BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic sent a congratulation letter to Milan Milutinovic on the occasion of his election for new president of Republika Serbia. "Last years Serbian people is passing through heavy temptations and in front of you is difficult and responsible task which entrusted to him Serbian people electing you for president of Serbia", is written in the congratulation.

SARAJEVO - Your victory came in the significant time for Serbian people, no matter on which side of Drina river they are, because now you also assume great responsibility, is said in the congratulation sent by president in B&H Presidency Momcilo Krajisnik to the newly elected president of Serbia Milan Milutinovic. "To serve his people is the great honour and pleasure, but undoubtedly also the responsibility especially in current, historically important period for Serbian people", is stressed in text.

BANJA LUKA - Socialistic Party of Republika Srpska /SP RS/, Serbian People's Union /SNS/ and Party of Independent Socialdemocrats /SNSD/ deem that constituting new parliament of RS should be held on December 27, stressed Milorad Dodik, president of SNSD at the press conference in Banja Luka. According to him, these three parties will ask for meeting with the Serbian Democratic Party /SDS/ and Serbian Radical Party /SRS/, which propose the constitutive session to be held on January 12. Dodik thinks that the seat of the new Government of RS would be in Banja Luka.

BANJA LUKA - The spokesman of SFOR Sector South-West Paul Young stated at the press conference in Banja Luka that recent actions of arresting Croats in Vitez is the message to all indicted war criminals that they can expect the same destiny. "The handing over all indicted to the Hague Tribunal is vital condition of conciliation in B&H", stressed Young and added that "they must not resist to the action of SFOR, because on the contrary, the consequences for them would be very serious".

SARAJEVO - The Credit for structural adjustment, signed by World Bank and IMF with RS delegation in Washington, practically means direct financial support for the RS budget - confirmed for SRNA the counsellor of the prime minister of RS for economic relations Slavisa Rakovic. "This is first time that RS is included in one such operation of the World Bank", stressed Rakovic stating that out of $US 63 millions of approved credit the RS part is $US 30 millions which will be transferred in two tranches, and there are included resources for debt service for imported gas for RS.

PARIS - Commenting the visit of U.S. president Bill Clinton to B&H, French news "Figaro" claims that his speech in the National Theatre in Sarajevo was related primarily on the Congressmen in Washington which he wants to convince that U.S. soldiers have to stay in B&H. In order to keep U.S. act - Dayton Agreement, "Figaro" thinks that "Clinton simultaneously must convince Europeans, Congress and at last the inhabitants of the Daytonideal".

BERLIN - The Berlin daily "Tagesspiegel" assesses that the visit of U.S. president Bill Clinton to Sarajevo and Tuzla had the aim to convince the U. S. public in the need of staying of U.S. troops of SFOR in B&H beyond the June 1998, when mandate of SFOR expires. Commenting the talks of Clinton with the members of B&H Presidency of B&H, the German daily claims that president of U.S. required to jointly work on strengthening peace and stability.

AMSTERDAM - Washington openly recognised that they wish to establish the unitary state in B&H and that the mission of U.S. troops in B&H must have unlimited mandate - assesses Dutch press. Media said that Congress left for itself the right to consider the situation in RS and Federation B&H every half of the year and eventually decide about withdrawal of their soldiers.

BELGRADE - The Editor in chief of the magazine "The international Policy" Ranko Petkovic assessed that the visit of U.S. president Bill Clinton to Sarajevo had a political significance because U.S. have the leading role in the contemporary world relations and implementation of Dayton agreement.

BRCKO - The IPTF spokesman in Brcko Katty Laden said for SRNA that the seminar, in the framework of the reconstruction of the RS police forces, in the Police Station in Bijeljina from December 16 until today attended 77 policemen.

BELGRADE - In the region of Okucani returned 120 Serbian families, but they can not move into their homes, because by the decision of the Ministry for reconstruction and development they were given to the displaced Croats from the former B&H, writes "Daily telegraph". Acording to the words of president of the branch of the Serbian democratic forum in Pakrac Obrad Ivanovic, "two thirds of Serbs returnees live in inadequate accommodation, while others came, saw and returned back in the region of Podunavlje (Danube river), where they live in the homes of expelled Croats".

AMSTERDAM - The general impression is that the elections in Serbia were forged and not democratic, but the passivity of the West and OSCE this time is justified by the full readiness of the left wing to cooperate regarding the Dayton Agreement and giving up the idea of linking Serbian territories, report the Dutch media. Commenting the elections for president of Serbia media conveyed parts of the press conference of the Serbian Radical Party /SRS/ at which the chief of its electoral Board Dragan Todorovic assessed that the voting was irregular with the series of hoaxes, excess thrown in ballots, mounting the final results and arresting radicals at Kosovo.

PODGORICA - Unconstitutional, illegal and brutal excluding four delegates of the National Party Bozidar Bojovic, the chief of Delegate Club of the Democratic Party of Socialists /DPS/ of Momir Bulatovic. As the sign of protest because taking off the mandate to four delegates of National Party of Bozidar Bojovic, 17 delegates of DPS Momir Bulatovic left the assembly session.

PODGORICA - The president of the Parliament of Montenegro Svetozar Marovic announced at the session of the Montenegrian Parliament that, at the request of the Coalition the National Concordance, the delegates Bozidar Bojovic, Drago Bakrac, Zoran Puletic and Milan Lekic since today are without the delegate immunity.

BELGRADE - The legacy Petar Kocic Banja Luka - Belgrade organised for tomorrow's evening the "Kocic's evening", at which to Dragan Nedeljkovic and Slobodan Rakitic will be awarded by "Kocic's book" and "Kocic's pen".
