The agreement was achieved by all member states, forcing the Commission to consent. According to community sources, during today's meeting of the Permanent Representatives, the Commission tried to prevent any decision from being taken because it deviated from the changes it agreed to last week, in an effort to avoid a separation of the financial regulation with that of the direct trade.
