[01] Session of the Supreme Council for the Defense of the Country - CSAT
The President of Romania, Emil Constantinescu, chaired on Monday the
session of the Supreme Council for the Defense of the Country - CSAT. The
Council made an assesment of the capacity of public administration at
central and local levels to take action in case of floods, the debates
having been focused on the report of the Minister of Waters,Forests and
Environmental Protection and on that of the Command of Civilian Protection.
The CSAT has approved, according to the proposals forwarded by the Minister
of National Defense and the Head of the Joint Chiefs of Staff, the
framework plan of restructuring and modernizing the Romanian army in the
year 2000. Also approved was the report of the Council on the activity
which unfolded in 1999, a report to be forwarded to the Parliament of
Romania as well as the draft of its plan of activity for 2000. RADOR
[02] The Cabinet of Romania has solved the crisis of education network.
By an emergency ordinance which was adopted last night as part of a special
session the Cabinet decided to alter the Bill which regulates salaries in
the education system of Romania. Salaries of education will witness two
increases as follows: 60 per cent on 1 April and 40 per cent on 1
September. At the same time the Cabinet decided to allot 4 per cent of the
Gross Industrial Product to the education budget this year. The teachers
will receive their thirteenth salary for 1999 in the months of March and
April. As far as the outstanding debt owed teachers since 1998 the Cabinet
discuss this issue on Thursday and then need the point of view of the Legal
matters Committee, informs RADIO ROMANIA ACTUALITATI. RADOR
[03] Debates of the Senate
The Senate of Romania approved during Monday's session the draft law for
the passing of the Emergency Ordinance 46 for 1999 providing for the
participation of Romania to the group of states that work against
corruption, as set up following Rezolution of the Council of Europe no. 99
for 1999 and another bill that sanctions emrgency ordinance 66 for 1999 for
Romania's adherence to the convention regarding validity of foreign
documents on the territory of this country. Also passed was a number of
international accords and agreements, transmits RADIO ROMANIA ACTUALITATI.

[04] Prime Minister Mugur Isarescu rejected the request of resignation of
Traian Basescu from the office of chief negociator with the World Bank
According to Prime Minister Isarescu the team from the World Bank and the
team of Romania led by Minister of Transports Traian Basescu worked very
well together so there is no reason to accept the resignation of Mr.
Basescu as chief negociator; the Prime Minister also said that the same
should continue working in this formula to finalize the programmes
envisaged. RADOR
5. Trade Unions of the Education Network do not give in
Leaders of the National Federation and those of the Federation of
Independent Trade Unions SPIRU HARET told RADIO ROMANIA ACTUALITATI that
they will agree on the date of ceasing the strike today during the session
of the national councils of the two trade union federations. We would not
give in one single inch - said leader Aurel Cornea - and the trade union
leaders in each and every county of Romania will decide together; they are
all of the opinion that the strike will end only when the solution to their
salary demands is published in Monitorul Oficial 48 hours after being
approved, RADIO ROMANIA ACTUALITATI reports. RADOR
[06] Bills promulgated by President Emil Constantinescu
President Emil Constantinescu promulgated the Bill on the organization and
unfolding of a referendum. Also on Monday the President of Romania signed
the decree sanctioning the promulgation of the Bill which makes Targu Mures
a martyr town of the Revolution of 1989. RADOR
[07] OSCE wishes to see Romania integrated in European structures
The chairperson of the Parliamentary Assembly of OSCE Mrs. Helle Degn said
on Monday upon her arrival in Bucharest that this organization wanted to
see Romania integrated in European structures as Romania had been an active
partner in OSCE for several years now and demonstrated that it really
wished to be part of the European family. Mrs. Degn specified that she was
in Romania to gather more facts about the political situation in our
country and to prepare the annual session of the Parliamentary Assembly
which will take place in Bucharest in the 6 - 10 July interval. RADOR
