[01] Government assumed responsibility for the Law regarding speeding up
reform
On Wednesday, before the joint session of both Chambers of the Parliament
of Romania Prime Minister Radu Vasile presented the draft Law regarding
some measures for speeding up economic reform. In the opinion of the
Romanian PM this Law is necessary both as mediation instrument and because
of present incoherent Laws with implications in the process of economic
reform. One of these- the PM underlined -is the emergency Ordinance for the
privatization of commercial companies, the cabinet pursuing its
completion.Other normative acts included in this drat Law are Ordinances
for leasing, amending the Law for judicial restructure and liquidation as
well as the regime of guaranteeing real estate investments. By this new
normative act the Government also wishes to amend the Law on reorganization
of Accounts Court. After the exposee of motifs presented by PM Radu Vasile
the floor was taken by the Chairman of the session, Senator Petre Roman who
spoke about the effects which assuming responsibility by the cabinet may
have for speeding up reform. In keeping with Article 113 the Government is
dismissed if a motion of censorship is voted according to Law 112 after
having been forwarded within three days since the presentation of the draft
Law; if the Government is not dismissed then the draft Law is considered
passed by both Chambers of Parliament. In his speech before Parliament,
PDSR MP Adrian Nastase voiced the main objections of the opposition and
specified that assuming responsibility by the Government is unconstitutional
and added that problems of economic reform constitute an advantage of the
Government which either by emergency ordinances or by asking for Parliament
vote of confidence avoids debating economic problems which are the most
important problems facing Parliament from the legislative point of view.
Mr. Nastase also said that the draft Law presented Wednesday before
Parliament is not focused and practically deals with all economic laws

[02] Parliament passed the President's request on participation of foreign
armed forces in activities inside our country
NATO COOPERATIVE DETERMINATION 99 to unfold between 24 Nov.-6 Dec. this
year in Romania got Parliament approval yesterday as part of Law regarding
participation of units and subunits of armies of other states in joint
acitvities on the territory of this country. The Law also provides for
participation of Romanian army units in training activities together with
technical and navigation units of the Bulgarian and Hungarian armies, RADIO

[03] Press Conference of ApR
Draft Law by which the Radu Vasile Government assumed responsibility before
Parliament highlights the failure of the present Cabinet said Party leaders
at the press conference yesterday. ApR- Alliance for Romania- spokesman
Marian Enache also said that the way in which the Government presented
responsibility before Parliament is unconstitutional. RADIO ROMANIA
ACTUALITATI informs that the leaders of that party will make a decision
this week regading the support of the motion of censorship which the
opposition intends to initiate. In as far as merger with PDSR - Party for
Social Democracy- is concerned secretary with political issues of ApR
Mr.Dan Mihalache said that formulas for the new name of the party and its
symbol could be sought to take into account PDSR continuity and birth of a
new party. The new party will oppose the present coalition and its
structure of leadership will have to mirror political weight of the two
merging political parties. According to the same source ApR is not
favouring the setting up of the position of executive President of the new

[04] UDMR CLUJ no longer supports Marko Bela
RADIO ROMANIA ACTUALITATI informs its listeners that the chairman of the
Cluj branch of UDMR at the Congress of Miercurea Ciuc Mr. Konya Hamas
Sandor said the delegation of that branch of UDMR will be the most numerous
of all and that they will no longer support Marko Bela in his attempt of
getting reelected as President of the Union of Democratic Magyars of
Romania. The same source added the Cluj branch believes Mr. Marko did not
fulfill pledges taken when elected President and compromised on a number of
issues that did not favour Magyar community. The Cluj branch sides with the
radical line promoted by the Reforming Bloc; at the Miercurea Ciuc Congress
they will ask for amendments to the Statute of the Union and for altering
agenda so that more opinions be voiced and heard. RADOR
[05] Stand of PUNR on the future of clergy budget salaries.
PUNR -Party of National Union of Romanians-considers that promotion of the
draft Law on budget salaries to the clergy leads to infringement of
Constitution as religions cults are autonomous and enjoy support of the
State.In the opinion of that Party budget salaries to the clergy
representing cults and denominations that also have their own resources
would also mean interference of the State in the affairs of religious cults,

[06] Civil Alliance reaffirms option for Western civilization
In a communique released and quoted by RADIO ROMANIA ACTUALITATI Civil
Alliance reaffirms option for Western civilization value and assets and
asks for defining national interest of Romania in accordance with this.
Civil Alliance considers that political class of Romania must now make
efforts so that it whould not fail again integration in the world to which
we belong by birth and option all the more so as the recent visit of Pope
John Paul 2-nd to Romania has opened up historic hope for happy future of

Prince Paul of Romania makes a visit to the town of Arad occasioned by the
opening of a branch of the Patriotic Party of Conciliation. He also went to
visit the city hospital to which he offered a donation worth 10 000 USD of

[08] General Assembly of PDSR Campina branch
The President of PDSR, Mr. Ion Iliescu, attended on Wednesday the general
assembly of the Campina branch, RADIO ROMANIA ACTUALITATI reports. On this
occasion Mr. Iliescu had a meeting with the mayor of the town, with the
vice mayors and with local counsellors of the party during which he
underlined the necessity of relaunching activity of national economy. The
leader of the Social Democracy Party of Romania also visited economic units
of the town, the HOPE OF THE CHILDREN Foundation and the National College

[09] Protocol signed by the Ministry of Food and Agriculture and the
Federative Veterinarians Association
A communique released by the Ministry of Food and Agriculture reads that
labour conflict between veterinarians and the Ministry will be solved by
sustaining in Parliament an amendment to Emergency ordinance amending Law
160 of 1998 and a draft Law for supporting credits whose interest rate is
state subsidized with a view to promote investments in the domain, reads a

administration bodies
The first national seminar on the theme STRATEGIES OF COMMUNICATION is
hosted by the town of Tirgu Mures. The motto of this first edition of the

[11] EU intends to double money funds for Romania in the year 2000
RADIO ROMANIA ACTUALITATI anounces that it will double money funds for
Romania next year. Head of the EU Delegation to Romania, Mr.Fokion Fotiadis
said on the occasion of DAY OF EUROPE that sums will increase dramatically
especially in infrastructure. Prime Minister Radu Vasile added after talks
with experts of the Delegation that special programmes for Romania will

Treasury of Agriculture Bank reports that bonds worth 4.8 million USD and
1.3 DM were sold in the first few days of this new action, RADIO ROMANIA

[13] ELECTRICA SA and COMPAQ Computers Romania sign contract
16 thousand million lei worth contract was signed by the afore mentioned
companies according to RADIO ROMANIA ACTUALITATI by which ELECTRICA SA buys
15 highly sophisticated servers and 288 working stations to be mounted in
