  • [01] Bolivie: l'UE soutient le développement alternatif à la production de coca

    Le Ministre des Affaires étrangères bolivien, M. Antonio Araníbar, et le Vice-Président de la Commission européenne, M. Manuel Marín, ont souscrit à Noordwijk la convention de financement relative à un projet d'appui à la lutte contre la production de coca dans la région du Chapare, pour lequel l'Union européenne (UE) apporte une aide de 19 millions d'Ecus. Il s'agit de la première composante d'un programme d'un montant global de 30 millions d'Ecus mis à la disposition sous forme de donation par l'UE, qui comprend également deux projets, dont les conventions de financement seront signées dans les jours à venir, à savoir l'appui au développement agricole dans les régions de Arque et Tapacari (6 millions d'Ecus) et la reconversion de la production minière dans certaines régions de l'Altiplano (5 millions d'Ecus). En 1996, la Bolivie a été le principal bénéficiaire d'aide de l'UE en Amérique latine. Le pays a ainsi reçu 70 millions d'Ecus entièrement sous forme de dons.

    [02] Commission and Russia reach new deal on steel

    European Union (EU) and Russian negotiators have struck a new agreement on steel, following negotiations in Moscow on April 3-5. This will pave the way for the complete liberalisation of bilateral trade in steel by allowing Russia to increase sales to the EU while gradually developing normal competitive conditions in the steel sector, notably in the areas of competition policy, state aid and environmental protection. Under the deal, EU quotas will be raised by 10% in 1997, a further 5% in 1998 and 2.5% more each year up to the end of 2001. This process could happen even earlier depending on when Russia applies competition, state aid and environmental disciplines compatible with those in the EU. Furthermore, the deal will be reviewed if Russia joins the WTO before 2001. The deal will also include a 'double-checking' system to avert the risk of anti-dumping complaints. The agreement will now be submitted for approval to the EU Council of Ministers and the Russian government and should enter into force in the Autumn.
