[01] La Commission décide le renvoi partiel de l'affaire Krauss-
Maffei/Wegmann au Bundeskartellamt et, quant au reste, elle autorise
l'opération de concentration envisagée
La Commission européenne a décidé, en vertu de l'article 9 du règlement sur
les concentrations, de procéder à un renvoi partiel au Bundeskartellamt,
l'office allemand des ententes, pour complément d'examen, de l'opération
par laquelle Krauss-Maffei AG (ci-après "Krauss-Maffei") et Wegmann & Co.
GmbH (ci-après "Wegmann") envisagent l'acquisition du contrôle en commun
d'une entreprise commune de création récente. La partie de l'affaire ainsi
renvoyée concerne le marché des entreprises générales (ensembliers) pour
véhicules militaires blindés, autrement dit un aspect manifestement limité
de l'opération de concentration envisagée, ne portant que sur des marchés
de produits nationaux qui sont très peu ouverts à la concurrence étrangère.
Quant au reste, la Commission a autorisé l'opération en ce qui concerne le
marché des techniques de simulation.
[02] Lombard Club : la Commission fait aujourd'hui des vérifications chez
quatre banques autrichiennes
La Direction générale de la Concurrence (DG IV) de la Commission européenne
entreprend aujourd'hui des vérifications sans annonce préalable dans au
total quatre banques autrichiennes. La Commission s'attend à des
informations plus amples sur leur participation aux réunions périodiques
connues sous le nom de «Lombard Club». Sur la base de communiqués de presse,
la DG IV a commencé à étudier l'affaire en mai 1997, attendant toutefois
jusqu'au moment actuel pour faire des vérifications. Une ligne ouverte
permettra dès aujourd'hui la communication d'information sur le «Lombard
Club» par des tiers.
[03] Commission clears telecommunications joint venture in Italy
The European Commission has authorised the creation of a full-function co-
operative joint venture, Wind Telecomunicazioni S.p.A. (Wind), between
Deutsche Telekom, France Télécom and the Italian electricity group ENEL for
the provision of a full range of telecommunications services in Italy. In
the light of its investigation of the joint venture under the new Merger
Regulation as well as under Article 85 of the EC Treaty, the Commission
found that the operation will not create or strengthen a dominant position,
nor will it lead to anticompetitive co-operation between the parent
companies.
[04] Ritt Bjerregaard at ministerial Conference on Environment for Europe
European Commissioner for Environment Ritt Bjerregaard participates in the
fourth ministerial conference in the 'Environment for Europe' process,
which takes place in the Danish city of Aarhus from 23 to 25 June 1998.
The conference will discuss a number of points, the most important being :
the Dobris+3 report on the state of Europe's environment, presented by the
European Environment Agency (EEA) ; the UN/ECE Convention on access to
information, public participation and access to justice in environmental
matters, which Ministers are expected to sign up to ; and finally
enlargement of the European Union (EU) and the future of the environment
for Europe process. Since the EU enlargement process has intensified the
dialogue with Central European Countries, the Commission would like to see
the 'Environment for Europe' process pay more attention to the
environmental needs in the countries of the former Soviet Union, the New
Independent States (NIS).
[05] European Social Policy Forum 1998, 24-26 June 1998 : 1,500
participants on their way to Brussels
The second European Social Policy Forum organised by the European
Commission will bring together more than 1,500 participants at the Heysel
complex in Brussels from 24th to 26th June to discuss the key issues in
current and future European social policy. The Forum gathers more than 800
representatives of Non Governmental Organisations (NGOs) in the Member
States as well as from the applicant countries, 300 representatives of
employers and trade unions as well as 400 delegates from other
organisations, the European institutions and Member States governments.
Discussions will focus in particular on the three main themes of : The
future world of work, Social protection: adapting to changing needs and
Promoting participation and citizenship. There will be key-note speeches
from Commission President Jacques Santer and Padraig Flynn, Employment and
Social Affairs Commissioner, as well as an address by David Blunkett, the
UK Secretary of State for Education and Employment. The Forum will also
host a colourful exhibition of 75 organisations from all over Europe, while
on 25 June the European Platform of Social NGOs and the European Trade
Union Confederation will hold the Open Forum, a kind of "trade fair" where
local and national organisations can present projects and examples of best
practice, and exchange ideas and information. More information on Forum 98,
including the reports of the Forum's preparatory working groups are
available at http://europa.eu.int/socialforum98. Journalists are welcome
to attend, and participate in the Forum. Commissioner Flynn will hold a
press conference at the Heysel on Wednesday, 24th June at 15h30.
[06] Edith Cresson : "Les régions doivent s'investir davantage dans la
connaissance et l'innovation"
Dans un discours présenté lors de la conférence"Les régions innovantes en
Europe", qui s'est tenue à Bruxelles les 22 et 23 juin 1998, Edith Cresson,
Membre de la Commission européenne responsable pour la recherche et
l'innovation, a plaidé pour une implication accrue des régions européennes
dans les stratégies d'innovation et les politiques de recherche. Mesurant
les avancées mais aussi les handicaps de l'Europe dans la future
compétitivité mondiale, elle a souligné "la capacité collective des régions
à affronter les défis de la mondialisation, à préserver la qualité de vie
et à lutter contre le chômage".
La présence de pas moins de 100 régions à cette importante conférence
permettra, selon elle, de développer des "stratégies concertées" pour
valoriser "la production de connaissances nouvelles, principalement par la
recherche; la capacité à les diffuser par la formation continue et les
transferts de technologie; enfin, l'aptitude à les utiliser, par le
développement de l'esprit d'entreprise".
