[01] Albanian scholar, member of Mediterranean Historians AssociationDURRES,Oct 18 (ATA)-By G.Kabashi, Albanian scholar Hasan Ulqini has recently become a member of the Mediterranean Historians Association.The president of this association, Prof. Bruno, communicated the decision of the association' presidency to Mr Ulqini through a letter addressed to him a few days ago. The membership of the 54-year-old scholar from Durres in the Mediterranean Historians Association, based in the Perugia university, is motivated with his important contribution to the studies published in the Italian language by the Institute of Maritime History, the Romagnole and Revante Studies Associations and the University of Bologna, with which Ulqini has long since been cooperating. Ulqini, scholar of the history of relations between the two Adriatic coasts and of the maritime history, has published 14 books as well as several studies in this field in the Italian language. Membership in the Mediterranean Historians ranks him among 50 scientific figures from 32 countries of the world. /s.sh/lm/ Albanian Telegraphic Agency[02] Elbasan demands to declare March 14-th local feastELBASAN, Oct 18 (ATA) By P.Zekthi The city hall council of Elbasan (center of Albania) will ask Albanian Parliament to declare March 14-th, named by natives as "Summer's day", a local feast with all the attributes of a holiday.The department of Culture by this Municipality made the proposal based on the early tradition of the celebration of this feast and all the other activities organised in the city of Elbasan. Besides the ritual of the family picnics in nice places and the cook of characteristic home-made cakes, March 14-th in the last decade has become a symbol of the cultural week whose activity preparations begin since the first days of the month. On the eve of this feast, which marks coming of the spring, in the past two years in Elbasan the National Festival of city folk song was organised. Many folk groups from all the regions of the country and Albanian territories outside Albania took part. /s.s./lola/ Albanian Telegraphic Agency[03] Majko convenes government; Kosova on the agendaTIRANA, Oct 19 (ATA)-By I.Luto,The latest developments in Albania as well as the measures taken about the situation on the border with Yugoslavia (Serbia, Mongtenegro), were the main topics discussed Sunday by the government, presided over by the chairman of the Council of Ministers, Pandeli Majko, the Ministry of Information told ATA. Minister of Foreign Affairs Paskal Milo spoke of the latest developments in Kosova, while the ministers of Defence and Public Order, Luan Hajdaraga and Petro Koci, provided information about the measures taken by the ministries they run to enhance readiness along the border with the Federal Republic of Yugoslavia. Minister of Local Government Arben Demeti presented the urgent measures underway for a better treatment of the refugees, who have left Kosova due to Serb genocide. The examination of four draft-laws were also on the agenda. The draftlaw on the people's lawyer, institutionalizes for the first time in Albania the defence of citizens' rights and freedoms from illegal and irregular actions by social sector bodies. The government also approved the draftlaw "On asylum to the Republic of Albania," several supplements and amendments to the Law "On organising Justice in the Republic of Albania" (changes carried out in consultation with experts of the Council of Europe), as well as another package of decisions dealing with public order. According to these decisions, all individuals or juridical persons who provide accurate information on large amounts of weapons and ammunition are rewarded five percent of the value of the uncovered weapons, and are guaranteed anonymity. The approved package also includes the decisions "On the protection and security of state institutions", "On financial food quotas in canteens, state scholarships and payments from the students' families" and two decisions on expropriation in the interest of the public of real estates, which will create the possibility of building the first subway in the Tirane-Vlore main road. /pas/lm/ Albanian Telegraphic Agency[04] Six Albanian chess players at World Championship qualifiersDURRES, Oct 18 (ATA) By G.Kabashi Albanian protagonists in World Chess Olympiad, which finished recently in Elista, Kalmyk Republic, will take part next week in the qualifiers of the World Championship of Euro- Asian zone, which will be held in Crete."The six chess players who represented Albania in the World Olympiad have got the right to contest in the Championship qualifiers, which is going to begin by the end of the week in Crete," coach of Albanian national team, the International Master, Fatos Muca told ATA. Besides the International Master, Altin Cela who lives and trains in Athens, the International Master Seitaj and the Masters of World Chess Federation, Sula, Karkanaqe and Rama, the 19-year-old Erald Dervishi, who has been awarded the title "International Great Master of Chess" and who at present studies Jurisprudence in Padova, Italy, has also confirmed his participation in this Championship. /pas/lola/ Albanian Telegraphic Agency[05] Ten international organisations in Has in aid of Kosova refugeesKRUME, Oct 19 (ATA)-By R. Hoxha,Ten international organisations are active in the district of Has (Northeastern Albania) to help overcome the difficult situation created form the daily arrival of refugees from Kosova. Among the main organisations are the OSCE, which deals with the border checking, UNHCR, with the enrolment of the refugees and distribution of emergency aid for them, HCC, with the first aid for them, THW with the reconstruction of buildings and the refugees' accommodation, and other organisations. The aid provided by these humanitarian organisations have been of priority in coping with the situation created after the influx of refugees in this district. Now they are helping to resolve the problem of heating and medical assistance as soon as possible. Meanwhile, in this district, the tiniest in Albania, with 24 thousand inhabitants, although with a daily influx of around 30 refugees, the number of the installed there does not exceed 900. /pas/lm/ Albanian Telegraphic Agency[06] "FLORYHEN": 200 thousand eggs per dayTIRANE, Oct 17 (ATA) By E.Xhajanka Durres base Italo-Albanian company "FLORYHEN", participator in the Agr.-Food Fair 1998, is the biggest egg producer in Albania.This company, created 7 years ago, covers considerably the needs of the consumer in all the country. "FLORYHEN" at present produces 200 thousand eggs per day and 100 million per year. The product reaches the consumer not longer than 24 hours from the moment it is produced, which has eliminated the need to use the refrigerator. The company imports 80 % of the food and provides the other 20 % in cooperation with the local farmers. In the future this company will build a factory to produce mayonnaise and dough for the candies in order to establish a closed cicle to use all egg production. /pas/lola/ Albanian Telegraphic Agency[07] An Italian and two Albanians arrested for drugs traffickingTIRANA, Oct 19 (ATA)-By Th.Thanasi, An Italian citizen residing in the U.S. and two Albanian accomplices, one with temporary residence in the U.S. and the other worker at Rinas airport, were caught on Sunday evening in possession of 2 873 gr of cocaine.The spokesman of the Tirana police department, Pellumb Seferi, told ATA on Monday that at around 22.00 on Sunday, the anti-drug police forces arrested Italian citizen Alessandro Feroglio, 21, born in Palermo, living in New York, accused of drugs trafficking. Feroglio was arrested after control in Rinas airport when he was coming from the U.S. to Albania. He was found in possession of four packages of cocaine, respectively consisting of 510 gr, 470 gr, 564 gr and 533 gr of cocaine, while 790 gr were hidden inside a plaster figurine inside his bag. The anti-drug police also arrested Albanian citizen Laurant Shehah, 22, born in Vlore and with temporary residence in New York, as an accomplice in transporting the cocaine, as well as Kastriot Petro, worker in Rinas, who helped the drug traffickers. This is the fourth case this year that drug traffickers coming from the U.S. are intercepted at Rinas and the first Italian citizen caught in this traffic. /pas/lm/ Albanian Telegraphic Agency[08] Albania exports 56 % of chrome to ItalyTIRANE, Oct 19 (ATA) By A.GjataAlbanian exports of mineral products are increasing. These exports have increased 16 % during the second three month period of this year in comparison with the first three months. According to the trade balance- sheet of Albania's Bank, mineral ores and fuels make up respectively 88 % and 11 % of the total. Italy keeps importing most of the chromium Albania exports. Oil exports from Albania to other states occupy 90 % of fuel exports. Exports of minerals are totally domestic, while those of textiles and shoes largely depend on the imported raw material. The ferro-chrome plant in Mat, which carries the main weight of this product on country scale, turns out over 65 tons of ferro-chrome per day. /lola/ Albanian Telegraphic Agency[09] Association to implement the human rights created in Saranda district.SARANDE. Oct, 19 (ATA) - By Sh.Shajno: The non-governmental association created in Saranda is called "The activists of the human rights". It will cover in its activity even Delvina and Gjirokastra districts.Kristaq Gjati, member of the presidency of this association, told ATA that its main aim is to help in implementing the human rights, to transmit these democratic, civilian and universal values in different social groups, mainly in scholar youngsters, teachers etc. Priority of this association will also be the organisation of seminars, round table talks, the qualification and training for getting acquainted with the human rights. Bajrami, Trial to revoke arrest order against Eqerem Spahia, chairman of the Legality party, was held at the Tirana Appeals Court on Monday.The judge-panel of the Appeals Court upheld the decision of the Tirana District Court, which ruled unlimited prison arrest for Spahia. Eqerem Spahia was arrested on charges of "organising armed uprising, participating in it and violating institutions". In today's trial the prosecutor of the case presented as material document a photo of the accused amid crowds of armed people and a video- cassette with Spahia speaking at the state television on September 14, declaring that "the Nano government was toppled" and "the situation was under the control of the Union for Democracy grouping". /pas/lm/ Albanian Telegraphic Agency[11] Games of fortune - mostly out of tax regimeDURRES, Oct 19 (ATA) By S.Gjordeni Most of the fortune games units in Durres operate without license."Over the 9 months of this year the incomes realised from the licensed units are 1.4 million leks or 2.8 million leks less than the plan. According to him, the low level of incomes has to do with the change of the number of slot-machines by the owners of fortune games units. Initially they register the full number of slot-machines and later they close and open them up to their wish in order to darken their activity. The persons engaged in this not licensed activity have been fined 400 thousand leks and 5 automats have been sequestrated. /pas/lola/ Albanian Telegraphic Agency[12] Trial to revoke arrest order against Sali Shehu postponed on WednesdayTIRANA, Oct. 19 (ATA) - By U.Bajrami: The Appeal's Court has postponed on Wednesday the trial to revoke arrest order against Sali Shehu, ex police officer. The reason for postponing the trial was the persistence of the accused attorney at law, who asked for the presence of his client in the lawcourt.Shehu was arrested because he is on charge of "participation in the armed uprising on mid Sept. and for violation of the institutions". A photo of Shehu while shooting towards the Council of Minister's headquarter was presented as a material prove. Tirana District Court decided "one month prison" as a security form for Shehu. In the meantime the attorney of law of the accused appealed and strongly asked for his client's presence in the court. This thing obliged the judge-panel of the Appeals Court to postpone on Wednesday the trial to revoke the arrest order against Shehu. Sali Shehu is an ex chief of one of the capital's commissariats during Meksi government. /pas/A.A/ Albanian Telegraphic Agency[13] Winter reserves sent to NorthPUKE, Oct. 19 (ATA) - By M. Malja: The supply with food items for the zones which are blocked during winter in the district of Puke (North) has started. Dede Pershpali, chairman of the district council, told ATA that this process is expected to end within November 15.Meanwhile, some 900 tonne wheat has been stored in the warehouses of the state reserves; that is the necessary quantity for the zones blocked during winter. A meeting, held recently with representatives of the local government in these zones, put forward their engagement to finish this process as soon as possible. It was also stressed the necessity to strengthen the control during the selling in order not to abuse with the prices. /pas/mt/ Albanian Telegraphic Agency[14] Some 22 health centers reconstructed within 9 monthsSHKODER, Oct. 19 (ATA) - By M. Malja: Some 22 health centers have been reconstructed in the district of Shkoder (North) over the last nine months.The director of the district health service, Gjovalin Rreshpja, told ATA that out of 24 health centers, damaged during last year's riots, some 17 of them were reconstructed with 20 million leks, allocated by the state budget. While with a fund worth 15 000 ECUs, financed by the humanitarian Italian association "Molesv-Movimdos," some 5 other health centers were restored. Rreshpja said that this association has accorded some 25 000 ECUs to be used for the construction of 10 new health centers in the region of Dukagjin. The director of the health service said that the works for the construction of these health centers are expected to be carried out within this year. /dast/mt/ Albanian Telegraphic Agency[15] Army shooting contest finalized.TIRANE, Oct 19 (ATA) - By E.Koraqi: In the shooting gallery of the "Skanderbeg" Army Academy was held on Monday the finale army shooting contest.In this planned activity presented their abilities about 150 soldiers and officers from different military units and wards of the Division of the Albanian Republic. In the contests which started a month ago, took place the military forces of the infantry, watery and air divisions,and weapons of different calibers and kinds were used. The Premier Pandeli Majko, the Defence Minister Luan Hajdaraga, the Chief of the Army General Headquarter, the Brigade General Aleks Andoni and other attache accredited to Albania and other members of Majko cabinet took part in the activity. The Prime Minister Majko, hailed the massage of this training, especially "for the delicate moment that the Albanian state is passing in the north of the country". Xhuvani: Albania's President Rexhep Meidani met Monday with the deputy President of the Foundation France Liberte -Danielle Miterand, Mr. Roland Merieux, an organization specialized for human rights with an active role mainly in the Balkans.The French friend presented to Meidani the activity of this foundation aiming at bringing closer the civil societies in the Balkan countries and increasing their role for a peaceful climate in the region, President's press and information office reported to ATA. President Meidani on his side, talking on the situation in Kosova, considered it very dramatic. The Albanian President declared that the French presence in all the fields in Albania is important and welcomed, and there are many French- speaking Albanians, mainly in the economic field. /dast/mt/ Albanian Telegraphic Agency[18] Deputy Minister of Public Order appointedTIRANE, Oct. 19 (ATA) - Based on the government decision no. 637, dated 18.10.1998, Ilirian Celibashi was introduced Monday in the Ministry of Public Order to the post of deputy Minister of Order.The spokesman of the Ministry of the Public Order told ATA that Celibashi was born in Skrapari on 2 October 1969 and he is a lawyer. He has worked as a lawyer in Fieri district, he has been also chairman of Mallakaster District Court in 1995 -1998 and then he has worked as a lawyer in the Appeal Court of Durres. At the same time he held two training courses in Italy in the field of jurisprudence. /A.Ke/A.A/ Albanian Telegraphic Agency[19] Public order and peace in Albania towards normalityTIRANE, Oct.19 (ata) - By Urim Bajrami: Public order and tranquility are going towards normality in Albania. Numerous police road checks have patrolled in the past nights the key and most problematic crossroads leading to and out of Tirane.The Government led by Prime Minister Pandeli Majko is working to fight against organized crime and to preserve public order and peace. Hence, besides other measures adopted by the Ministry of Public Order to fight organized crime, and the discharge of incriminated people who do not respond to the level of the fight of this crime, the government discussed Sunday another package of decisions concerning public order and peace. Another measure discussed in the government meeting was that for juridical individuals who give accurate information for great amount of weapons and munitions held illegally and who will be remunerated with the 5 per cent of the value of the munitions uncovered, guaranteeing their anonymity. According to specialists, the creation of special commando units seems to considerably lower the level of crime. It is also seen as an efficient measure against organized crime and which will lead to the normality of the public order across the country. /dast/xh/ Albanian Telegraphic Agency[20] Mediterranea to affirm Italian and Albanian artists in NovemberTIRANE, oct.19 (ata0 - By K Shehu: The cultural activity "Mediterranea 1" will open on November 7, 1998 in the Museum of National History. Its aim is to affirm Albanian and Italian artists and the different activities to be held in its context will last about 15 days.Under the patronage of Albanian President Meidani and the Italian President Scalfaro, and supported by the Albanian Ministry of Culture, the Foreign Ministry of Italy, the Italian Institute of Culture in Tirane, the Foundation Velija and the Cultural Association Mediterranea, this activity, the first of its sort, has been ideated and organized by the Italian painter Gaetano Grillo, who organized a year ago in Italy the project "Radio Tirana Fax." The activity Mediterranea 1 will focus mainly on visual art and on literature. The renowned painter Ibrahim Kodra will present in that activity a complete collection of his works. Taking part in this activity with their paintings will be 34 famous Italian painters and 14 renowned Albanian painters. The works of 20 Albanians poets and 34 Italian poets have been selected to be presented in the field of literature. This activity will also be accompanied with a 350-page volume translated in both languages and covering all aspects of the activity.
