[01] President Emil Constantinescu has convened the Supreme Council for the
Defense of Romania
The Council is convened for today at the call of President Constantinescu.
Analyzed on this occasion is the capacity of action of the authorities of
the state administration at central and local levels in case of floods and
other natural disasters, as well as the measures which are necessary for
the prevention of aftermath of natural calamities. The Minister of National
Defense and the Head of the General Chiefs of Staff present the framework
of the process of restructuring and modernization of the Army for this
year. The report of the Council activity in 1999 and the plan of action for
this year are also discussed the report having to be sent to Parliament. R

[02] PDSR - Social Democracy Party of Romania - responds to the refusal of
PD - Democratic Party - to accept rapprochement between the two parties
PDSR voices its regret at the hostile and impolite attitude of the
President of PD - the Democratic Party - Petre Roman, who gave an arrogant
answer to the opening and gesture of good will of PDSR in the message of
the latter to the convention of the former mentioned party. " The ideas in
the message of PDSR do not represent any change of the attitude of that
party towards the necessity of building a powerful social and democratic
force: the message reiterates the belief that good ruling is based on
ideologically homogenous coalition " the communique mentions. PDSR is of
the opinion that even now, in the 12-th hour PD failed to analyze in a
critical manner its participation in a coalition whose ruling had been
disastrous from all points of view. PDSR further expresses its hope that
the message to the participants to the National Convention of PD would be
analyzed most attentively and understood in its real dimension, that of an
offer of cooperation of the social-democratic forces of Romania, reads a

[03] Meeting of the Bucharest branch of the Alliance for Romania political
party
The members of the Bucharest branch of the Alliance for Romania political
party met on Sunday to elect their Leading Committee and to word the
electoral strategy with a view to the forthcoming local elections. In the
address to the participants, President of ApR - Alliance for Romania -
Teodor Melescanu specified that until now local elections for Bucharest
were a political action and he stood for local administration which should
not be political. The members of the Bucharest branch elected as leader of
the Bucharest organization Mihail Erbasu. He will also be the candidate of
ApR in the local elections for the seat of Mayor of Bucharest. All runners
of this party to the local mayors' offices of Bucharest districts will be

[04] RGAB - General Bucharest Water Distribution Network - will cease
supplying water to the debtors
Starting Tuesday RGAB will cease supplying debtors with water. More
precisely there are ten biggest debtors to the network among which RADET
which supplies hot water and heat to most of Bucharest districts, the
Administration of Public Sectors, power stations, various companies.
According to a communique to RADIO ROMANIA ACTUALITATI RADET owes RGAB 157
thousand million lei and was demanded by the creditor to pay this week's
invoice plus thirty per cent of the back debt. If no pay is made RGAB will

[05] Romania will not harden the regime of visas for the citizens of the
Republic of Moldova
Romanian foreign minister Petre Roman said he would not harden the regime
of visas for the citizens of the Republic of Moldova if this country
ensured security of its own borders. Mr. Roman added that authorities of
the Republic of Moldova should understand the demands imposed by the
process of accession to the European Union to Romania. Answering a question
referring to the granting of Romanian citizenship to citizens of the
Republic of Moldova the Romanian foreign minister said that if the problem
is raised in the future legal regulations in force are to be examined. R R

[06] Pollution wave continues its way to the mouths of the river Danube
The pollution wave continues its way to the mouths of the river Danube
having a concentration much lower than that at the entrance of Romania. At
Calafat where monitoring last took place tests indicated an increase which
is two and a half times bigger than the Romanian norms but however is half
of the international standards. Under these conditions although
concentration is five times lower than innitially monitored any source of
water from the Danube is for the time being cut off. R R A - R A D O R
[07] Minister of waters and forests monitors the impact of pollution
The minister of waters and forests monitors the quality of the waters of
the river Danube and the impact of pollution on flora and fauna. No fishes
died and all birds and animals are alive but still, no drinking water is
drawn from the river Danube in the Calafat area. Water is controlled in the
