en bouche par des enfants de moins de trois ans, fabriqués en PVC souple contenant certains phtalates. La Commission avait adopté à ce sujet, le 1er juillet dernier, une recommandation adressée aux Etats membres, dans laquelle il leur était demandé de surveiller le niveau de migration des phtalates dans ces articles, afin d'assurer un haut niveau de protection de la santé des enfants. Le nouvel avis se base sur les données scientifiques disponibles depuis juin 1998 et en particulier sur une étude néerlandaise sur la migration du phtalate DINP, étude rendue publique en septembre dernier. Les services de la Commission analyseront cet avis en vue d'évaluer si les produits en question représentent un risque grave pour la santé des enfants et si une action immédiate de la Commission est nécessaire.

    [04] Hurricane Georges : Commission clears humanitarian aid worth ECU 2.8 million

    The European Commission has cleared humanitarian aid worth ECU 2.8 million for victims of Hurricane Georges in the Caribbean. The aid, managed by the European Community Humanitarian Office (ECHO), will enable non-governmental organisations to carry out a programme of emergency aid over the next six months. The programme will cover the following countries : St Kitts, the Dominican Republic, Haiti, Cuba.

    [05] Franz Fischler : "Agenda 2000 will bring farmers renewed self- confidence"

    (! embargo 2 pm !) In a speech in Brussels to mark the fortieth anniversary of COPA, the Committee of Agricultural Organisations in the European Union, European Commissioner for Agriculture Franz Fischler has stressed the future opportunities which Agenda 2000 offers for European agriculture. The overriding challenge for agricultural policy was to give farmers renewed self-confidence by offering clear prospects for the future. However, the reform proposals would need to be implemented boldly and swiftly if we were to revitalise the European model of agriculture. Mr Fischler saw the supply of high-quality products as a key factor, but also felt that other functions on behalf of society such as upkeep of the countryside and rural development form part of Europe's multifunctional model of agriculture. Turning to the forthcoming World Trade Organisation negotiations, he stressed that "our negotiating partners should realise that they are touching on our vital interests if they question our European model of agriculture".
