NEWS REVIEW, REPUBLIKA SRPSKA

SRBAC - The president of Republika Srpska /RS/ Biljana Plavsic said in Srbac that it is particularly important that until the impending parliamentary elections, which she announced for October 12, the serious inter-Serbian conflicts were avoided, because it could lead to the catastrophe for the Serbs Western from the river Drina. While talking at the rally, Plavsic called upon the citizens to come out on the elections, adding that they must be "free and democratic, because the freedom means not only liberating from enemies but also the post-war freedom, in which will rule the democracy".

SARAJEVO - The agreement on engaging of OSCE at the elections for the National Assembly /NS/ of RS prejudice the decision of the Constitutional Court about the constitutionality of dissolving the assembly and premature parliamentary elections in RS - assessed the director of the Directorate of the Serbian Democratic Party /SDS/ Vlado Vrkes in the statement for Serbian radio. The chief of the OSCE mission to B&H Robert Frowick stated that the president of RS Biljana Plavsic signed the agreement on August 5 in which, in the name of RS, she requires that OSCE "continue its mission, and the mission of the Provisional Electoral Commission" so "they would supervise the preparations and conducting the elections for NSRS". Vrkes said that such an act of the president of RS "is another proof that she continues to bring important decisions without consulting the rest of the state political leadership".

SARAJEVO - The results which RS achieved in the implementation of the Agreement on sub-regional control of arms are satisfying. This was concluded in Pale during the meeting of the presiding of the Sub-regional consulting commission of UN in B&H Kai Eide and the general Dusan Kukobat, the assistant of the head of General Staff of RS Army /VRS/ for relations with foreign military representatives and organisations. The Ambassador Aide was very pleased with previous cooperation with RS, when in question is the reduction of armament.

BRCKO - Moslems and Croats who are coming back in the zone of separation in Brcko are obliged to keep the laws and regulations of RS, stated the president of the Municipal Assembly of Brcko Miodrag Pajic, after the talks with the international supervisor Robert Farrand. Pajic stressed that "the persons who do not have the RS documents, and are on its territory, no matter the nationality, are violating the RS laws and are liable to the sanctions". Farrand confirmed that, allegedly, exist the readiness of the Moslem and Croatian returnees to accept the documents of RS, and stressed that now RS police have to start to issue it.

BIJELJINA - In RS for the free division of shares was enlisted around 370, 000 of citizens, which is the 40 % of whole population which has the right for the free division of the capital - stated the director of the Directorate for privatisation and development of RS Aleksa Milojevic. Daily in 250 centres for privatisation and in the enterprises average enlisting is between 25,000 and 30,000 of citizens. Milojevic announced that the Directorate for privatisation and development will propose to the government to prolong the enlisting until September 1.

SARAJEVO - One of the main economic institutions of B&H - Central Bank - officially started to work, with which were met the conditions for the financial support of the international community and set out the foundations for healthy financial system - announced its governor French Serge Robert. The primary task of the Central Bank is to issue new currency - the convertible mark - and to guarantee its convertibility in the rate one convertible mark for one German mark. He stressed that other currencies will be in the free use, but exclusively the convertible mark will have the status of the legal tender.

SARAJEVO - In Sarajevo is formed the Constitutional Court of B&H - adopted the Provisional Rules of Procedure, for the president is chosen Mirko Zovko, and for deputies Vitomir Popovic, Ismet Dautpasic and Franz Danelius. After the session, the members of the Constitutional Court received the High Representative Carlos Westendorp, who expressed the contentment because last joint organ in B&H started to function.

SARAJEVO - The Office of the High Representative would until Saturday, August 16, communicate to the Council of Ministers of B&H the results of the arbitrage about the disputable laws on citizenship and passports, which the Council could agreed on. If the Council of Ministers adopt the Draft enactments on citizenship and passports, at the end of August could meet the both houses of the Parliamentary Assembly of B&H.

SARAJEVO - On Thursday, August 7, SFOR confiscated from the members of the Croatian Council of Defence /HVO/ 169 peaces of napalm ammunition for mortars and 100 grenades for tanks of 100 mm calibre - stated the spokesman of SFOR John Blakely, at the press conference in Lukavica, Serbian Sarajevo. The reason for confiscation of the armament form the deposit in Lepenica is by the inspection determined lack of ammunition (16 peaces of napalm ammunition and three peaces cited grenades for tanks). By the investigation which is underway will be determined the reason of missing, after which SFOR will decide what to do with the confiscated ammunition.

SARAJEVO - The Moslem secret police will be submitted to the international supervision from August 31, as well as all special police units in B&H - stated in Sarajevo the UN spokesman Alexander Ivanko. He stated that these measurements "are mainly related to the special units of RS, but that they will be applied also on the secret police of Moslem police - the Agency for investigation and documentation /AID/ - including all special police forces".

BANJA LUKA - The National Radical Party /NRS/ "Nikola Pasic" appealed on the president of RS Biljana Plavsic not to call the people on the rallies but to start talking finally what and how to go on in economic and political sense. "It is not enough to call people to come out on the nonscheduled parliamentary elections, because we can't live out of it", deems this party, reminding on its monarchistic tendencies, as well as the fact that from the beginning of the constitutional crisis in RS it didn't take any side.

BELGRADE - The responsible editor in chief of the Belgrade's news "Medjunarodna politika" Ranko Petkovic assessed that after departure of Richard Holbrooke furthermore remained opened the essential issues - the return of refugees, freedom of movement and mutual confidence of three nations. Petkovic stated that, "in any case, he do not exclude the final aim and intention of U.S. to, in the interest of amortising the consequences of the war in B&H, "send" in Hague all suspect for war crimes".

SARAJEVO - The hundreds of Moslems are threatening to the OSCE# staff in Zepce after they were rejected to be enlisted in the voting lists for the September's elections - stated the spokesman of OSCE David Foley. "The local OSCE staff is exposed to the intimidation" - stated precisely Foley, adding that last weekend "hundreds of Moslems came by buses on the registration, but only 150 met the conditions". In Zepce, however, majority makes Croats, who are trying to make the Croatian municipality Usora, which Moslems are sharply opposing.
