[02] Franz Fischler at the information seminar on BSE

In his introductory speech at today's information seminar on BSE, Agriculture Commissioner Franz Fischler declared that the purpose of this seminar was to explain the control measures established to protect human and animal health in the European Community as well as in other countries. From the very outset, the Commission has been aware of the possibility, however remote, that BSE could be transmissible to humans. As a consequence, the highest possible level of consumer protection must be reached and the same standards have to be applied, whether products are sold within the Community or on the world market. This aim is pursued by legislation on a sound scientific basis provided by groups of scientific experts and multi-disciplinary scientific advisory bodies. The recommendations of the WHO, the World Animal Health Organization and the GATT-agreement on sanitary and phytosanitary measures have been integrated in EU law. In order to make the measures taken more transparent, this meeting was convened to give all information required for resuming normal trading relations in animals and products which pose no risk to health.
