APR. 12, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The UN High Commissioner for Refugees Sadako Ogata will visit Banjaluka on April 14, where she will have talks with the Republika Srpska (RS) President Biljana Plavsic and the RS Prime Minister Milorad Dodik. During her stay, Ogata will also have talks with the RS Minister of refugees and Displaced Persons Miladin Dragicevic and the President of the Serb Association of refugees from Croatia Pero Dzodan.

BANJALUKA - German Defence Minister Volker Ruhe will visit Banjaluka on April 14 where he will have talks with the RS President Biljana Plavsic - it has been stated for SRNA from the President's Cabinet. As it has been anticipated, Ruhe is due to have talks with the RS Prime Minister Milorad Dodik.

PRISTINA - A peaceful demonstrations of Albanians from Kosovo has been held in Pristina, without noise, posters, etc - SRNA correspondent reported from Pristina. The demonstrators were in divided into two groups and some of them wanted to leave the demonstrations and some of them did not. Traffic was in temporary stoppage for about half an hour.

BELGRADE - The President of the Socialdemocracy a general Vuk Obradovic says that in the case of a military clash in Kosovo "Albanians would be in a bad way, a worse situation that it had been for Serbs in Croatia during "Oluja" and "Bljesak". He thinks that "war in Kosovo would not do much good nor for Albanians nor for Serbs and that the clash would spread out on the Southeast Europe, full of the military potential, and that must not be allowed".

BELGRADE - The Democratic Party of Serbia (DSS) said that the DSS was always pledging for the status of Kosovo to be solved within Serbia and not FRY, by which it would be avoid for Kosovo to become a third federal part of Yugoslavia with a desire for secession. The DSS is against involvement of the foreign factors in Kosovo saying that the interfering represents "a reality which is mainly a consequence of irresponsible attitude of the current authorities in Serbia toward Kosovo".

MOSTAR - The Mayor of Mostar Safet Orucevic asked for making an arbitration decision on return of refugees in Brcko, because Muslim and Croatian side did not reach an agreement on a two-way return of refugees - Muslim media reported. The Croatian side did not accept a plan for return of Croats in the eastern, Muslim part of Mostar, and is also against the return of exiled Muslim to their houses in the western part of the city. The U.S. Ambassador to B&H Richard Kauzlarich could not help although he had been in Mostar for two days regarding that problem.

ZEPCE - Two days ago Croats attacked with firearms houses of Muslim returnees, what provoked disturbances within remained Muslim population in Croatian controlled Zepce - Muslim media reported. Four Muslim civilians have been wounded and transferred to hospital in Zenica. The Municipal president Sefik Zvekic utterly condemned this attack. According to him the incidents came as a result of the Croatian obstruction, what is the reason why the common Muslim-Croatian police and other common institutions have not been established yet.

DOBOJ - The President of the Republika Srpska (RS) Serbian Radical Party (SRS) Nikola Paplasen said in Doboj that "imposing of the election regulations by the OSCE represents a direct violation of the Dayton Peace Accord". "According to the Dayton Accord, elections in RS, scheduled for September, should be held according to the RS Law and only if the RS National Assembly give permission it is possible for Parliamentary elections to be held according to the OSCE rules" - said Poplasen.These new OSCE regulations are "collection of political stances of the part of the international community which are full of everything but the law election system". "President in the B&H Presidency from RS will be elected, by the OSCE, by all citizens in B&H including Muslims and Croats so it can happen that a candidate who is not a Serb is elected" - said Poplasen.

VIENNA - The Chief of Office of the RS Party of the Independent Socialdemocrats (SNSD) Stanislav Cadjo said to the RS citizens who live in Lower Austria that " there is not going to be any division of RS". Cadjo had talks with them about their problems and current situation in RS. During his stay Cadjo will participate in a discussion titled "A meeting of cantonal and regional leaders of the B&H democratic parties" organised by this institute.

PRISTINA - Albania's terrorists had arrested in village of Glodjane near Decani a director of the Health Center dr.Mirko Pesic and a driver Ljubo Zecevic, who were supposed to open a point for vaccination against infantile paralysis - SRNA correspondent reported. Masked terrorists had stopped the car of the Health Center and dragged out Pesic and Zecevic who were carrying vaccines for the Albaninas children. They took them in a house where they interrogated them but with no physical torture after which, with sweawords and threats, they let them go.

BELGRADE - His Holiness a Serbian Patriarch Mr. Pavle regarding Christian holiday Cveti, served a holy liturgy in a Belgrade's Church of St. Jovan Vladimir. This holiday comes a week before the Easter, the biggest Christian holiday.
