[A] NEWS ITEMS[01] British Foreign Office official visits Cyprus Birlik (11.5.00) reports that the head of South Europe and Cyprus Desk atthe British Foreign Office, Dawn Mcken, has come to Cyprus for contacts and familiarization.Mcken will meet with Turkish Cypriot and Greek Cypriot party leaders. Yesterday, he visited the occupied area of Karpasia and today he will meet with the leaders of the Turkish Cypriot political parties. [02] Eroglu released from hospital According to illegal Bayrak Radio 1 (1530 hours 10/5/00), so-called primeminister Dervis Eroglu, who was being treated at hospital since 5 May after he underwent an angiogram, was released yesterday. Professor Dervis Oral, who is the head of the team that performed the angiogram on Eroglu, said that Eroglu/s health is quite statisfactory.Explaining that there are absolutely no problems with Eroglu/s health, Prof. Oral said that Eroglu/s blood pressure and pulse are normal. He said that Eroglu/s health is good after the angiogram and added that there is no need for an operation even though he cannot pronounce himself as to the future. [03] Denktash: I rely on Turkish team on economic crisis Anatolia Agency (1838 hours 10/5/00) reports that Turkish Cypriot leaderRauf Denktash said on Wednesday that he relied on the expert team which will come from Turkey, to overcome the economic crisis.Speaking to a delegation composed of the ``Investors Union'' and the ``Cyprus Turk Hotels Union'', Denktash said the delegation, which will come from Turkey, will examine the economy in detail. He said they needed forceful measures and that examining the economy in detail was obligatory. Denktash called on all non governmental organizations and profession organizations to prepare scientific reports and contribute to the efforts of the delegation which will come from Turkey. Pointing out that it is possible to overcome the economic crisis , Denktash said, ``I am sure that Turkey will support us if we put forward wise projects. We should establish a controlled mechanism''. [04] EU Ambassador to Turkey on Cyprus Turkish Daily News (10/5/00) publishes the second part of an interview withEU Ambassador to Turkey, Mrs Karen Fogg. Following are excerpts from the interview related to the Cyprus problem and Cyprus EU membership:``TDN: Turks in general feel that we are trapped when the EU sets a dead line for the Aegean disputes and Cyprus problems to be solved by 2004. We feel that with that decision you have put the ball in the Turkish court and encouraged Greece not to establish a dialogue with Turkey on military issues. How determining will those two issues will be on Turkey/s entry into the EU? FOGG: The key point about Helsinki is that it reaffirms that the Aegean is a bilateral issue between Turkey and Greece, reaffirms that there are several issues and then says /do your best to get these worked out and we will have another look at this in 2004./This is a very great incentive to both sides to demonstrate that the EU has been constructive for both sides. I do not think that Helsinki goes any further than that, except to give an incentive . I do not see that as a trap at all. TDN: How serious are you in accepting the Greek Cypriots as full members before the problem is solved ? What, for the EU, is the ideal solution for Cyprus? FOGG: Again Helsinki gives an incentive to both sides to work something out before the time comes for the completion of negotiations and the need to proceed with the ratification of any agreement on accession for part of the island. I will suit everybody to have a solution, otherwise of course the ratification process might become very complicated. So once again there is this incentive, which again comes from Helsinki, to find a solution. Now which solution? I personally do not think the sides are too far apart. There seems to be increasing confirmation that everybody would like a unified Cyprus to be a member state of the EU. There seems to be an awareness by all concerned that there have to be guarantees for the two different communities and probably for practical reasons a number of areas where there is a shared administration. TDN: Does Turkey insist on separate sovereignty? FGG: No separateness is a misleading word (as published). If there is a single member state there is a single sovereignty. I think what you mean is the word autonomy, and one has to be careful about words. But there will be presumably a strong wish by both communities to have a great deal of autonomy. And my impression is that there is now a dynamic towards finding a solution. What my commissioner has said very clearly is that he hopes a way can be found for the Turkish Cypriots to join the negotiations. That is what we must concentrate our minds on at the moment, to finding creative formula for Turkish Cypriots to join the ongoing negotiations -4-. [05] Turkish professor says Cyprus problem began in 1878 KIBRIS (11.5.00) reports that the chairman of Turkish Language andRevolution History Department at the Dogus University, Prof. Dr. Rifat Ugarol, who is in the occupied area as the quest of the so-called foreign affairs ministry, gave a lecture yesterday at the ``Near East University'' where he explained the developments related to Cyprus since the Ottoman period. He said that the Cyprus problem began with the coming of the British to the island in 1878.[06] Hasipoglu on IPU meeting in Jordan KIBRIS (11.5.00) reports that the so-called assembly speaker ErtugrulHasipoglu briefed yesterday Turkish Cypriot leader Rauf Denktash on the 103rd meeting of the Inter Parliamentary Union (IPU) that took place recently in Amman, Jordan.Hasipoglu said that there has been a change since the last meeting, in that the party representatives, instead of having meetings with the observers committee, now had face to face meetings under the supervision of three facilitator diplomats. Hasipoglu said that ``knowing the allegations of the Greek Cypriot side as regards the written report we usually submit we withdrew from this procedure. This time we said that if we cannot obtain our equality from the facilitators, we will not participate in the meetings. So, instead we submitted an oral report at the last two meetings.'' He added that in the oral reports they underlined the importance of obtaining equality between the two sides in Cyprus. He added that they have agreed to form friendship groups with the Jordanian and Burlgarian parliaments and they invited parliamentarians from these countries to the 20 July and 15 November ``celebrations''. Hasipoglu said that he will also discuss with Denktash the issue of opening ``an honorary consulate'' in Amman. [07] Banking crisis According to KIBRIS (11.5.00) Denktash/s advisor, well- known economistRustem Tatar has submitted a report on banks in the occupied area. KIBRIS reports that Tatar/s comprehensive report proposes solutions to the negative developments in the banking sector in the occupied area. The report, ``Difficulties in TRNC/s Banking Sector'' states that the difficulties prevailing in the banking sector in the occupied area are due to the banking crisis in Turkey.[08] AVRUPA criticizes Denktash/s regime and Ankara AVRUPA (11.5.00) under the banner headlines ``ANKARA STOP'', reports thatyesterday people with a ``warrant of distraint'' arrived at the AVRUPA offices to seize ``everything''.AVRUPA reports that these people arrived at the paper/s offices with a lorry so that they could take everything away. The execution of the ``warrant'' was stopped following the intervention of the so-called ``Registrar''. Following Rauf Denktash/s recourse to ``court'' against AVRUPA, the newspaper was sentenced to pay heavy ``fines'' - about 120 billion TL - to Denktash. When AVRUPA refused to pay the fine, a warrant of distraint was issued by the so-called court. AVRUPA reports that everybody has started asking ``Where are we heading to?'' and adds that since 1974, Ankara has turned ``North Cyprus'' into one of its provinces and into a /Pirate Island/. It wonders whether Ankara has initiated actions in order to do away with the Turkish Cypriots. ``Where will all these lead us?'', AVRUPA asks. AVRUPA also accuses Denktash/s regime of violating ``article'' 29 of the so- called ``constitution'' that bans seizure or confiscation of equipment belonging to the press.
