  • [01] Albania's Democratic Party to continue road of protests - Resolution

    TIRANE, Oct.19 (ata) - The Democratic Party of Albania will use all democratic forms of powerful and continuous protests demanding from the judiciary to find and punish the organizers and killers of the democrat deputy Azem Hajdari.

    This was what the DP National Council decided through a resolution, in a meeting it held on Monday in Tirane.

    The Council considered as as unprincipled for the constitutional process the law on the referendum and asked that it be annulled and restored to the version of the referendum of 1994.

    In its meeting on Monday, the DP National Council discussed the political situation in Albania, reiterating the charge for the polarization and conflicting nature of the Albanian society. /xh/

    [02] Albanian Institute of Veterinary Searches to be named after Dr Bilal Golemi

    TIRANE, Oct.19 (ata) - By E Xhajanka: The Albanian Institute of Veterinary Searches (IKV) was named today, on the 70th anniversary of its creation, after Dr. Bilal Golemi.

    According to the IKV director Kristaq Berxholi, "the IKV was developed and consolidated on the basis of a small laboratory established in 1928 by Albanian scientist Dr Bilal Golemi." Berxholi said that IKV is an important centre to make the analysis and to diagnose various veterinary diseases and vaccines for animals and poultry.

    The veterinary service in Albania, in cooperation with IKV, help orientate towards accurate data on what happens in livestock with regard to different illnesses and how to fight them. /xh/

    [03] Berisha does deliberately distort facts - Prosecutor

    TIRANE, Oct.19 (ata) - By Th Thanasi: Agim Tirana, Head of the Investigation Department in the Attorney General Office reacted to declarations on Sunday by DP chairman, Sali Berisha, that former attorney of Fatos Nano is investigating into all judicial cases for DP figures.

    "I don't know on what basis does Berisha make such declarations," said to ATA Prosecutor Tirana on Monday.

    According to him, the claims of Berisha that Tirana has investigated or is investigating himself into the judicial cases of the attempts on Azem Hajdari's life in the Parliament, in Milot, in Tropoje, the case of Blerim Cela and the killing of Azem Hajdari, "are concocted and do not respond to reality."

    Some of these judicial cases have started earlier than November 20, 1997 when I came to the present post," said Tirane.

    He underlined that the case for Hajdari's wounding in the Parliament on September 18, 1997, has been investigated by the deputy prosecutor of Tirane prosecutor's office, Beqir Kokoshi, that of the attempt to Hajdari's life in Tropoje is being investigated by the prosecutor's office of Tropoje, the case for Blerim Cela is being investigated by the military prosecutor's office, while that of the so-called attempt to Hajdari's life in Milot is not true.

    "The car Hajdari was travelling with in Milot was not hit by weapons, " stressed Tirana. He added that "this has been proven by a group of experts through special analyses."

    With regard to the killing of deputy Azem Hajdari, Tirana confirms that the investigation for this question is being made by a prosecutor and two officers of judicial police of the Tirane district prosecutor's office.

    "I have not inquired and I am not investigating into any of these cases which Berisha says I am the only investigator dealing with them," said Tirana.

    "Berisha wants to create the idea of a political prosecutor's office and mentions my name as former attorney of Fatos Nano, creating extremely artificial links," said Agim Tirana, Head of the Investigation Department in the Attorney's General Office. /pas/xh/

    [04] Greece, main supplier of Albania with food items

    TIRANE, oct.20 (ata) - By A Gjata: The imports of food items, drinks and tobacco in Albania have marked an increase since the beginning of the current year. During the second quarter of this year, the imports rose by 8 per cent. Greece is the main country from which Albania imports the largest amounts of food items and meat.

    The imports of food articles with a cereal basis take 36 per cent of the imported total. Over 40 per cent of this amount has been imported from Greece, 32 per cent from Italy and 18 per cent from Turkey. Albanian traders have found more favourable markets in Greece for the purchases of drinks. 69 per cent of the total amount of imported drinks comes from Greece and 20 per cent from Italy. As for the sugar imports and its by- products, Italy takes 85 per cent of the total amount and 9 per cent comes from Belgium.

    Meat is imported to the amount of 53 per cent from Greece, 38 per cent from Italy and 3 per cent from Hungary and Belgium. The imports of fish, 96 per cent of them, have been brought for processing in factories of tinned fish, (established in some coastal cities in Albania.) The Albania's trade of fish has been conducted 69 per cent with Greece and 31 per cent with Italy. /xh/

    [05] 10 000 tons of wheat for northeastern areas

    DURRES, Oct. 20 (ATA) - By S.Gjordeni: "Bajtia" ship with 10000 tons of wheat, part of the 26 000 tons of wheat aid accorded by the US government, is being unloaded in Durres harbor. According to the dispatcher of the port, this amount of wheat is destined to northeastern parts of the country, which are blocked with snow during the winter period.

    A part of this aid consisting on 15 000 tons of wheat, was unloaded in Durres port at the beginning of Sept. /pas/A.A/

    [06] DP must not speculate politically with name of deputy Hajdari - PM Majko

    TIRANE, Oct.20 (ata) - By E Nepravishta: Referring to a DP claim in the recent meeting of the National Council of the Democratic Party that "by a special order hundreds of people have been sacked only because they have paid homage in their districts to the memory of the work of Azem Hajdari, or have taken part in his funeral procession in Tirane," Albanian Prime Minister Pandeli Majko said on Tuesday that: The Albanian Government has not issued or executed any special order for the dismissal of employees of the state administration for the motives that DP declares.

    The Albanian Government asks DP to make public and denounce this order if they have it. If not, the Government has the right to consider it a slander which aims, above all, to manipulate for political interests the tragedy of deputy Azem Hajdari.

    PM Majko pointed out that the Albanian Government demands from all employees in the state administration that in case they have any politically motivated trouble with regard to the killing of deputy Hajdari, to address it to the set administrative and judicial structures.

    Repeating the readiness to support powerfully the judiciary which are investigating into the case of Hajdari's killing, the Government demands from DP to stop political speculation under the name of deputy Hajdari and to respect the request of his family for peace and reconciliation, writes Prime Minister Majko in his pronunciation. /pas/xh/

    [07] Culture Ministry prepares the draft on Live Spectacle

    TIRANE, Oct. 20 (ATA) - By K.Shehu: The Culture Ministry is engaged lately in drafting the project law of "Live Spectacle", draft which is foreseen to become a law in Spring 1999.

    Sources from the Culture Ministry told ATA that this draft is considered as a main step of the administrative reform that this institution is to carry out.

    In this draft will be included all the activities that have to contact the audience. The specialists will be based in models of other states which have a law on Live Spectacles for the drafting of this law. /pas/A.A/

    [08] Durres cigarette factory reduces prizes of its production

    DURRES, Oct. 20 (ATA) - By S.Gjordeni: The cigarette factory in Durres is obliged to reduce the prices of its productions. The reason is the dishonest rivalry due to smuggling.

    The director of Durres cigarette factory, Josif Sollaku, told ATA that the prizes of cigarettes will reduce to soften the effects of dishonest competition through smuggling.

    "Porti" packets of strong red cigarettes cost 60 leks and its prize will be reduced to 43-48 leks, while the soft cigarettes of this kind are to be sold 34-38 leks. Strong "Diamant" cigarettes cost 65 leks and are to be reduced to 42-44 leks while the soft cigarettes of this kind will be sold 32-34 leks. "DS" and "Genti" will be sold 30 leks each.

    Sollaku said that there are about 30 tons of stock cigarettes in the warehouse. The non-selling of these cigarettes has caused a damage of some milliard leks. The blocking of these cigarettes is due to the looting of "Winston" cigarettes in Lunder state warehouse on Sept. 14. "Winston" cigarettes have occupied the market costing 45 leks in the wholesale trade and 55 leks in retail business, added Sllaku.

    This factory, the biggest one in the country has given the state budget about 139 million leks only from the excise for the 9 month period, without considering other taxes. /pas/A.A/

    [09] 10 million leks for Juba aqueduct

    SHIJAK, Oct. 20 (ATA) - By G.Kabashi: About 500 families of Juba villages area, situated 20 kilometers on the north of Durres district, will soon be provided with running water from the new aqueduct.

    The Director of the Aqueduct Enterprise, Ardjan Radovicka, told ATA that for the building of this aqueduct are accorded 10 million leks. The proceedings will be carried out by the Albanian company "Mivar", that is winner of the tender organized for this aim.

    In the ceremony organized late on Monday, on the occasion of the beginning of the work for building the new aqueduct, took place the Public Work and Transport Minister, Ingrid Shuli and the deputies Zihni Beqiraj and Alush Xhihani. /pas/A.A/

    [10] Albanian stealers of vehicles arrested

    TIRANE, 20 (ATA) - By Th Thanasi: Three stealers of some vehicles were arrested last Monday evening in Tirane. After the stealing, they used to sell them in form of spare parts in the service station Sara, where they worked.

    The spokesman of the police department of the prefecture of Tirane, Pellumb Seferi, told ATA on Tuesday that forces of the police commissariat 2 of Tirane, arrested last Monday the citizens Bilal Zadeja, 37, Elvis Lika, 24, and Rifat Peposhi, 46, residents in Tirane, who were employed in Sara service station.

    The detainees are accused of theft and of selling of other's property. In Sara service station, police blocked the number plates of the three stolen cars, their documents and the spare parts put for sale. Police also noted 38 other number plates, various documents and parts and are investigating into the activity of the detainees. /pas/xh/

    [11] "The youngsters of Tirana town hall" ensemble in International Folklorist Festival in Tunizi

    TIRANE, Oct. 20 (ATA) - By K.Shehu: "The youngsters of Tirana town hall" assemble will present its repertoire in the International Folklorist Festival in Tunizi, which will be held in Nov.2-9.

    The ensemble will be introduced with a special program where from Mid and North Albania are to be presented. The artistic director of this enssemble is Ramazan Kellezi.

    Created in 1992 by the students of ballet school( dance group), and with an orchestra made up of students of Art Academy and Art School, "The youngsters of Tirana town hall" assemble has have a rich activity in the country and abroad, and is awarded several different prices.

    Recently this assemble took part in Vilkaldi Festival in Italy, where it was introduced with folk songs and dances from all parts of Albania, and was awarded the third prize.

    The ensemble is financed by Tirana town hall for all its activities at home and abroad. /pas/A.A/

    [12] Sewage risking Tirane, emergent solution demanded

    Tirane, oCT.20 (ATA) - By G Dilaveri: The sewage system in Tirane is totally in degradation and needs urgent intervention, said to ATA the director of Road-Sewage Enterprise in Tirane, Pashk Shkurti.

    "The sewage, whose maintenance is a task of this enterprise, was constructed in 1960-1962, with a guaranty of 20-25 years. As this deadline has expired, 80 per cent of the is certainly worn away," says Shkurti.

    A negative impact on the sewage system has been the constructions made on it. The diameter of this system sewers, meant for 25 000-300 000 inhabitants, cannot serve the present Tirane with 650 000 inhabitants.

    According to the director, the total reconstruction of the sewage needs great funds. But the funds of the enterprise in the past three years have been 50 per cent lower than before, while the prize of the materials needed for the reconstruction are very high. In January-August period, the enterprise has repaired 8 046 linear meters of sewers, said Shkurti.

    The whole sewage of Tirane, without its outskirts, is 520 km long. /pas/xh/

    [13] Constructions without permit in beach of Durres

    DURRES, Oct.20 (ata) - By G Kabashi: The several hectare area, from the surrounding wall of the sea port of Durres (eastern part) to Teuta section in Durres beach, has been damaged by the constructions made without permit.

    According to data from construction police in Durres, there are more than 80 constructions illegally made in the last two years.

    Specialist of Urban Office in the district council, Dorjana Trimi, told ATA that the study of the beach tourist area envisages the respect of the regulatory plan of '80s, drafted by the town-hall of Durres. According to this plan, only a row of plots of 2 500 square meters each along the national road Durres-Kavaje, has been restored to the former owners for constructions which will cover no more than 40 per cent of the whole area.

    This zone, which at the beginning of 90s was completely free and was used as a beach for people coming from outskirts of Durres on foot, was at first filled with kiosks built on provisional permits, and the adoption of bunkers into bars. After 1997, illegal several-storied buildings were built a few meters off the shore. /pas/xh/

    [14] 64 per cent of crimes in Durres committed by youths

    DURRES, Oct.20 (ata) - By S Gjordeni: Statistics for the past 9 months in the Durres district court show that 64 per cent of the crimes are committed by youths.

    Bardhosh Bari, chairman of this Court told ATA that the youngsters from 14-18 years of age who have been sentenced by that court, have committed penal acts, while the age-groups from 18-26 have committed 76 crimes. 35 other crimes were perpetrated by people between 27-40 years of age, while only 7 people over 40 years of age were involved in crime, he added.

    Twenty of these penal acts are killings, attempted killings, wounding of people and armed threats, 23 thefts and violent looting of people and objects, while 42 people are sentenced for illegal possession of arms.

    According to specialists of crime, the reasons why youths rank first in crimes is their abandoning of school, unemployment, use of narcotics and illegal possession of arms. /pas/xh/

    [15] Stock-breeding lab analysis to be done in Hasi district

    HAS, Oct 20 (ATA) - By R.Hoxha: Laboratory analyses for different deceases in stock-breeding, now are to be done within Hasi district (northeast of Albania).

    The District Agricultural Director, Azem Mazreku, told Ata that a laboratory is to be set up, reconstructing an existing building, and added that such a thing will make possible a more efficacity struggle against the deceases in stock-breeding.

    The stock-breeding is considered as the main branch of the district's economy. According to Mazreku, 70% of the Hasi farmer's income come from stock-breeding.

    Actually these farmers have a total number of 42.069 heads of cattle. The 3% decrease of the number this year, was due to the displacing of the population towards other parts of the country. /s.sh/A.A/

    [16] Serb forces redeployed near villages Llapashtive and Obrance

    PRISHTINE, Oct.20 (ata) - Serb military forces redeployed yesterday in the place called Tabet of Llapashtice, between villages Llapashtice and Obrance, from where they had left last Friday after a two months staying in that region, the Kosove Information Centre reports.

    According to LDK sources in Podujeve, the military forces have come from Prishtine in a convoy consisting of about 70 military vehicles, among which 50 tanks, and it is presumed that they are the same forces which had left last Friday.

    The previous day, 40 tanks and other armoured vehicles of Serb forces have come from Ferizaj in village Doganaj of Kacanik and have spread in quarters Lekaj and Koxhaj, while some Albanian families of this villages have fled. /p.ta/xh/

    [17] Measures to conscript new soldiers

    SHKODER, Oct 20 (ATA) By M.Malaj New conscript soldiers was the focus of attention at Tuesday meeting, organised by Shkoder Governor, with representatives from the local governments and the conscription departments in Shkoder, Puke and Malesi e Madhe.

    Pellumb Dani, the official covering army and public order problems of this Prefecture, reports that the conscription plan regarding the new conscript soldiers on local scale is realised only 22 %.

    Thus out of 180 new soldiers to be conscripted in Shkoder 56 alone have been conscripted, Malesi e Madhe has conscripted only one out of 50 planned and Puke none.

    In his speech, Governor Lacaj, urged the representatives of the local government to have a closer cooperation with local conscription departments in order to realise the new conscript soldier plan within two weeks.

    A working group, suggested by Lacaj, was set up to follow step by step the accomplishment of this task. The persons who will not present themselves to these conscription departments within 15 days, will be legally prosecuted. /dast/lola/

    [18] Ten persons involved in March '97 events, protagonists of latest violence in Tirana

    TIRANA, Oct 20 (ATA)-By Th. Thanasi, Inquiries into the September 14 '98 events, when state institutions were violated in Tirana, have proved through video-cassettes that several of the persons taking part in this violence were also involved in the past year events.

    At least 10 persons were identified as pursuers of criminal activities. These persons involved in the past year events are among the main protagonists in the violence against state institutions in Tirana on September 14 of this year, sources from the Investigation Department of the General Prosecutor's office told ATA on Tuesday.

    The persons, identified through the cassettes and the statements at the disposal of the Prosecutor's office, have attacked state institutions even with antitank.

    "For the time being their names, for investigation reasons, will not be revealed," the sources said.

    For all these persons the prosecutor's office has issued arrest warrants but, according to police, all have left to unknown destinations. /dast/lm/

    [19] New police chief presented in Shkoder

    SHKODER, Oct 20 (ATA) By M.Malaj The Police department in the prefecture of Shkoder, beginning from Tuesday, will have its new chief.

    Hasan Ahmetaj, Police Director General at the Ministry of Public Order, on Tuesday presented the new chief of the Shkoder police department, lieutenant-colonel Albert Pilo, to the local police staff.

    Pilo, former chief of Police Commissariat 2 in Shkoder district, replaced Vajdin Lame, who is appointed to another position.

    Pilo has been the fifth chief of the Shkoder Police department since April last year. /s.sh./lola/lm/

    [20] New commander of Guard of Republic presented

    TIRANA,Oct 20 (ATA)-By U. Bajrami, By decree of the President of the Republic, Prime Minister Pandeli Majko on Tuesday presented the new commander of the guard of the Republic, Arben Cuko.

    Lieutenant-colonel Arben Cuko has been an officer for ten years. He has been commander of the commando-troops school in Zall Herr and lately specialist at the Ministry of Defence for training the commando troops, the spokesman of the Public Order Ministry told ATA.

    Cuko replaced in this office the former commander of the Guard, Haki Licaj, injured on September 13 while guarding state institutions. /dast/lm/

    [21] Rahovec: Classes begin in one elementary school

    PRISHTINE, Oct 20 (ATA)

    The classes began in the elementary school "Rilindja" in the village of Qifllak, commune of Rahovec, Kosove Information Center (KIC) reports.

    The children from the villages of Kramovik, Guri i Kuq, Polluzhe and Dobidol are attending this school, but the number of the pupils is very small due to the situation, which makes impossible ethnic Albanians to return home, KIC says.

    Qifllaku, with 120 families, is one of the biggest villages of this region. The people fled the village during Serbs offensives, who destroyed and looted three fourth of the houses. 35 houses alone could escape while the school building, though gravely damaged, was reconstructed by the inhabitants.

    "Serbian military and police forces keep being present in the village of Kramovik in which one family alone lives while around 110 other families fled," Tahir Thaci, concerned with education from the village of Qifllak, says.

    Also in the village of Guri i Kuq, with around 80 families, only a small number of inhabitants have remained. This village, just as Dobidol, was destroyed while in Polluzhe, in which 1190 families lived, only six houses have not been affected, Thaci says. /dast/lola/

    [22] Public Order forces fight organised crime

    TIRANA, Oct 20 (ATA)-By U.Bajrami, The local police of each prefecture have been fully engaged in the fight against organised crime and maintenance of law and order.

    Sources from the Public Order Ministry told ATA on Tuesday that the public order forces in all the inhabited centres of Albania are determined to fight organised crime, contraband and maintain public order.

    The order forces, backed by special units of Tirana or mobile units of the prefectures check the road axes, which earlier were risky for passengers because of looting by armed bands.

    Meanwhile, control has been tightened also in the border areas with Montenegro and Serbia, the sources explain. /dast/lm/

    [23] Full support of Switzerland for Albania reconfirmed

    TIRANA, Oct 20 (ATA)-By I.Luto,

    Albanian secretary of State for European Integration Maqo Lakrori had a separate meeting with President of the Swiss Confederation and Foreign Minister Flavio Cotti on October 18.

    They discussed the crisis in Kosova and efforts to resolve it and pointed to the advantage of establishing the OSCE verification mission there and the NATO planes' air checking.

    The two stressed the indispensability of continued international pressure, also including the possibility of the NATO air strikes to force Belgrade to comply with the demands of the Security Council Resolution.

    Cotti said that Switzerland will powerfully back the OSCE Verification Mission in Kosova financially as well as with personnel.

    Referring to issues on the further development of Swiss-Albanian bilateral relations, Cotti reconfirmed Switzerland's full support for Albania and expressed belief in the performance of the new Albanian government.

    Lakrori, is visiting Switzerland at the head of Albanian delegation attending the international conference "Governing and Participation: Integration of Diversities", held by the OSCE. /dast/lm/

    [24] Fourth International Agr.-food fair closes

    TIRANA, Oct 20 (ATA)-By E.Xhajanka, The fourth international agr.- food fair, held in the spaces of the National Fair Centre with the participation of 40 firms active in Albania, closed today.

    "It was a qualitative fair in which many contracts were reached between firms and aims of foreign companies to produce in perspective in Albania were expressed," Agron Jano, president of the "Expo-Prima" company, which held the fair, told ATA.

    The fair was regarded by the businessmen present as a revival of the hope for the Albanian economy.

    "Expo-prima" realised this fair, after several successful fairs and exhibitions held out of the state such as Portugal, Italy, Switzerland and other states. /lm/
