Debates of the draft Law regarding the stimulation of small and medium
sized companies
During yesterday's session the Senate continued debates on the draft Law
regarding the stimulation of small and medium sized companies, RADIO
ROMANIA ACTUALITATI reports. The articles passed simplify administrative
work connected to incepting these companies and regulate both access to
public services and assets of state owned or privately owned companies as
well as access to assets, materials and services. According to one of the
articles passed the small and medium sized companies will be able to
purchase assets of state owned companies paying 20 per cent in advance and
the rest in instalments for a period of three to five years. The provisions
of this Law benefit small and medium sized companies whose yearly business
does no exceed eight million Euro. RADOR

[01] Debating the draft Law on the structure and work of the Government and
ministries
On Thursday the Chamber of Deputies continued debating the draft Law on the
structure and work of the Government and of the ministries. RADIO ROMANIA
ACTUALITATI reports that cabinet members are appointed by the President of
Romania at the suggestion of the PM, having prior Parliament approval,
despite the opposition of the PDSR-Party of Social Democracy of Romania-
whose representatives in the Chamber, Acsinte Gaspar and Dan Martian, said
the text would not be constitutional.The Plenum also decided that the
Government should pass decisions and ordinances by consensus in the
presence of majority of its members and if consensus is not reached the
final decision should rest with the Prime Minister. RADOR
[02] Cabinet meeting
The Government of Romania passed a draft Law on Thursday regarding speeding
up of economic reform. The draft is aimed at amending and completing
normative acts with follow ups for the process of economic reform and of
privatization,in this order;Emergency Ordinance of the Government
no.88/1997 regarding privatization of commercial companies, Government
Ordinance regarding leasing and leasing companies under no.51/1997,Law
no.64/1995 on judicial reorganization and bankrupcy,Law no.94/1992 on the
structure and activity of the Accounts Court as well as the legal framework
of real estate businesses gurantees. Also on Thursday the Cabinet passed
the Decision reading that oil embargo is set up against Yugoslavia, RADIO
ROMANIA ACTUALITATI informs its listeners. No oil under any form goes to
Yugoslavia from Romania with the exception of transports for diplomatic
missions of our country in Yugoslavia, those for the International Peace
Keeping Force and humanitarian transports. Ministry of Finance, the Home
Ministry, Transports Ministry and Ministry of Commerce as well as the
National Defense Ministry will work out measures of implementing the decree
of the Cabinet having a one week deadline for start of turning into deed
Cabinet decision. Person or persons that do not abide by the Law will be
punushed accordingly reads the communique received from the Government of
Romania.Also on Thursday the Cabinet passed a decision regarding the
structure and work of the Agency for capitalizing Bank Assets while an
emergency ordinance was passed to regulate salary ceilings of Agency

[03] PSDR National Council discusses merging with ApR
At a press conference that was organized yesterday leadership of PSDR-
Social Democratic Party of Romania- voiced dissapointment at the
unjustified delay of debates of draft Law initiated by Senator Ticu
Dumitrescu on access to files of former Securitate. On the other hand,
first vicepresident of PSDR Emil Putin said that Saturday the National
Council of PSDR discusses merging with Apr-Alliance for Romania- and new
conditions for doing it all the more so as local organizations make
preassure to speed up the merge.The PSDR leader mentioned by RADIO ROMANIA
ACTUALITATI said his Party will leave ruling coalition only after the two
parties merge although he is of the opinion that PSDR would much better
leave ruling coalition now as it has not found its due position in the

[04] Statements of Elod Kincses, candidate to UDMR Presidency
Mr. Elod Kincses who is Mr. Marko Bela's counter-candidate to the position
of UDMR-Union of Democratic Magyars of Romania- President released a new
political concept according to which UDMR must use all resources and
opportunities offered by the legal framework and the Constitution of
Romania to achieve the aspirations of the Magyar community of this country.
In the view of the Magyar radical leader mentioned by RADIO ROMANIA
ACTUALITATI a first step to be made would be use of Magyar language in
public administration with a view to reach autonomy. RADOR

[05] Romanian PM and leaders of the four main Trade Union Federations reach
understanding
Prime Minister Radu Vasile on Thursday unblocked negociations with the main
Trade Union federations whose leaders hope that the Government will observe
deadline jointly established says RADIO ROMANIA ACTUALITATI.According to
Government source mentioned by RADIO ROMANIA ACTUALITATI the Prime Minister
found solutions to discontent of the Trade Unions by amending the Law of
labour Conflicts by emergency ordinance. State Counsellor Peiu also told
our reporter that in as far as the statute of civil servants is concerned
the Prime Minister will determinedly ask the Permanent Bureau of the
Chamber of Deputies to bring back this draft law in the Plenum for debates
and if this is not possible then the Government analyses how they can enact
emrgency ordinance linked to the Law on the Statute of civil servants. With
regard to the new tariffs of electric power Mr. Peiu said the Prime
Minister and the four Trade Union leaders agreed that the Government should
release a normative act referring to this aspect. RADOR
[06] Titan Gardens go Chinese
General Council of the Municipality of Bucharest passed in its Thursday
session its accord of association with Chinese INS International Trading
Group to rebuild Titan Gardens: the accord covers a 49 year span of time
RADIO ROMANIA ACTUALITATI informs. The Company will invest fifty million
USD in the first six years while new building work will not go beyond of 10
per cent surface of the former IOR Gardens. City councillors say this will
be the largest Chinese gardens outside China with pagodas,life size
replicas of monuments, tea-houses, restaurants, health club, landscapes and

[07] Protest march and rally of miners at Poiana Rusca
Several hundreds miners of Poiana Rusca of the mines of Teliuc and Ghelari
organized a march and rally protesting closing down of primary flow at the
steel and iron combinat works of Hunedoara that also used iron ore from the
two above mentioned mines.Protesters asked local officials to amend
ordinances leading to dismissal of miners and for increased salaries.

[08] Programme of the visit paid by the Pontiff to Romania
The visit of Pope John Paul 2-nd to Romania is the first visit of a Pontiff
to a country having majority Orthodox population and it also is quite a
momentous occasion for ending disputes between Roman-Catholic Church and
Conclave of Orthodox Churches as Christian unity is being sought for the
last one thousand years.The programme of the visit includes talks with the
Patriarch of the Romanian Orthodox Church, with the President of Romania
and with Prime Minister Radu Vasile RADIO ROMANIA ACTUALITATI informs.The
Pontiff will pray while in Romania alongside RomanCatholic,GreekCatholic

[09] Statements of Romanian politicians
In an interview given by the PM of Romania to Television and Radio channels
among which the Romanian Radio Broadcasting Corporation Mr. Radu Vasile
said the following:"The people should be proud that the Head of the Roman
Catholic Church which is the great sister of the Romanian Orthodox Church
makes this historic visit to Romania". The President of PNTCD-Christian
Democratic National Peasants Party- Mr. Ion Diaconescu is of the opinion
that the visit of the Pope to our country has major significance as it is a
recognition of Romania having opened up to the Western zone of the
continent.In a statement which he made at the Parliament Palace the PNTCD
leader said the visit of the Pontiff to Romania is important under all its
aspects, the political one in the first place, if one takes into
consideration the position of the Catholic Church in the world. In his view
good relations of Romania with the Holy See do not represent breaking off
tradition or links with the Orthodox world. Now on a visit to county Arges,
the President of the Democratic Party,PD, Mr. Petre Roman said the visit of
the Pontiff to Romania is of an original ecumenical signicance and added
the visit of the Pope to Romania will place this country on a positive and

the visit of the Pope to our country and says this is a historic moment in
relaunching ecumenical dialogue between the Orthodox and the Roman Catholic

[10] Romanian visit of the delegation of the Austrian National Council
The President of Romania has received the delegation of the National
Council of Austria led by its President Hans Fischer. On this occasion Mr.
Emil Constantinescu conveyed an invitation to Austria to become member in a
three party organization alongside Hungary and Romania with a view to build
regional peace told RADIO ROMANIA ACTUALITATI spokesman of the Presidency
Mr. Rasvan Popescu who added that another project mentioned during the
reception is the turning of the University of Cernauti into a multicultural
university the President of Romania already having the support of the
President of the Ukraine in this sense, Austria having to contribute money
funds to the project. Spokesman Popescu said President Constantinescu also
reaffirmed interest of our country in the fastest possible conclusion of

[11] Polish Defense Minister visits Bucharest
RADIO ROMANIA ACTUALITATI mentions that the Polish defense minister Mr.
Janusz Oniskiewicz who is paying a visit to Romania said our country was a
very important partner for both Poland and for NATO transmits RADIO ROMANIA
ACTUALITATI. NATO circles appreciate determination and consistency of
Romania with regard to Kosovo said the Polish official after talks with his
Romanian counterpart,adding Romania's firm stand is not met with all
partners.The two defense ministers have convened to urge experts of the two
institutions to work out three bilateral military treaties in developing
technology, training and drilling of troops, defense policies and military
education. During talks with Romanian foreign minister Andrei Plesu the
Polish defense minister said Romania was a very important partner of both
Poland and the North Atlantic Alliance. Romania's foreign minister and
Poland's defense minister made an analysis of the situation in the region
and voiced their hope that a peaceful solution for solving the situation in

Exchange of Diplomatic Notes between the Romanian Mission to Brussels and
NATO Headquarters
The technical accord between NATO and Romania which was passed by the
Supreme National Council for Defense of Romania was materialized by an
exchange of diplomatic notes betweeen the Romanian mission to Brussels and
NATO General Headquarters Wednesday evening said Presidential Defense
Counsellor Dorin Marian mentioned by RADIO ROMANIA ACTUALITATI. Dorin
Marian made the statement yesterday during festivities occasioned by nine
years since the cration of the SPP which is the Protection and Guarding
Service in this country. Presented were some of the situations which were

[12] International Monetary Fund to analyse suppliment of the loan to
Romania
In June International Monetary Fund could discuss a suppliment to the loan
given Romania. According to the new stand-by accord recently signed our
country asked for a 475 million USD loan that should be augmented as a
result of nefarious impact of Yugoslav conflict on the economy of Romania -
the CNN reports. The IMF expects the Government of Romania to clarify stand
on the issues of reform and taxes.CNN recalls the fact that the economy of
Romania will witness a regress which is bigger than expected and adds that
our country is one of the four Central European states that requested to be
considered a front line country.Analysts are of the opinion that the
European Union could give an increased financial support to the countries
that have common borders with Yugoslavia adding that it is unlikely any of
the four front line countries could meet demands of European Union for

[13] Romania has enough wheat for bread making says the Minister of Food
and Agriculture
The Romanian minister of Food and Agriculture, Ioan Muresan said at a press
conference that our country has enough wheat to meet domestic bread making
needs a fact which in no case would justify the exagerated increase of the
price of bread. Mr. Muresan is mentioned by RADIO ROMANIA ACTUALITATI with
a statement according to which those that create an artificial wheat crisis
