POLITICS The President of Romania Emil Constantinescu awarded the Order STAR OF ROMANIA On Monday at the Cotroceni Palace the President of Romania Emil Constantinescu awarded higher ranks of the Order STAR OF ROMANIA to five generals in the retreat, older Kinghts of this Order,RADIO ROMANIA ACTUALITATI transmits. In his address the Head of the Romanian State said the action would continue and by this the Romanian State wishes to show that the merits of its citizens are really observed and that morals, honesty, spirit of sacrifice and devotion are valued and they are an example to the entire Romanian community. The Order STAR OF ROMANIA which was incepted on 10 May 1877 was abolished by the communist regime and then reinstated on 22 April 1999. The Knights of this Order do not receive any material advantage and their number does not excede 360 said State Counsellor Floricel Marinescu mentioned by RADIO ROMANIA ACTUALITATI. RADOR

  • [01] Debates of the Senate On Monday Senate passed the draft Law on the approval of the emergency ordinance 52 of 1998 for completing Ordinance of the Government 9 of 1997 on measures of protection of employees whose labour contracts were terminated due to collective dismissals as follow up of programmes of restructure, privatization or liquidation of assets as stipulated by Law 108 of 1997. On Monday morning also passed was the draft Law for the completion of Law 68 of 1994 regarding the inception of COMMEMORATIVE CROSS OF WORLD WAR TWO 1941 - 1945. Senate resumes plenary debates on Tuesday morning starting 09.00.The second part of the plenary session is devoted to debating the request of the Romanian Minister of Justice for abolishing parliamentary immunity of Senator Corneliu Vadim Tudor.   • [02] Debates of the Chamber of Deputies MP-ies adopted the draft Law for passing Government Ordinance 66 of 1998 for financing State Higher Education Institutes. According to this Law the revenues of the Institutes are made up of sums coming from Budget for both basic and complementary financing, building of investment funds, funds for scholarships and social protection of the students as well as the Institutes'own resources.Also passed were ordinances regulating alteration of didactic norms in pre-university education and an ordinance for granting bank credits to students attending state education institutes.As part of the same session also passed were four reports of mediation commissions as well as two draft laws for the ratification of international agreements, RADIO ROMANIA ACTUALITATI informs.   • [03] Prime Minister Radu Vasile stands before Parliament for vote of confidence connected to the draft Law on speeding up economic reform Prime Minister Radu Vasile will stand before Parliament on Wednesday to assume Government responsibility on the draft Law regarding speeding up economic reform.On Monday at the seat of the Government he said the draft Law has amendments to and completes the other Laws that have implications in the process of economic reform. These are Ordinance 88 for 1997 on the privatization of commercial companies that has aroused criticism of businessmen, Government Ordinance 51 of 1997 regarding leasing, Law 31 of 1990 regarding procedure of judicial reorganization and of bankrupcy,Law 94 of 1992 on the structure and work of the Accounts Court as well as the judicial regime of real estate guarantees, RADIO ROMANIA ACTUALITATI informs its listeners.   • [04] PNTCD-Christian Democratic National Peasants Party - supports raising electoral ceiling to 5% PNTCD has supported ever since 1996 and further supports raising of electoral ceiling to 5%.At the Monday press conference, interim general secretary of the PNTCD Virgil Petrescu said adding that the issue of the system applied in redistribution of percentage either at county or national level will be debated by the Parliamentary groups of the Party. Mr. Petrescu who is mentioned by RADIO ROMANIA ACTUALITATI also said county redistribution would favour PNTCD at the future elections. We must assess the ensemble of the coalition compared to that of the opposition and then talk with our partners some more, underlined the PNTCD leader. RADOR
  • [05] UFD leader accuse both PNTCD and PDSR The UFD leader accuses both PNTCD and PDSR of having forced the draft law on amending electoral Law for debates in Parliament before the law on access to files of the former Securitate. It is by this decision that the two largest parties have postponed the "Ticu Law " debate for a future legislature added the co-president of UFD mentioned by RADIO ROMANIA ACTUALITATI. RADOR
  • [06] PDSR-Party for Social Democracy of Romania- Parliamentary group to forward Government motion of censorship According to MEDIAFAX that quotes Adrian Nastase, vice president of PDSR, that party's Parliamentary group in the Chamber of Deputies decided on Monday to forward motion of censorship against the Government after the latter will assume responsibility in Parliament for the Law on speeding up economic reform.Mr. Nastase added that Tuesday a decision will be made by the Party on the motion of censorship.   • [07] Press Conference of the CNS Cartel Alfa Bogdan Hossu leader of the Trade Union Federation CARTEL ALFA said as part of a short press conference that took place at the seat of the Government that some trade union proposals were included in the new draft Law for speeding up privatization and some others, among which protection of employees or control of pre-privatization, were eliminated from the draft of the Law on privatization, RADIO ROMANIA ACTUALITATI reports.   • [08] Meeting of the leaders of the main four Trade Union Federations with the Minister of Industry and Commerce, Radu Berceanu The main topic approached at the talks on Monday among the leaders of the main four Trade Union Federations of this country and Minister of Industry and Commerce Radu Berceanu was the ceiling of power consumption social conpensation which the Trade Unions want to be of 100 Kw and the Minister of Industry and Commerce freezes at 50. RADIO ROMANIA ACTUALITATI mentions Bogdan Hossu of Cartel Alfa who demands budget compensation while Mr. Berceanu insists on CONEL tariffs systems. As the sides reached no understanding talks will be resumed at the seat of the Government today at 18.00. On Monday at the Victoria Palace the Trade Union leaders also discussed with minister of transports Traian Basescu the new tariffs for railroad transports and for subway transportation. Trade Union leaders are of the opinion that increase of prices should not take into account inflation as suggested by the minister of transports. The Trade Union leaders have also been dissatisfied at the way finance minister Decebal Traian Remes tackles taxes and duties. RADOR INTERNATIONAL RELATIONS Bremen in Germany hosts the debates of the Ministerial Council of the European Union with the participation of foreign and defense ministers of 28 countries that belong under one form or another to the European Union. Romania which is an associate partner is represented by foreign minister Andrei Plesu and defense minister Victor Babiuc. The debates of the council will unfold as part of separate meetings,under focus of attention being the particularly important impact of the crisis of Kosovo over the countries in the region as well as some specific actions of development within the European Union.RADIO ROMANIA ACTUALITATI informs its listeners that Germany will take over as Chairman of the organization.   • [09] Business Club European Union - Romania was inaugurated at the World Trade Center of Bucharest The key problem for Romania's integration in the European Union is meeting the economic criteria said Fokion Fotiadis, head of the delegation of the European Commission to Romania, as mentioned by RADIO ROMANIA ACTUALITATI. The European Union - Romania business Club was inaugurated at the World Trade Center as part of the efforts to harmonise laws of Romania with those in EU members and for promoting commercial relations in our countries. Alongside Mr. Fokion Fotiadis also present were minister of European integration Alexandru Herlea and the president of the World Trade Center of Bucharest, Mr. Liviu Hagea who have underlined in their speeches the importance of this action for encouraging bilateral relations between business circles of Romania and of the European Union as well as for the working out and the implementation of some joint policies of relaying information in the field of commerce to the domestic and international markets.   • [10] Delegation of Commission for Human Rights of the Romanian Parliament arrives in Hungary A delegation of the Commission for Human Rights of the Parliament of Romania arrives in Hungary for a four day official visit.The delegation was received by Magda Kovacs Kosa, chairman of the commission for human rights, problems of national minorities and religious issues of the Parliament of Hungary.Before the meeting Mrs. Magda Kovacs Kosa mentioned by DUNA TV of Budapest said they would talk with the delegation of Romania the recent law on discrimination and retrocession of church assets. On Tuesday the Romanian delegation has talks with Katalin Goncol, Parliamentary Commissioner for rights of the citizens, with Jenoi Kaltenbach, Parliamentary Commissioner for the rights of national minorities and ethnic groups and with Doncev Toso, president of the Office for national minorities and ethnic groups.
