[01] Conference and debate on the theme STOP THE BRAIN DRAIN
Tuesday afternoon Aula Magna of the University of the city of Bucharest
hosted the conference debate on the theme STOP THE BRAIN DRAIN organized
following the initiative of the Higher Students Association of the
University of Bucharest. The motto of the conference was EACH AND EVERY
HIGHER EDUCATION STUDENT IS IMPORTANT. The representatives of the
association believe that brain drain is an ample operation now and has been
so for the past ten years. At the conference present were leaders of three
political parties, Ion Iliescu, Petre Roman and Teodor Melescanu. The
President of PDSR Ion Iliescu said the main causes which make the young
people of Romania leave the country are red tape in excess, investments on
the decrease, lack of strategy in the domain and not lastly the domestic
political climate. As foreign minister of Romania Petre Roman assured the
young higher education students that he would do anything in his power so
that young people of Romania go freely to all countries which are members
of the European Union. Leader of the Alliance for Romania Party Teodor
Melescanu said that in Romania there is no priority for higher wages and
better job opportunities for the young people while high technologies are
not a priority either. He suggested the turning of the term of " exode of
the young people " into " free circulation of the young people ". The
minister of youth and sports Crin Antonescu said that two main moments of
the emigration of the young ones took place in 1990 and in 1996 and this is
why it is the young ones that must enforce the rules of the game at

[02] Treasury bonds for 90 days
Starting Tuesday and until the end of the month as well as on the 4,5,6 and
7 April, according to RADIO ROMANIA ACTUALITATI, treasury bonds are being
sold: they have an interest rate of 55 per cent and must be bought back
after 90 days. Value is of one million, five million, ten million, twenty
million and fifty million. RADOR
[03] Bankcoop goes bankrupt
The liquidator of Bankcoop forwarded on Tuesday to the Fund of guaranteeing
credits of the banking system the lists with people that have deposited
money with Bankcoop. Pay for the compensations will be made after the fund
will verify the lists. RADIO ROMANIA ACTUALITATI reports that the operation
is taking a few days: pay is made by the Romanian Bank of Development and
the ceiling is of 54,764,000 lei per person. Hard currency deposits are
paid in Romanian lei as well. The ratio lei/ hard currency is computed at
the 8 February 2000 quotas, as it was on 8 February that the Bucharest
court decided to start bankruptcy procedures. RADOR
[04] A new stage of the ROMGAZ restructuring action
Minister of industry and trade Radu Berceanu said at a press conference
that the proposal was finalized regarding the new phase of the
restructuring action of ROMGAZ which in fact is the slicing of the bigger
company into its component parts: production, transportation, distribution
and storage of the natural gas. Berceanu added that this would lead to the
demonopolization of the industry of natural gas and to the introduction of
competition in this domain, reports RADIO ROMANIA ACTUALITATI. RADOR
[05] Visit of the special counsellor with the Presidency of the European
Union Jose Cuttileiro to Bucharest
The special counsellor with the Presidency of the European Union Jose
Cuttileiro, former secretary general of the Western European Union,
continues his visit to Bucharest, says RADIO ROMANIA ACTUALITATI. The
Romanian visit made by Mr. Cuttileiro is part of the tour he makes to all
candidates to accession with a view to examining aspects linked to the
developments in the domain of European policy of security and the
constitutional European Union reform. RADOR
[06] Chapters chosen by Romania for negociations of accession to the
European Union
THE ROMANIAN STATE MAKES HUGE EFFORTS IN ITS ACTION OF EUROPEAN INTEGRATION,
said in Brussels on Tuesday the chief negociator of Romania in its
relationship with the European Union, Aurel Ciobanu Dordea, at the end of
the intergovernment meeting devoted to the effective start of negociations
of accession to the European Union informs RADIO ROMANIA ACTUALITATI. The
chapters chosen by Romania for the start of negociations are: foreign
policy and joint security, international economic relations, professional
training and moulding, small and middle sized companies, science and
research. Mr. Ciobanu Dordea also appreciated that Romania could have
started negociations at the chapter COMPETITION underlining that more
important that the opening of a great number of chapters of negociations is
the more rapid conclusion of these conclusions. RADOR
[07] Finnish delegation at the Senate
Chairman of the Senate, Mircea Ionescu Quintus met with a delegation of the
Finnish Senate Parliamentary Committee for European issues lead by the
vicepresident of OSCE Kimo Killionen, reports RADIO ROMANIA ACTUALITATI.
During the talk the parties tackled issues pertaining to collaboration
betgween the two states and the strategy of accession of Romania. RADOR
[08] Romania will be the intermediary of relations between the Nordic
Countries Council of Ministers and the Black Sea Economic Cooperation
Organization
The Secretary General of the Nordic Council of Ministers, Soren Christensen,
who has been on an official visit to Bucharest since the beginning of the
week has had a meeting with the state secretary of the Romanian Foreign
Ministry during which the guest underlied the intention of the Nordic
Council to establish relations of collaboration with the Black Sea
Organization of Economic Cooperation. During the same talk stress was also
laid on the present concern of the Council with a view to cooperate in the
regions of the Baltic and the Barents Seas. RADOR
[09] World Bank Manager for Romania Andrew Vorkink visits Baia Mare
The World Bank manager for Romania Andrew Vorkink has had a meeting at the
Baia Mare prefecture with the representatives of the local authorities
focused on the ecology accidents of late in county Maramures. Also present
at the meeting were Romanian officials and representatives of the land of
Bavaria, reports RADIO ROMANIA ACTUALITATI. Mr. Vorkink said the World Bank
will be implied in prevention work and will give 20 million Dollars
American for the protection of the areas and for the aid of the miners who
were dismissed, in order to ensure their professional training and

[10] Visit of a delegation of the Committee for International Religious
Freedom of the United States to Romania
Patriarch Teoctist of the Romanian Orthodox Church received on Tuesday the
delegation of the International Religious Freedom of the United States,
informs RADIO ROMANIA ACTUALITATI. The delegation which is headed by the
leader of the Committee was also accompanied by the Ambassador of the
United States to Romania, James Rosapepe. Relations of our church with the
other cults of Romania were approached as well as issues linked to
religious freedom and its emcompassing by proselitism. RADOR
