DEC.23, 1997 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

BIJELJINA - The Chairman of Presidency of Serbian Democratic Party /SDS/ Aleksa Buha stated last night in Bijeljina that Internal Protocol between SDS and Serbian Radical Party /SRS/ on forming relative assembly majority is the result of more weeks negotiations. At the press conference Buha talked about the date of holding the constitutive session of National Assembly of Republika Srpska /NA RS/ explaining that the deadline of one month is anticipated for constituting expires at January 12, because the parliamentary elections, practically, were completed at December 12. "The international community insisted that RS parliament will be constituted as soon as possible, mentioned even December 23, but, realising that it was too early, they gave up" - explained Buha and added that the president of NA RS Dragan Kalinic will determine the final date tomorrow.

BIJELJINA - The president of Serbian Radical Party /SRS/ Nikola Poplasen thinks that RS is "in very difficult, historically dramatic situation, so the representatives of SDS and radicals have decided to be responsible". At the press conference in Bijeljina, after signing the Internal protocol between SDS and SRS on forming the relative majority in National Assembly of RS, Poplasen commented the negative outcome in negotiations with representatives of Socialistic Party of RS.

SARAJEVO - The minister of Finance of RS Drago Simic confirmed last night for SRNA that in Washington was signed the agreement with the World Bank and IMF about allocation of $US 30 millions for RS, and $US 33 millions for Federation B&H /FB&H/ as the Public Finance Structural Adjustment Credit /PFSAC/. "The conditions under which we have got the cash money are extraordinarily favourable, because the credit is approved for the period of 35 years, with the grace period of 10 years, and with the interest rate of 1%, for which I hope that will not be significantly increased in the next period", - explained Mr. Simic.

BANJA LUKA - By the conclusions of London's and Bonn Conference and by stances from Sintra the international community came out of the frame of Dayton agreement - concluded at the last night's session the Intellectual Club in Banja Luka. In relation to that was formed the four members Commission of Experts of university professors from Banja Luka, which will clearly determine the differences between obligations determined by Dayton Agreement and what is the content of conclusions from mentioned international conferences.

STOCKHOLM - B&H is impossible as the joint state, because its basic constitutional construction is founded on the Dayton suppositions about three nations which do not want, but must live together - concludes the Swedish news "Svenska Dagbladet". "Instead of permitting Serbs to join Serbia, Croats to Croatia, and what remains to be mini-Bosnian state, they are together under the international pressure" - stresses this news and adds that "the division of B&H would be precedent which would open similar appetites and requirements for division of, for now, stable states".

HAMBURG - Sarajevo is the only European Capital which appearance do not show the coming of Catholic Christmas and international New Year - concludes the long time correspondent of the German "Welt" from Balkans Karl Gustav Strem. "Before festivity illumination and setting Christmas trees in the Sarajevo squares was forbidden by Muslim authorities, which have passed the administrative acts about the appearance of shop's windows during these holidays, which must not be to conspicuous"- stresses "Welt".
