The third phase is expected to finish until the end of September, and some 20000-25000 other people are thought to return to their soils during this phase. Emptied roads, just a few cars and people, closed shops - this is the panorama of Tirane in eclipse day. It seems that due to the lack of special glasses and other protective means, have made the capital inhabitants to attend the phenomenon from the TV. The specialists say that the partial eclipse, which begun in Albania some minutes ago, will be over at about 14.30 p.m. /A.A/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[05] A special glass to see solar eclipse costs 400 Leks in TiraneTIRANE, August 11 (ATA) - By Ardi Pulaj: 400 Leks was the price of a dark glass on Wednesday in the capital of Albania, Tirane, through which the inhabitants of Tirane can see the eclipse, which in Tirane and in Albania will be partial.A piece of glass in a rectangular shape in a dark colour, was sold 400 Leks today, but it had no guarantee on elimination of problems which can be caused by this eclipse. A list issued by this council shows that the number of people killed and massacred in Lipjan commune is 145. Divided according to group ages, the boys under 18 are numbered to be 16, while 25 others are approximately 25 years of age. In the fifth century before Christ, Herodote had written that Medes and Lidians settled peace on the occasion of eclipse. On July 12, 1656 the Parisians frightened by the solar phenomenon were sheltered into caves. In a date still not set by historians, Tintin was released by Inkasy in the " Sun temple", only because of the fact that he foresaw an eclipse. Xhufi, says a report of the information and press department of the Foreign Ministry, voiced his thanks for the aid that a number of ICO member countries and of the Secretary General himself, Mr Laraki, have provided in the presentation of the problem of Kosova to international organizations and in finding the ways for its solution. Mr Laraki voiced the readiness of the member countries of the organization he is leading to cooperate intensively with Albania in the future, especially in the economic field. He stressed that the stronger Albania is economically, the more it will contribute to the stability of the region and its integration into the European economic structures. Xhufi and Laraki condemned the policy of ethnic genocide of Belgrade in Kosova and voiced their will for a quick normalization of the life there. /dast/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[10] Prime Minister of Albania to visit KosovaTIRANE, August 11 (ata) - By E Nepravishta: Albanian Prime Minister Pandeli Majko is expected to have a two-day visit to Kosova, sources close to the press office of the Prime Minister reported to ATA on Wednesday.Official sources said that this visit of Mr Majko to Kosova will be mostly of a private character. PM Majko is expected to go to Kosova on August 13 where he will meet with personalities of all political spectrum in Kosova. This is the first time that Albania's Prime Minister visits territories of Albanians in Kosova. /lh/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[11] Cigarettes factory in Durres in financial difficultiesDurres, August 11 (ata) - By S.Gjordeni - Cigarettes factory in Durres is at financial difficulties due to the non selling of its production.According to the director of this factory Josif Sallaku, since a month no packet of cigarette is sold, especially DS and GENT type, while several private workshops not licensed one and do not any income in state budget are selling the packets of cigarettes by 23 when the factory is selling by 29 lek. According to Sallaku the situation is worsening passing the time taking into consideration even the entrance of contraband cigarettes. Th tax defined by the state for our factory is 11 lek on fiscal stems from 4 lek before. Meanwhile, the packets sold by 150 leks have the same tax with the 30 leks packets. This way Mr.Sallaku is expressing his concern on factory bankrupt. In 1992 the factory had some 800 employees, while now it dropped to 300 ones, who produce only one ton cigarette per day. This is a negligible quantity, but it is sold slowly, anyway. There are considerable cigarettes stock in the factory warehouses already. /s.s.Art/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[12] AFOR to displace its press centre in DurresTIRANE, August 11 (ata) - By Enkelejda Koraqi: The NATO press and information centre in Tirane will displace close to the the AFOR General Staff near the city of Durres, in the beach Plepa, lieutenant colonel Helge Eriksen, chief of information in that office told ATA on Wednesday.With the establishment of the office in Plepa, the information work about AFOR will continue until August 31, 1999, when this mission in Albania will terminate. The AFOR press and information office in Tirane operated for nearly three months, informing each day of the work of AFOR forces in assistance of the humanitarian mission in Albania. The AFOR-codnamed humanitarian mission will be finished on September 1. After it, another NATO force, named AFOR 2 consisting about 2000 troops will be installed in Albania. /lh/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[13] 10 of the proposed projects are approvedVlore, August 11 (ata) - Harilla Koci - 10 from 11 projects proposed by Vlora municipality are approved last days by a supplemental finance of some 1 million dollars that the Government accorded for this municipality.The news is confirmed by official sources of this municipality, which report also that the projects drafted by the native specialists were sent days ago to the Ministry of Local Government. After this the other procedures will occur in the coming days aiming at projects implementation. The 10 projects will be completed within this year. Meanwhile, in the countries of European Union, after the enforcement of the common currency, EURO, the "Duty Free Shop", lost this name. /dast/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[15] Albanian Army handed over a NATO administered campTIRANE, August 11 (ata) - By Enkelejda Koraqi: The refugee camp Rrashbulli 2 in the district of Kukes, set up by the Defence Ministry of the Czech Republic, was handed over to the Albanian army, Behar Metohu in the Public relations Department of the Defence Ministry told ATA.The camp was built by the Czech army to shelter Albanians of Kosova during the humanitarian crisis. Attending the ceremony were the Albanian Deputy Defence Minister Ilir Bocka, the charge d'affaires in the Embassy of the Czech Republic in Tirane, Jan Polach, the deputy director of UNHCR Oullet, etc. During the period of the crisis the Czech Republic contributed with an amount of about 1 billion Czech corona. About 218 USD were used for the construction of the camp Rrushbulli 2. The camp will serve in the future as a training centre for the army units. /lh/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[16] Workshop producing falsified soft drinks is foundTirana, August 11 (ata) - By D.Koca - The tax officers found these days a workshop, that produces several kinds of falsified soft drinks.According to the sources of tax-duties branch in Tirana, the private workshop is found in Shkoze area, close to former Autotractors Plant. But the owner to justify his production had even the license on performing this activity. "The place where the soft drinks are produced did not have the minimal hygiene conditions on production of these drinks", report sources from Tirana tax-duties branch. This workshop consists of four rooms located in tunnels or other hidden places, where Coca-Cola, soft drinks, mineral water,etc are produced. At the moment it is not known the total quantity of the products founf in this workshop. This is the second case that the tax officers in Tirana sequestrate a workshop, which produced falsified products in poor hygiene conditions. In June 1999 the tax police of Tirana sequestrated some 25 ton falsified drinks, like wine, cognac, soft drinks, etc. /dast/linda/. D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[17] Customs house in Hani i Hotit to be reconstructedKOPLIK, August 11 (ata) - By M Malja: Complete reconstruction of the customs house of Hani i Hotit, Malesi e Madhe will start soon, said to ATA the chairman of the district council, Luigj Rakaj.Rakaj said that 1.1 billion EURO by the European Union through the PHARE program will be used to rehabilitate the building of the customs house, to built the storehouses, the garage for long vehicles, to rehabilitate the national road in a 1.1 km distance by widening it thrice. It is the first time that the customs House of Hani i Hotit is being reconstructed since it was built 30 years ago. The border point of Hani i Hotit, 30 km from the city of Shkoder, the only point linking Albania with Montenegro, keeps being closed by the Yugoslav side since March 1997. Time and again the Albanian Government has contacted Yugoslav competent structures demanding the opening of the border point, but it still continues to be unilaterally closed. /s.sh./xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[18] Islamic Bank financing construction of water pipeline for 15 villagesKoplik, August 11 (ata) - By M.Malja - The water pipeline for 15 villages of Kastrati commune, district Malesi e Madhe, will be constructed by the finances of the Islamic Bank, told ATA the head of district council Luigj Rakaj.According to him the fund planned for the implementation of the project reached to 1 million dollars. The construction of the new water pipeline in Rjoll will make possible the nonstop provision of drinking water to the inhabitants of 15 villages of Kastrati comune. The operation on this water pipeline is foreseen to start after the organization of the tender on constructing company and to be completed within 2000. /lh/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[19] Albanian Defence Minister visits military forces with mission in Port of DurresTIRANE, August 11 (ata) - By Enkelejda Koraqi: The installation of "commando" troops to guard and administer the port of Durres will help the latter restore the efficiency and the authority of the state, said on Wednesday the Albanian Defence Minister Luan Hajdaraga during an inspection of "commando" troops deployed in the Durres sea port.The spokesman of the Defence Ministry said Mr Hajdaraga asked from commando unit leading staff to cooperate closely with other elements in the port and laid duties with concrete deadlines for the regulation, the entry cards for all the staff and other measures which would make their task more effective. In a meeting with the Prefect of Durres, Martin Cukalla, Minister Hajdaraga said that this is the most important step for the stability of the economic life in the port. The guarding and administration of the entry-exits in the port of Durres is a task of the Defence Ministry, namely of its commando troops. lh/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[20] Investments in public affairs realized by 65%Tirana, August 11 (ata) - By E.Metaj - The investments on public affairs in Albania during the first seven months of 1999 are realized by 65%, told ATA sources from the Ministry of Work and Social Affairs.From the total predicted value of some 459,1 million lek, the value of the investments to be realized during this period is some 297,5 million lek. The difference results to be some 161,6 million lek. The greatest expenditures are marked in Tirana, to which the greater fund is given, are some 68%, Elbasani 47% and Vlora 87%. Among the districts to spend the accorded part on public affairs is Korca and Fieri, respectively by 100% and 99%. Investments on public affairs aim at employing citizens, who are treated with economic assistance or are unemployed ones. /linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[21] CTAPA passed touristic studies on Dardha and Prespa areasTirana, August 11 (ata) - By M.Pupa - A meeting of the Council of Territory Adjustment in Republic of Albania (CTAPA) is held on Wednesday led by the Prime Minister Pandeli Majko.In this meeting held at the Ministry of Public Affairs and Transport the projects or urbanization studies of Dardha, Prespa, Korca, Tirana, Kavaje, Durres, ect, are discussed.The project on touristic areas of Dardha in Korca district, where the traditional construction will be kept and the familiar tourism will develop and the project on protection of National Park of Drenova is passed in this meeting. The other project passed in the meeting is the one on tourism developing in Prespa area, 7 villages of which will be equipped with regulator plans and will be oriented toward the development of familiar tourism. Prime Minister Majko and the head of CTAPA asked the study of these projects to foresee even the social problems, which can arise after the request on compensation of the properties of the former owners in Korca, the request is refused in project. The Council discussed even other studies related with the regulation plan in Kruja, piloted area in Bathore, the processing of solid materials in Tirana, Durresi, Kavaja, etc. /lh/linda/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[22] ADF and NGO-s to invest in Librazhd districtLIBRAZHD, August 11 (ata) - By M Lulja: The Albanian Development Fund (ADF) and non-governmental organizations operating in Librazhd district have invested and are investing even after Kosovars left for their homes, in some communes and municipalities of the district, said to ATA the chairman of the district council, Daut Bardhoshi.According to him, a fund of 300 thousand lek of the ADF was used for the construction of the aqueducts in village Mirake, while 800 thousand lek were used for the construction of two bridges in villages Tokez and Xhyre. The non-governmental organization "Word Vizion" of CRS will soon construct bridge in village Berzeshte to the tune of 840 thousand lek. This organization will also fund the construction of an aqueduct in the commune of Hotolisht. /lh/xh/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[23] Freights train kills two people and injures three othersTIRANE, August 11 (ata) - By U Bajrami: Two nationals remained dead and two others were gravely injured in a crash of a freight train and a car in the city of Durres.Sources of the Public Order Ministry reported on Wednesday to ATA that the accident took place on Tuesday evening in the cross section of the railway and the road, in the place called Fllake, where the goods train which was going from Tirana to Durres, crashed with a car Golf with four people in it.
