[01] The Senate voted the ensemble of the draft Law regarding local public
administration and the general regime of local autonomy
The first part of the Senate session on Tuesday was devoted to debates on
re-vote of Article 51 of the Draft Law regarding local public
administration as well as the general regime of local autonomy. This in
essence provides for territorial-administrative units in which citizens
that belong to national minority are more than 20 per cent of total number
of inhabitants to use mother tongue of ethnic minorities in wording
decisions of local council as a variant to the document written in
Romanian. The Article was passed with 85 votes for while the Law was passed
by 72 votes in favour. Voting was however contested by the opposition which
noted that Senators who were not present cast their vote in favour of the
Law. Chairman of the session, Senator Ulm Spineanu said voting procedures
would be resumed new week, says RADIO ROMANIA ACTUALITATI. RADOR
[02] Chamber of Deputies debated draft Law on access to Securitate files
and denouncing former Securitate as political police
Chamber of Deputies continued debates on the draft Law regarding access to
Securitate files and denouncing former Securitate as political police, says
RADIO ROMANIA ACTUALITATI.MP-ies have established terms of political police
and agent of former Securitate. Political police includes all structures of
former Securitate that set up and maintained totalitarian communist power
by suppressing or limitting fundamental human rights and liberties. An
agent of former Securitate is any person that worked in the Ops. Department
of the above mentioned, including covert missions, in the period l945-l989.
A collaborator of the former Securitate seen as political police is any
person that supplied information, directly or by indirect means, of a
nature to prejudice fundamental human rights and liberties. Senator Ticu
Dumitrescu told media that SRI-ROMANIAN INFORMATION SERVICE- will not open
its archives to the National Council for a study of those documents and
that, in his opinion, will have catastrophic effects on his legislative
initiative that would become inapplicable in this way. In a letter to the
Senator SRI motivates this decision by the fact that Archives of former
Securitate are further essential to SRI activities. RADOR
[03] Censorship motion of PDSR - Party of Social Democracy of Romania
By the motion of censorship recently forwarded to Parliament, PDSR is
asking the Cabinet to accept dialogue with the opposition and with the
other social partners with a view to avoiding economic death and major
social conflicts. At the press conference on Tuesday, first vice president
of PDSR, Adrian Nastase, said that the draft law by which Cabinet assumes
responsibility for speeding up reform leads to generalized poverty."It is
an IMGB type reform and it is characterized by involution and economic
disaster" said the PDSR leader. In connexion with the proposal of the PD
leader, Petre Roman, to alter the Constitution, Adrian Nastase said that
he would agree to discuss on this theme but only after the future
Parliamentary elections. The issue of altering the fundamental Law of the
country cannot be taken into account in a prelectoral period said the first
vice president of PDSR quoted by RADIO ROMANIA ACTUALITATI. RADOR
[04] PUNR denounces personalities of UDMR at the Prosecutor's Office of the
Supreme Court
PUNR-Party of National Union of Romanians- made penal denouncement against
UDMR -Union of Democratic Magyars of Romania- personalities among whom
Laszlo Tokes, Katona Adam, Kincses Elod, Toto Tibor and Kiraly Karoly at
the Prosecutor's Office of the Supreme Court of Justice. A communique of
the Press Bureau of PUNR reads that the afore mentioned seriously infringed
upon provisions of a number of Articles of the Penal Code by their
irresponsible and antinational actions. According to RADIO ROMANIA
ACTUALITATI in the text of the denouncement signed by President Valeriu
Tabara there are statements of the afore mentioned which PUNR consider as
acts of slandering of the country and of the nation and against
constitutional order. Among them there are syntagms such as majority
oppresing Romanian people, criminal policy of termination of Magyar
minority pursued by the unitary national Romanian state, similitarity of
situation of Albanians of Kosovo with Magyars of Romania. On the basis of
conclusive material which is annexed to the denouncement PUNR asks for
penal action against the above mentioned persons. RADOR
[05] Supreme Court of Justice suspended general strike of the radio
communications company
Supreme Court of Justice suspended general strike of Radiocommunications
company said the president of the Trade Union of that company Constantin
Popescu quoted by ROMPRES."After 30 days there is nothing to hinder our
strike if we think it will be necessary" underlined Constantin Popescu who
added that work conflict remains open. RADIO ROMANIA ACTUALITATI informs
that a general strike of the Radiocommunications Company had been announced
for yesterday starting 16.00 hours. RADOR
[06] Meeting between representatives of Trade Unions of cultural
institutions and representatives of the government
Employees of public institutions will benefit of provisions of Ordinance 9
of 1997 said Minister of Culture Ion Caramitru at the Seat of the
Government yesterday. During the meeting Trade Union representatives asked
for the allocation of a percentage of the total domestic production as as
reflected by the State budget for culture,youth and sports RADIO ROMANIA

[07] Statement of the Romanian foreign minister after trip to Warsaw
Romania and Poland are interested to intensify political dialog and
bilateral economic cooperation said foreign minister Andrei Plesu on
Tuesday after his trip to Warsaw at the invitation of his Polish opposite
number Bronislaw Geremek. Head of Romanian diplomacy also said he received
guarantees from the Polish side on its support of Romania for joining NATO
and for postponing for as long as possible restrictions to Romanian
citizens apllying for Polish visas says RADIO ROMANIA ACTUATITATI. RADOR
[08] <P> Debates of the International Seminar DOCTRINES AND PRINCIPLES IN
THE RELATIONS BETWEEN CIVILIANS AND MILITARY
On Tuesday conclusion of the international seminar devoted to doctrines and
priciples in the relations between military and civilians organized by the
Ministry of National Defense with the participation of NATO representatives
and those of Defense and Foreign Affairs Ministries of 10 European states.
Romania is the right path said the foreign participants in the seminar,
according to RADIO ROMANIA ACTUALITATI. RADOR
