[01] Managerial Board of the ROMANIAN RADIO BROADCASTING CORPORATION have met with representatives of Parliamentary political partiesROMANIAN RADIO BROADCASTING HOUSE hosted on Tuesday, at the initiative of the Managing Board of RADIO ROMANIA a meeting with the representatives of the parliamentary political parties of this country. President - Director General of the ROMANIAN RADIO BROADCASTING CORPORATION Andrei Dimitriu who is quoted by RADIO ROMANIA ACTUALITATI presented the strategy of our corporation regarding the making of the electoral programmes for the local elections. It was also decided that the Consultative Council of Analysis and assesmentbe set upfor the activity of the ROMANIAN RADIO BROADCASTING CORPORATION during the electoral interval, a Council which is made up of the representatives designated by the political parties. It is they that appreciated the work of the people with the ROMANIAN RADIO BROADCASTING CORPORATION and the electoral offer, they have asked for more explanations and made proposals to lead to a better worktogether in the process of making best electoral radio programmes. The President - Director General of RADIO ROMANIA assured the representatives of the political parties present at the meeting that the ROMANIAN RADI0 BROADCASTING CORPORATION acording to its statute and obligations of national public radio station of this countrywill further be objective, well balanced, not implied from the political point of view, open to all political parties in the making of electoral programmes. RADOR[02] Senate of Romania debated the legislative proposal regarding protection of Romanian languageSenate debated during their Tuesday meeting the legislative proposal regarding the protection of the Romanian language. The draft was worked out by Senator George Pruteanu, the normative act having been aimed at the compulsory use of Romanian in all utilitary domains, from directions for medicinal drugs to announcements broadcast or printed by the media. After heated debate which referred to a whole range of aspects including the discrepancy between the title and the content of the draft bill it was decided that the text be sent back to the Committee for Culture, Arts and Mass - Media of the Senate, informs RADIO ROMANIA ACTUALITATI. RADOR[03] MP-ies decided to extend contracts for tenants in the dwellings which had been nationalized by the StateMPies have continued debating the emergency ordinance on measures for the protection of tenants and the ceiling of rent for dwellings and buildings that were turned into dwellings after having been nationalized by the state, informs RADIO ROMANIA ACTUALITATI. The Plenum of the Chamber of Deputies extended by five more years the contracts for tenants in the dwellings which had been nationalized and are still possessed by the State. Tenants in the dwellings which are disputed by former owners or descendants of the former owners get a three year extention of the contract of rent. At the same time those tenants whose contracts are no longer extended have to leave their home 60 days after the contract has come to term. According to the decisions of the plenum the tenant has the first right to buy his home if the dwelling is to be sold. RADOR[04] Joint letter of the Romanian and Bulgarian Prime Ministers to the heads of government of the states members sof the European Union and NATOIn a meeting with the Ambassador of Portugal to Romania, Jose Augusto Seabra, as representative of the Presidency of the Council of Europe, and with the Ambassador of Turkey to Romania, Volkan Boskir, as NATO link official to Bucharest, foreign minister Petre Roman handed the two ambassadors, from the Prime Minister of Romania, the joint letter of the Romanian and Bulgarian Prime Ministers to the heads of state of the members of the European Union and NATO. The letter which is quoted by RADIO ROMANIA ACTUALITATI reads that Mugur isarescu and Ivan Kostov relay the message of the necessity for accelerated actions of unblocking navigation on the river Danube in the Yugoslav sector, for a normal activity all along the river Danube. As an aftermath of what happened in former Yugoslavia and the fact that this country is not repairing and fixing destroyed bridges whose debris halts navigation on the river in the Yugoslav sector 80 per cent of the Romanian river fleet is not used and hence 4500 of the 5500 people serving it are jobless. Bulgaria has a 70 per cent unused capacity of its river fleet. Romanian foreign minister Petre Roman has asked the two Ambassadors to send the letters of Romania to both the European Union and to NATOand voiced his hope that both organizations show solidarity and help solve the situation. RADOR[05] Visit of the Romanian foreign minister to BerlinRomanian foreign minister Petre Roman left for Berlin on Tuesday afternoon for a visit at the invitation of his German counterpart, federal foreign minister Joschka Fischer. On the Otopeni international airport of Bucharest, Petre Roman said he would tell his German opposite number that Romania was expecting the support of Germany once it started on the road of accession to the European Union. Among the concrete questions which Romania is asking Germany support for is the free circulation of our citizens in Europe. RADOR[06] International conference on transportWORLD TRADE CENTER of Bucharest further hosts the debates of the international conference on transport hosted by the forum ROMANIA AT CROSSROADS under the high patronage of President Emil Constantinescu. On Tuesday the debates are taking place on sections and as a theme, among others, deals with infrastructure, services and Eurocorridors. Media learned that this year for infrastructure alloted will be 528 million EURO of which only 180 million come from the state budget - said secretary of state with the Ministry of Transports, Aleodor Francu, on the occasion of the conference. RADIO ROMANIA ACTUALITATI also reports that the personal counsellor of President Emil Constantinescu, Dan Capatana, presented the proposal to build a new Eurocorridor to link the harbors of Gdansk and Constanta thus ensuring direct link between Northern and South Eastern Europe, informs RADIO ROMANIA ACTUALITATI. The project also includes the building of another bridge over the river Danube near the town of Braila, a bridge which might link Transylvania and Northern Moldova to the harbor of Constanta. RADOR[07] Special meeting of the Romanian - European Union mixed Parliamentary Committee devoted to institutionalized children of RomaniaConcern of European institutions and of NGO's for the situation of children with handicap institutionalized in Romania was analyzed in Brussels, as part of a special session of theRomanian - European Union mixed Parliamentary Committee. According to RADIO ROMANIA ACTUALITATI, the delegation of Romania led by Minister of Education, Andrei Marga, presented the strategy of Romania for the protection of children in answer to a number of questions of European parliamentarians as a follow up of faults of the system of protection of children of Romania. The representative of the European Commission who was present at the talks said that without a concrete and immediate pledge of the Romanian Government a fund worth 25 million will not be given by the European Committee to the Government of Romania as assistance to the institutionalized children of his country, informs the correspondent of RADIO ROMANIA ACTUALITATI, Victoria Stangescu. RADOR[08] Personal Counsellor of President Emil Constantinescu Sandra Pralong answers accusations of PDSRPersonal counsellor of the president of Romania, Mrs. Sandra Pralong, said that as she is the personal counsellor of the President of Romania she is not a clerk of the Romanian state. She further says that she is a simple citizen who puts her professional resources and time in the service of the strengthening of Romania's opening to the world, reads a communique. Mrs. Pralong who is quoted by RADIO ROMANIA ACTUALITATI adds that PDSR - Social Democracy Party of Romania - read her E - Mail without her permission and in this way the main opposition party of Romania does nothing else but confirm the opinion according to which if they come back to power PDSR would be a major obstacle to Romania's progress. During their Tuesday's press conference PDSR complained of the fact that, quote, some counsellors of the President of Romania get ever more involved in the undeclaredelectoral campaign of dirty provocations against PDSR, end of the quotation. PDSR mentioned names of two personal counsellors of the President of Romania, Sandra Pralong and Cristian Preda. The same party adds that, quote, the implication of President Constantinescu in a campaign that compromises political opponents of the president of Romania is both immoral and low, end of the quotation. RADOR[09] Protocol of collaboration between PDSR and the National Union of Romanian EmployersPDSR concluded on Tuesday a protocol of collaboration with the National Union of Romanian Employers according to which they will work out a national strategy on medium term and also on long term to speed up reform and to build up companies from the economic point of view, for creating new job opportunities. President of PDSR, Ion Iliescu, quoted by RADIO ROMANIA ACTUALITATI, said his party and the National Union of Romanian Employers are boosting economic policies concentrated on sustained economic increase with stress on the private sectors of industry, agriculture and services. RADOR[10] Debate regarding reform of the judicial system organized by the Institute of Liberal StudiesThe Institute of Liberal Studies together with the Ministry of Justice have organized a debate on Tuesday devoted to the draft bill regarding reform of the Romanian judicial system. Opening the debates, Romanian minister of Justice, Valeriu Stoica, said the draft answers the needs of the citizens, offering them more security, ensuring the exercise of their fundamental rights and facilitating their access to efficient justice. The debate on the theme REFORM, JUSTICE and THE RIGHTS OF THE CITIZENS enjoyed the participation of politicians and specialists of Romanian law. Referring to the draft bill regarding reform of the judicial system of Romania, the President of the Romanian Liberal Party, Mircea Ionescu Quintus said that without the exigency of political consensus one cannot speak of assuming the responsibility of the Government. On this occasion Mr. Quintus suggested that a meeting of the leaders of the Parliamentary parties on this theme is necessary, informs RADIO ROMANIA ACTUALITATI. RADOR[11] Ministry of Finance ceased the work on files for rescheduling debts of economiccompanies to the State budgetMinister of Finance Decebal Traian Remes announced on Tuesday that he ceased work on the files of the economic companies that have debts to the state budget. As announced by RADIO ROMANIA ACTUALITATI the finance minister speaks of the economic companies that are in activity and can pay their debts to the state budget. Requests may come in and are accepted but the Ministry of Finance does not settle the requests until a Cabinet meeting decides whether the present procedure is changed. Romanian minister of finance also said that he asked Parliament and the Prime Minister to set up committees to verify the content of the dossiers regarding the rescheduling of the debts of the economic companies working in this country. RADOR[12] State Ownership Fund approves the restructure of 14 economic companiesCouncil of Administration of the State Ownership Fund approved the programme of restructure of 14 commercial companies that have total losses worth 167 thousand million lei. Among them there are the industrial complex works TRACTORUL of the town of Brasov, NITRAMONIA of the town of Fagaras and ROMVAG of the town of Caracal. It is estimated that losses are to be made up by the end of the year and that about 5000 employees are to be sacked with compensations. The 14 companies are included in the RICOP programme of restructure and professional reconversion and training. Financing is provided by PHARE, informs RADIO ROMANIA ACTUALITATI. RADOR[13] Cooperation between Hidroelectrica of Romania and the United States HANSA CompanyOn Tuesday Bucharest saw the signing, in the presence of Cabinet Minister Radu Berceanu and the United States Ambassador to Romania, James Rosapepe, of the documents of cooperation between Hidroelectrica and the United States Harza Company which is the world leader in designing power equipment. The document provides for the conclusion of the work of the hydro power station at Siriu - Surduc - Nehoiasu on the river Buzau jointly by the two companies and then the joint exploitation of the project, informs RADIO ROMANIA ACTUALITATI. On the site working will be 1000 jobless, former miners in the first place; besides producing power the complex on the river Buzau lays out the territory and ensures the protection of the environment. RADOR[14] Diplomas awarded by the Euro - Atlantic Association Manfred WornerThe Euro - Atlantic Association Manfred Worner offered on Tuesday diplomas and medals to press institutions, to personalities of the civil society and public life as well as to representatives of the media as a token of recognition of their contribution to the promotion of Romania's integration in Euro - Atlantic structures. At the ceremony which unfolded at the National Military Circle, diplomas of excellence were offered to President Emil Constantinescu and to former president Ion Iliescu, to former foreign minister Petre Roman as well as to former foreign ministers and ministers of defense in the interval 1990 - 1999. The Romanian Radio Broadcasting Corporation received the Diploma of Excellence, and it was represented at the Ceremony by the Executive Director General Dragos Seuleanu. Two newsmen received the diploma of excellence, namely, Bogdan Chireac from ADEVARUL and Gabriela Langada who works for RADIO ROMANIA ACTUALITATI. The medal was also given to the main newspapers of the country and to television stations, informs RADIO ROMANIA ACTUALITATI. RADOR<HR SIZE=3> CALENDAR At the invitation of President Emil Constantinescu and of Mrs. Nadia Constantinescu Romania is visited by the President of the Republic of Armenia, Robert Kocharian alongside Mrs. Bella Kocharian. In the morning the President of Romania, Emil Constantinescu attended the closing ceremony of the TRANSPORT international conference organized by the forum ROMANIA AT CROSSROADS. Sala de Marmura of the Romanian Senate hosts the debates of the 14-th meeting of the Committee of the Parliamentary Assembly for Black Sea Economic Cooperation. Prime Minister Mugur Isarescu meets Giovanni Ravasio, director general of the Directorate Economy and Finance of the European Commission. Ministry of Transports hosts the debates of the first commission for economic trade relations and technical - scientific collaboration between Romania and Armenia. Romanian foreign minister Petre Roman is in Germany for an official visit at the invitation of the German foreign minister Joschka Fischer.
