[01] Leaders of the ruling coalition decide on emergency ordinanceThe leaders of the government coalition met on Monday and decided to alter the Bill of local elections by emergency ordinance. There will be two ballots at most and the electoral ceiling will not be higher than five per cent. It was also established that the electoral campaign be of 45 days. The President of PNTCD - Christian Democratic National Peasants Party - Ion Diaconescu said that today, Tuesday, at 17:00, Prime Minister Mugur Isarescu will meet with the leaders of all parliamentary parties to present proposals and to attempt to reach consensus. Regarding the restructure of the Romanian Cabinet by the reduction of number of agencies which is done by merger Mr. Diaconescu said that a committee was made up which includes two representatives of each coalition party, informs RADIO ROMANIA ACTUALITATI. RADOROn Monday the leaders of the coalition decided to let Bill of Local Administration follow on its natural course to and through Parliament or, at the most, give it the emergency status. RADIO ROMANIA ACTUALITATI also informs that after the meeting of the coalition leaders a PNTCD-PNL - Christian Democratic National Peasants Party - National Liberal Party also met to solve issues raised by the protocol of association to the Romanian Democratic Convention. It was established that PNL participate on separate lists during local elections and abstain from activity within the Romanian Democratic Convention. The National Liberal Party will resume Convention activities immediately after the results of local elections are announced, said after the meeting the vicepresident of that party, Valeriu Stoica. Leaders of PNTCD and PNL said that civil associations members of the Romanian Democratic Convention have no right to invalidate the lists of competitors for parliamentary elections but have the right to challenge and argue the competence and honesty of the candidates on the lists. [02] Romanian visit of the Slovak foreign ministerSlovak foreign minister Rduard Kucan who started a visit to Romania at the invitation of Romanian foreign minister Petre Roman was received by the Chairmen of the two chambers of the Romanian Parliament, Mircea Ionescu Quintus and Ion Diaconescu. The Head of the Slovak diplomacy voiced his belief that the relations between the two countries would strengthen and the premises of Euro-Atlantic integration would contribute to an intensified bilateral dialog, to a permanent interparliamentary collaboration. Today, Tuesday, the Slovak foreign minister is received by the Foreign Minister, the Prime Minister and the President of Romania, informs RADIO ROMANIA ACTUALITATI. RADOR[03] Romanian visit of NATO Economic Committee ChairmanMinister of National Defense of Romania, Sorin Frunzaverde, on Monday had talks with the Chairman of the NATO Economic Committee, George Daniel, who is in Romania for the seminar ECONOMIC ASPECTS OF ADMINISTRATION OF RESOURCES DESTINED TO EXPENDITURES FOR DEFENSE IN KEEPING WITH THE METHODS USED BY THE N A T O MEMBERS. George Daniel expressed NATO's availibility to assist Romania in its efforts of integration and solving of the issues linked to administration of defense funds. In a communique received from the Ministry of National Defense by RADIO ROMANIA ACTUALITATI it is specified that NATO and the World Bank wish to assist Romania and Bulgaria in the process of professional reconversion of military who are to be dismissed from the respective national armies of the two countries. This project could be started towards the end of this year or at the beginning of next year at the latest. RADOR[04] Meeting of Ministers for the Protection of the EnvironmentBudapest, Hungary, saw the conclusion on Monday evening, by a press conference, of the meeting of the ministers of environmental protection of Romania, Hungary, Slovakia and the Ukraine. On this occasion adopted was a declaration of intention with regard to the surrounding environment at the border and borders of the four countries. Answering the questions of the media, the ministers of the environment detailed various aspects of the collaboration in the future in the domain of environmental protection. As absolute priority is the determination of the four countries to unite efforts with a view to harmonizing legislation and solving the joint problem of environment in keeping with the norms of the EUROPEAN UNION, reports RADIO ROMANIA ACTUALITATI. RADOR[05] Parliamentary Assembly of the Council of EuropeThe Parliamentary Assembly of the Council of Europe rallied in Strasbourg on Monday evening rejected all proposals of the Standing Bureau according to which the issue of pollution caused by the ecology accidents of Romania should have been tackled in an emergency regime. Both the Chairman of the Environment Committee and the President of the Assembly have referred to the fact that if tackled in this manner the issue might have gotten unwished for political connotations, informs the correspondent of RADIO ROMANIA ACTUALITATI. RADOR[06] ROMANIA AT CROSSROADSWorld Trade Center of Bucharest is hosting the conference and international exhibition TRANSPORT organized by the forum ROMANIA AT CROSSROADS under the high patronage of the president of Romania Emil Constantinescu. The Manager for the World Bank for Romania Office who was present at the opening festivity said the Bank will support the efforts of the Romanian Cabinet regarding the project of rehabilitation of our infrastructure to which it will give 120 million USD. The World Bank will also support Romanian authorities with 150 million USD for the rehabilitation of railway infrastructure and improvement of security on the roads and highways of Romania. The same conference discussed the building of a new corridor linking the Baltic Sea to the Black Sea and then on to the Med, specified the personal counsellor of the President of Romania, Dan Capatana, according to RADIO ROMANIA ACTUALITATI. RADOR[07] 150 years since the creation of the Romanian GendarmerieAt the Palace of Snagov, near Bucharest, Monday morning saw the festivity devoted to the anniversary of 150 years since the creation of the Romanian gendarmerie. In the messages sent on this occasion by the fundamental institutions of the country and by foreign partners and guests stress was laid on the importance of gendarmerie and the activity it unfolds for the defense of public order and in the service of the citizens, for the maintenance and guarantee of social peace and constitutional order, for the strengthening of the state of law. According to RADIO ROMANIA ACTUALITATI messages were presented by the Patriarch of Romania, His Beatitude Teoctist, the Chairman of the Senate, Mircea Ionescu Quintus, the Minister of Domestic Affairs, Constantin Dudu Ionescu, the Director of the French Gendarmerie on behalf of the foreign delegations. Messages were also sent by the President of Romania, Emil Constantinescu, Prime Minister Mugur Isarescu, Chairman of the Chanber of Deputies, Ion Diaconescu and the Minister of National Defense, Sorin Frunzaverde.[08] PDSR - Social Democracy Party of Romania - a member of the Socialist Group of the European Council Parliamentary AssemblyPDSR informs in a communique taken over by RADIO ROMANIA ACTUALITATI that during Monday's session, the socialist group of the Council of Europe Parliamentary Assembly decided unanimously to accept the representatives of PDSR as full members of the Socialist Group. Voting was necessary as PDSR was not yet a member of the Socialist International and the quality of member of the socialist group in the Parliamentary Assembly of the Council of Europe is not granted to a group or party, it comes in the wake of voting. The communique also mentions that the representatives of PD - Democratic Party - of Romania, present as well at the debates, did not have any objection. RADOR[09] Parliamentary Committees for budget, finance and banking continued debating the draft of the bill of the budget for 2000In the presence of Finance Minister Decebal Traian Remes debates continued of the parliamentary committees for budget, finance and banking for the bill of the budget for the year 2000. Adopted were 16 more Articles, the only accepted amendment being that referring to Article 64 which deals with ticket meals. RADIO ROMANIA ACTUALITATI informs that debates are being resumed in committees today, Tuesday. RADOR[10] Economic group is to be set up with the Government of RomaniaThe Cabinet of Romania decided to create an economic group to verify expenditures of CONEL - power producer and distributor - as well as requests of numerous companies distributing services and utilities that asked for increase of prices per unit to the population. The economic group also verifies the way public money was used by the companies that request increases of prices because the national currency is devalued in relation to the USD, informs RADIO ROMANIA ACTUALITATI. RADORRestructure programme for 14 more companies that register losses Administration Council of the State Property Fund - FPS - passed in its Monday session programme of restructure for 14 more companies that have registered heavy losses. The programme is called RICOP and it was agreed upon together with the World Bank informs MEDIAFAX taken over by RADIO ROMANIA ACTUALITATI. RADOR [11] Hard currency bondsRomanian state tried to borrow from the domestic market 250 million USD and it succeeded to collect 40 under the form of bonds worth betweeen 100 USD and 1000 DM. Certificates were sold between 20 - 31 March with interest starting to grow on 1 April, informs RADIO ROMANIA ACTUALITATI. RADOR<HR SIZE=3> CALENDAR A delegation of the Romanian Ministry of Education led by Andrei Marga, minister of education, will present in Brussels the strategy of the Cabinet in connexion with the problem of the institutionalized children of Romania at the special European Parliament session devoted to this issue. Romanian foreign minister Petre Roman starts an official visit to Berlin today at the invitation of the German foreign minister Joschka Fischer. Departure is at 13.45 from the Otopeni International Airport of Bucharest.
