POLITICS Opposition motion of censorship rejected by joint Parliamentary plenum Motion of censorship of 158 opposition and independent MPies following Cabinet's assuming responsibility before Parliament for a draft Law regarding speeding up reform was rejected by joint plenum of both Chambers 286 to 147, RADIO ROMANIA ACTUALITATI informs.During Parliamentary debates representatives of majority and those of the opposition accused each other of causing serious situation in which Romania is today. Opposition MPies said that by assuming ministerial responsibility, by altering six Laws linked to reform, the Cabinet pursues the diminishing of the role played by Parliament and the blocking of the opposition in debating laws in Parliament.Representatives of Parliamentary majority said the present Cabinet simply had to resort to assuming reponsibility before Parliament in order to correct mistakes of former power in reform process.Prime Minister Radu Vasile rejected accusations of the oppoPition and underlined that the Government did not resort to emergency ordinance but to assuming responsibility before Parliament also for reasons of efficiency and in order to observe agreements with international financial organizations which following Parliamentary debate could have been altered, the same source mentions.   • [01] President Emil Constantinescu attended the special session of the Bucharest Municipal Council President Emil Constantinescu on Thursday attended the special session of the Bucharest Municipal Council. In his speech the President estimated that although civil servants and councillors work seriously regardless of their political orientation inhabitants of the city of Bucharest are not happy with their activity and many of their letters of complaint reach the Presidency. They point to very complicated red tape and declining competence; the President suggested the Town Hall to have real dialogue with the inhabitants of the city of Bucharest and to instillPinto citizens the idea of partnership which should be applied in domains such as action for making this city clean. President Constantinescu insisted on cutting interval of time between design and building, stressing on lack of homes and hailed initiatives of avoiding their building out of state funds. President Constantinescu said he was surprised at passivity of Bucharest MPies in connexion with activity of Town Hall adding that the MPies do have legislative initiative unlike the President of the country and they can take efficient action in Parliament in favour of the citizens of Bucharest, says RADIO ROMANIA ACTUALITATI. In his speech the mayor of Bucharest Viorel Lis spoke in the main about excessive centralization of administration. He complained the Town Hall has obligations only which have been transferred without proper levers to solve problems. General Mayor of the city asked on this occasion that a number of economic and social units be taken over by the Bucharest Town HPll. He likewise asked for supoport of the Presidency in giving an impulse to the legislative process of the country. RADOR
  • [02] Meeting of the PNTCD and PNL leaders At the end of their meeting yesterday, President of PNTCD and CDR Ion Diaconescu said there are three variants of participation and namely: joint lists, separate lists, one of the parties on a separate list while the other CDR members on a joint list. In the case of participation on joint lists the President of the Romanian Democratic Convention said distribution will be done the same as until now, in keeping with proporation of results obtained by opinion polls. In his turn, PNL President, Mircea Ionescu Quintus said that regardless of the variant chosen by each and every party member of CDR, PNL remains a member of CDR.   • [03] General strike on 24 May The four main Trade Union federations decideP to have a 24 hour generasl strike on Monday 24 May. This is deemed by the four Trade Union leaders as a last warning to the Cabinet. If the demands of the Trade Unions are not solved by 31 July they start the unlimited general strike, says RADIO ROMANIA ACTUALITATI. RADOR INTERNATIONAL RELATIONS
  • [04] "We will support ever more powerfully this dream of Romania to be in the family of Euro-Atlantic organizations, NATO and EU", said Ambassador Crabbie of the UK "We have always supported Romania's joining NATO and the EU. It is just a matter of time.Once again, we want Romania inside the organizations and time is all we need". This is part of what His Excellency Critopher Donald Crabbie, UK Ambassador to Romania said in the programme SFERTUL DE ORA ACADEMIC of RADIO ROMANIA ACTUALITATI. "Now we have to attach more attention to the situation in South East Europe and as the situation has changed it is clear that our policies have also changed and they have really changed and indeed wP will support ever more powerfully this dream of Romania to be in the family of Euro-Atlantic orgvanizations, in NATO and in the EU" added His Excellency Ambassador Crabbie.   • [05] Manfred Worner Association organized the debate on the theme "ROMANIA AND NATO AFTER THE WASHINGTON SUMMIT.SECURITY AND STABILITY IN SOUTH EAST EUROPE" On this occasion special guest Andrei Pier, analyst of the American Peace Institute of Washington answered questions of Romanian institutions that work for Romania's joining NATO; the questions were in the main focused on the situation in Yugoslavia.   • [06] Romanian defense minister Victor Babiuc makes official visit to Bulgaria Romanian and Bulgarian defense ministers Babiuc and Ananiev convened in Sofia last night to intensify collaboration in the domain of civil protectiPn in order to prevent unpleasant situations following the conflict in Kosovo: they did not specify which situations could become unpleasant but they spoke, according to RADIO ROMANIA ACTUALITATI, of accidents and catastrophes in localities on the banks of the river Danube. Both defense ministers said bilateral ties are very good but lack of funds make projects go slow; referring to the situation in Kosovo both Mr. Babiuc and Mr. Ananiev said their two countries supported NATO action but stood for a speedy peaceful solution and for a return of refugees to their homes.   • [07] Poiana Brasov - the second meeting of public radio and television companies in the Balkan countries. The first conference of public radio and television companies of the Balkan countries took place in Greece last year; the second edition of the conference opened at Poiana Brasov, Romania yesterday with Presidents Tudor Catineanu and Cristian Haji Culea of the Romanian Radio Broadcasting CorporPtion and the Romanian Television Company yesterday afternoon speaking of the structure of the two public organizations. Professor Tudor Catineanu was quoted by RADIO ROMANIA ACTUALITATI telling the guests that the staff of Radio Romania has excellent professional qualification; however equipment is very far from being up to standards. Professor Catineanu added that fundamental problems of an institution of such proportions fall within economic,financial and organizational domains stressing the difficult moments which the Romanian public radio and television live in as far as their relations with the radiocommunications company are concerned.   • [08] The Government of my country is implied in restructuring Romania, in cooperating with Romania, says UK Ambassador to Bucharest UK Ambassador to Bucharest Cristopher DonalP Crabbie said among other things in the programme SFERTUL ACADEMIC broadcast by RADIO ROMANIA ACTUALITATI, we quote: "Since the Revolution of 1989 the Government of my country has been implied in cooperating with Romania and in restructuring your country. We acknowledge that Romania that has had such a long period of dictatorship and centralized economy must be helped but this action takes a long time.In the last nine years, ten years in fact, my Government has given help in a very specific way to your country and one of the ways mentioned has been creation of a grant which is quite successful for the key sectors of reform".   • [09] President of DACIA FELIX resigns President of DACIA FELIX of Cluj David Stoer resigned on Wednesday, according to RADIO CLUJ. In his letter he writes that family problems make him go back to Israel.
