[01] The Executive Bureau of the Government of Romania continues the
analysis of the draft budget
The Executive Bureau of the Cabinet of Romania continues the analysis of
the draft budget for this year. According to RADIO ROMANIA ACTUALITATI
Prime Minister Mugur Isarescu makes a press statement on this subject. Also
under debate is the situation created at the Ministry of National Defense
by the resignation of defense minister Victor Babiuc. The Democratic Party -
PD - asked Prime Minister Mugur Isarescu to revoke Victor Babiuc from
office so that a new Defense Minister be nominated by the Democratic Party
according to the previous understandings reached with the other coalition
members. Prime Minister Mugur Isarescu estimated that this was a political
issue so that it should be solved by the representatives of the coalition
ruling parties. RADOR
[02] Simple motion of the opposition at the Chamber of Deputies
On Tuesday a simple motion was forwarded by 99 MPies from the opposition
asking for the stand of the Chamber of Deputies to be defined with regard
to the situation of the education system of Romania. The motion will be
under debate on Monday, 28 February in the afternoon.
[03] Transportation Minister Traian Basescu attacked in a harsh manner the
President of Romania
The vice-president of the Democratic Party - PD - Traian Basescu harshly
attacked the President of Romania, Emil Constantinescu, saying that he
expected the President to behave incorrectly in connection with the
replacement of Defense Minister Babiuc who no longer is a member of the
Democratic Party -PD-adding that, we quote: " It is time for both the Prime
Minister and President Constantinescu to realize that PD would not be
fooled all the time. In these conditions they should also learn that they
will be in power for two weeks, period ". The quote was released by RADIO

[04] Reply of the Presidency of Romania to the statement of Traian Basescu
The President of Romania said he did not receive any request of resignation
from Victor Babiuc and no request from the Prime Minister to revoke Defense
Minister Babiuc, said the spokesman of the Presidency Rasvan Popescu quoted
by RADIO ROMANIA ACTUALITATI. The spokesman also said it is not the
President who replaces the head of a parliamentary Committee or has ther
initiative to replace a Cabinet Minister. The issue of the resignation of
Cabinet Minister Babiuc must be solved inside the ruling coalition and the
President of Romania expects to be informed of the solutions reached. The
President of Romania is asking the President of the Democratic Party - PD -
not to transform problems of the Democratic Party in problems of the
Government or relations with the Presidency added the spokesman of the
presidency of Romania. RADOR
[05] The report of activity of the Romanian Information Service was read
before the two Chambers of the Romanian Parliament
The Director of the Romanian Information Service Costin Georgescu read the
Report of the Information Service for the period May 1997 - June 1999
before the two Chambers of the Romanian Parliament. Director Georgescu said
the threats posed to the security of Romania are to be found in the
economic sector. In their addresses the Senators and MPies estimated that
the activity of the RIS unfolds within the laws of the country framework
and appreciated the efforts of that institution to cope with provocation.
According to RADIO ROMANIA ACTUALITATI most of the speakers, either
representatives of the ruling coalition or the opposition, said the RIS
must be supported from the material point of view so that it is able to
cope with various future situations.

Prosecutor's office of Maramures asked for the prosecution of the AURUL
company of Baia Mare as it accidentally brought about the pollution of

[07] General strike of teachers continues
General strike of teachers continues until the release in Monitorul Oficial
of the official document of the Cabinet which provides for the increase of
the salaries of teachers said union leaders quoted by RADIO ROMANIA
ACTUALITATI. Officials of the Ministry of Education said all demands and
requests of teachers have been met with so that the strike should come to
an end and renewed their appeal to teachers to start teaching again all

[08] President of the Romanian Senate was in conference with visiting
chairperson of the Parliamentary Assembly of OSCE
Mircea Ionescu Quintus received Mrs. Halle Degn. According to a communique
of the National Liberal Party of Romania Mr. Quintus considers that the
visit and the talks are a confirmation of the fact that the programmes of
European integration of Romania are viable. Mrs. Degn said democracy will
bring changes to Romania and the OSCE conference in Bucharest will present
a real support for Romania, says RADIO ROMANIA ACTUALITATI. RADOR
[09] Agreement between the Home Affairs Ministry of Romania and the British
Council
Home Minister Constantin Dudu Ionescu signed an agreement on Tuesday with
the British Council for the joint implementation of the English language
programme with a view to carry on peace keeping operations. According to
RADIO ROMANIA ACTUALITATI a programme of English teaching for the staff of
the Home Ministry will soon start in keeping with the programme of the FCO
of assistance to help stability by continual instruction. RADOR
