[A] NEWS ITEMS[01] Crisis over Turkish translation of acquis communautaireMILLIYET (17.3.00) reports that EU has allocated 3 million Euro to the Cyprus Government for the translation of the EU/s Acquis Communaitaire in Turkish.MILLIYET says that giving the 180-thousand page translation to the Cyprus Republic has caused crisis between the EU and Turkey. MILLIYET says that EU officials, with a view to informing the Turkish Cypriots about the EU and to creating harmonization between the two communities has decided to launch the translation of the Acquis. However, adds the paper, Turkey has objected to this project on the basis that the support given to this project has "political tones". Quoting a high-level Turkish diplomat, MILLIYET says that the EU Commission/s action " which is not a sensible one and has created a dilemma" is aimed at consolidating the view that the "Greek Cypriot Administration is the sole representative of the island". The Turkish diplomat said: "Certain circles want to enter Cyprus from the backyard gate at a time when the front door is open. Until now our objections have borne no fruit and the project was approved. However, its approval does not mean anything. There are projects which were approved in 1996 but not a cent has been transferred yet. They are aware of our concern". MILLIYET says that the "Translation crisis" will be raised when Gunther Verheugen visits the island on 23-24 March. It will be one of the main issues to be discussed. (MY) [02] Akinci repeats proposal for freedom of movement for tourists on both sidesThe front page article of KIBRIS (17.3.00) under the title "Call to the Greek Cypriot side for cooperation in tourism" refers to the proposal by so- called state minister and deputy prime minister Mustafa Akinci to Cyprus Trade, Industry and Tourism Minister, Nicos Rolandis, to allow tourists who visit the pseudostate to cross into the free areas and stay overnight and vice versa, adding that "TRNC" is ready to take new steps and that they expect a positive response from the Greek Cypriots.Akinci said: "The two communities cannot have freedom of movement on the island. We want at least the tourists to be able to move freely. We want this unfair embargo to be lifted. This island does not belong only to Greek Cypriots". Akinci made a comparison of the arrival of tourists in the free areas and in the occupied areas. He said that between 1977-97, 3,506,000 tourists visited the pseudostate while the Greek Cypriots expect to have 2,700,000 tourists this year only. (DP) [03] Denktash on future agreement; rejects cantonsTurkish Cypriot leader Rauf Denktash in an exclusive interview to KIBRIS (17.3.00) predicted that he will be "elected" from the first round and he will receive the 55% of "votes". During the interview Denktash answered questions regarding the Cyprus problem as follows:"Question: What kind of developments are there in the Cyprus problem? Are there important developments regarding the third round? Denktash: What they want from us during the third round is that they tell us, do not explain your cause only, bring concrete proposals. And we will, we will... Question: Are the subject headings known? Denktash: The Cyprus cause is about what could be done on confederation and two state basis. Naturally the subjects are known. They want to see how such an establishment will function. Naturally we are preparing these. They are getting prepared. After the elections we will be able to sit and review them with our friends. Then we will go to Turkey and have exchange of views, join our vision. So a tough work is being done. Question: It is noteworthy that the visiting diplomats showed interest in Hala Sultan and Apostolos Andreas. Is there any work on this issue? Denktash: I think their interest is normal and natural. We are not surprised. The Greek Cypriots want cantons in Karpass peninsula and elsewhere. In turn we tell them that one cannot think of creating cantons in a bizonal and bi-state structure. We told them go and see. Where will they create cantons?. What is their aim? With cantons they aim at creating Trojan Horses among us. As their Archbishop said: `We have to increase our population in these places so that we can wage a guerrilla war/. When Clerides concluded the population exchange agreement with me the Archbishop was furious. He said: `This is liberation of the Turks. You should not do it. We have to remain everywhere so that we will be able to launch a guerrilla warfare and liberate our Cyprus and cede it to Greece/. Therefore, I do not see any change in this policy. We have to conclude an agreement so that they will be unable to apply this policy and so that our people and the future generations be at ease. Thus, the agreement will envisage Turkey/s guarantorship and will be based on state to state basis and on our sovereignty. If your think for a moment, you will see that in 1960 our rights were written on paper. So, for this reason, they were torn and thrown in a dust-bin. What is lasting is the land, everything has been done on the land. They were unable to tear off and throw away the Turkish troops that came within the framework of the Treaty of Guarantee. So, we want to build our rights on an agreement on sovereignty and on a state, so that they will not come and tell us - as the Russians do or as Makarios had been doing for eleven years - `this is our internal affair/". [04] Hannay criticizedAccording to AVRUPA (17.3.00) the Turkish Cypriot Rights Committee that is based in England reacted strongly to the statements by Britain/s special representative on Cyprus Sir David Hannay which he made during his visit to Cyprus about visa restrictions.Committee spokesman Arif Tahir Erozan said that they have sent an article to all British newspapers that had published Hannay/s statement, saying that as a result of the pseudostate/s and their committee/s efforts the number of people who go to England from the "TRNC" asking asylum has been reduced and they hoped that this phenomenon will stop. [B] COMMENTS AND EDITORIAS[05] Columnist lambastes lack of democracy, "state", money in pseudostateEsref Cetinel, in an article in HALKIN SESI (16.3.00) under the title "We are unable to laugh", writes about the socio-economic difficulties that the Turkish Cypriots are going through in the face of inapt politicians and their everyday lies.Referring to the Cyprus problem Cetinel says that, "the non-solution of the Cyprus problem is badly effecting us and whoever secures the settlement we will make him the apple of our eyes. Although they claim there exists democracy, a state, a multi-party system, money, economic health and education services, none of these exists. We live without organs, without justice and without rules and regulations. The rest is ugliness and effrontery. Securing the settlement will be a major event. I am saving all the bayrams and happiness for that day".
