NEWS REVIEW, REPUBLIKA SRPSKA

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic announced in Banja Luka the holding of the premature parliamentary elections in RS for October 12 this year and establishing new party with which she will participate in these elections. At the press conference the president Plavsic couldn't precisely give the name of the party, but she accentuated that it will have the same platform, which seven years ago had the Serbian people and had unified into the one programme with good national interest. Commenting the last three resolutions of the Supreme Court of RS by which were rejected the charges of the Government against her decisions, the president Plavsic said that she expected such a solution. Ms. Plavsic mentioned also the interview of the president in the Presidency of B&H from RS Momcilo Krajisnik for the press agency TANJUG and negated the allegations that by her last acts she is working against the interests of RS.

GRADISKA - The president of RS Biljana Plavsic repeated in Gradiska her decisiveness to fight by all available means on stamping out "all that do not contribute to the strengthening of RS and its reputation in the world" and invited the citizens of RS to come out for the new parliamentary elections, which she announced for October 12. While explaining her decision on dissolving the National Assembly of RS, the president Plavsic, at the rally of support before several thousand citizens of Gradiska, Potkozarje and Lijevce polje said that such a decision had to be brought, because the parliament didn't work in accordance with the Constitution and laws.

SARAJEVO - The public discussion about the constitutionality of the decision of the president of RS to dissolve the National Assembly of RS and announce nonscheduled parliamentary elections will start tomorrow at 11,00 h and in it will participate the judges of the Constitutional Court, representatives of the Assembly and Government, and authorised representative of the president of Republics - it is confirmed for SRNA in the Constitutional Court of RS. To this legal instance was confirmed that prof. Dr. Radomir Lukic is authorised by the Government and National Assembly of RS, who submitted the motion for assessment of the constitutionality of cited decision, and the authorised by president Plavsic, who brought the disputed decision, is Milan Trbojevic, the lawyer from Banja Luka.

KUALA LUMPUR - The co-presiding of the Council of Ministers of B&H Boro Bosic and Haris Silajdzic, who are in the four days official visit to Malaysia, talked today with the premier of this country Mahatar Mohamed about the reconstruction of RS and Federation of B&H /FB&H/. As reports the DPA, the minister of the Foreign Affairs of Malaysia Abdulah Ahman Badavi stated that his country requested the guarantees from the Council of Ministers that the care would be taken about the security of the Malaysian investments in B&H. "We are aware of the situation, we know that it is not ideal for such ventures and it is essential that the authorities would pay attention and provide the aid for reconstruction of B&H, devastated by the civil war" - said BAdavi.

SARAJEVO - The deputy minister of the internal affairs of RS general Milenko Karisik and the commander of the Brigade of police for anti-war activities general Goran Saric talked in Pale with SFOR general Andrew Fidgers about the status of this police unit. "We talked about the reform of this special unit in the framework of overall reform of the Ministry of Internal Affairs /MUP/ of RS" - precisely stated Karisik in the statement for SRNA. According to him, previous controls had shown that the Unit for anti-war activities of MUP of RS has the customary arms similar to that in other countries in the world.

BRCKO - The president of the Municipal Board of the Serbian Democratic Party /OO SDS/ of Brcko Mladen Bosic expressed the fears that the Serbian people in this city could decide upon the boycott of municipal elections because of the evident manipulations with the voting lists. In the statement for SRNA Bosic stressed that along with 3,500 of citizens of Brcko who didn't get any guarantee that their complaints will be solved favourably until August 15, when the session of the Provisional Electoral Commission on this theme is scheduled, for the time being another 10 % of citizens were missing in the voting lists.

RUDO - The OSCE still didn't solve the complaints of 840 citizens of Rudo which they sent to vote in the Federation of B&H on the September's elections. The chief of the Visegrad's Office of OSCE Mark Polok stated that the end deadline for correction of these irregularities is August 21 this year. In the Electoral commission of Rudo they fear that in September could be repeated the scenario from the last year's elections, when the votes from FB&H and abroad came in sacks.

BANJA LUKA - The president of the Serbian Radical Party of RS /SRS/ Pantelija Damjanovic stated that the radicals will support the decision of the Constitutional Court about the constitutionality of the decision of RS president on dissolving the National Assembly and announcing the new parliamentary elections. At the press conference in Banja Luka, Damjanovic reminded that for SRS "the national and state interest were always over the party interest".

AMSTERDAM - Yesterday finished journey to the former Yugoslavia of the previous U.S. mediator for Balkans and one of the creators of the Dayton Agreement Richard Holbrooke, besides the series of extorted promises has no significant results - deems the Dutch observers. Holbrooke's visit was well prepared, and part of it is giving "the green light" to the Western media for publishing, for Western diplomacy long time known facts about embezzlement of the humanitarian aid and corruption on the highest level on the Moslem side. The implementation of Dayton Agreement depends on the verbal promises and the will of three parties, under the pressure of silent diplomacy do few steps forward while waiting the favourable moment when they will come back again at the beginning.

PARIS - Commenting /un/success of the repeated "peace mission" of the creator of Dayton Agreement Richard Holbrooke, French news cite his words that he didn't expect the "spectacular results" out of the tour. All comments are reduced on the conclusion that "the former Yugoslavia is the half-success for Holbrooke". Before the beginning of his mission "Liberation" was writing the name of RS under the quote signs, and today it doesn't do it.

HAMBURG - The mutual Croatian-Moslem expelling from the cities of B&H will surprise only those who forget that it became every day custom and that the Dayton Agreement regarding the issue of refugees is tailored out of any reality - asserts "Junge Welt". As thinks the commentator of this news Hans Werner, the new strike in face to those who claims that allegedly Serbs conduct the obstruction of the Dayton Agreement represent the news about expelling Moslem refugees from Croatian Jajce and burning their houses. In the text is warned that one anti- Serbian oriented Moslem-Croatian Federation could represent the foundation of the unitary Bosnian state with RS as constituent part.

PARIS - The defenders of Islam in Bosnia by no word had got up against the atrocious crimes of the religious fanatics in Algeria, who from June 5 killed 800 civilians, mainly old people, women and children - writes "Liberation". One of the leaders of the Algerian Islamists Abu el Mundir stated to the secret bulletin "El Djama" that "enemies of Islam must be slaughtered from the youngest child to the oldest man". The creators of the humanitarian law do not sound about events which overwhelmed in atrocities all that was done since the Second World War when Germany was defeated.
