  • [01] EU reaches agreements to cut red tape with United States and Canada

    The European Commission and the US Administration have concluded a Mutual Recognition Agreement (MRA) which will cut red tape, reduce costs and shorten delays in the marketing of European products in America and vice- versa. A separate MRA has been reached with Canada. The MRA with the US covers well over $ 40 billion worth of transatlantic trade a year in some of the most important sectors for the future - telecommunications equipment, medical devices and pharmaceuticals, as well as electromagnetic compatibility and electrical safety. Now that the European Union and US have agreed on a common text, the MRA is expected to be formally initialled next week. Through the MRA, a product tested and approved in Europe to US quality and safety standards will automatically be ready for sale in the United States without having to undergo a second round of US certification procedures. It will substantially cut the time it takes to launch new products, ranging from mobile phones and computers to drugs and tomographic X-ray systems. These agreements will open up significant new opportunities in the North American market as a whole.

    [02] Le chômage dans les régions de l'UE

    Dans un rapport publié aujourd'hui, Eurostat, l'Office statistique des Communautés européennes à Luxembourg, indique que le taux de chômage régional dans l'Union européenne varie de juste au-dessus de 3% au Luxembourg et dans certaines régions d'Autriche, à plus de 30% dans deux régions d'Espagne. Les derniers chiffres disponibles - ils datent d'avril 1996 - montrent que 14 régions, plus le Luxembourg en tant que pays (pas de découpage régional disponible), affichent des taux inférieurs ou égaux à 5%. La liste inclut six régions d'Autriche et trois du sud de l'Angleterre. Sur les cinq régions aux taux de chômage supérieurs ou égaux à 25%, les trois plus élevés se trouvaient en Espagne, les deux autres en Italie. Le plus haut taux se situait en Andalousie (32,4%). A cette date, la moyenne européenne était de 10,9%.

    [03] La Commission autorise la création d'une entreprise commune entre Vallourec et Timet

    La Commission européenne vient d'approuver une opération par laquelle Vallourec SA, située à Boulogne-Billancourt en France, et Timet Corporation, située à Denver aux États-Unis, créent une filiale commune qui réunira leurs activités de production de tubes soudés en acier inoxydable, titane, cupro-nickel, etc. Les tubes de l'entreprise commune seront principalement fabriqués pour les centrales électriques, et les industries de désalination et de la chimie. La part de marché de l'entreprise commune ne dépassera pas 10%.

    [04] Commission clears the acquisition by Abeille Vie of sole control of Société d'Epargne Viagère and Sinafer

    The European Commission has approved an operation whereby Abeille Vie acquires sole control of both (SEV) and Sinafer, which are both part of the Compagnie de Suez group. Abeille Vie is part of the Commercial Union group and is active in France in the life assurance life assurance sector. SEV's entire business is derived from a co-insurance arrangement with Abeille Vie in respect of a group insurance policy with the Association Française d'Epargne et de Retraite ("AFER"). Sinafer is active as a broker marketing, on a non-exclusive basis, AFER policies to the general public. After examination the Commission has concluded that as, even on the narrowest market definitions proposed, the market shares being brought together would not be such as to create any serious competition concerns.

    [05] La Commission approuve l'enregistrement d'une quatrième liste de produits agricoles et alimentaires

    La Commission européenne a approuvé un règlement visant à enregistrer 17 dénominations de produits agricoles et alimentaires en vertu de la législation approuvée par le Conseil des Ministres sur la protection des indications géographiques (IGP) et des appellations d'origine (AOP). Ces 17 produits s'ajoutent aux 398 dénominations déjà protégées par trois décisions précédentes. Cet enregistrement implique que l'utilisation des dénominations enregistrées soit réservée aux producteurs d'une zone délimitée qui respectent des règles et critères de production bien précis pour ces produits.

    [06] Padraig Flynn says the old debate of regulation versus deregulation is outdated and sterile

    Speaking today in Blackpool to the GPMU (Graphic Paper & Media Union) Conference, Employment and social Affairs Commissioner Padraig Flynn said: "the old debate of regulation versus deregulation is outdated and sterile. In the end, it aids only confrontation and benefits no-one. We need to move on. Towards a new situation where solutions are thorougly negotiated and where the benefits are enjoyed by all". Mr Flynn said that to improve productivity and competitiveness we need to find the right balance between flexibility and security. This means "a flexible, adaptable way of working, negotiated by employers and workers and meeting the needs of employers and workers. And within this way of working, adequate security for employers and workers through a more stable, better trained and competent workforce". The Commissionner said he welcomed the UK Chancellor's proposals on employment. They follow the path which the Commission has set out over the last three years. He also welcomed the UK government's decision to "opt-in" to the Social Chapter in Amsterdam next week.
