[08] ALBANIAN DEMOCRATIC PARTY DEMANDS ANOTHER ELECTORAL LAW

TIRANE, JAN 5 (ATA) - By Aurel Simoni: The Albanian Democratic Party is preparing a new draft law on elections, the chairman of DP, Sali Berisha told a news conference on Monday.

Berisha spoke of an intensive work of the departments formed after DP became an opposition party, adding that the draft law on elections is one of the main directions of this work.

Berisha said that the draft law will be based on the majority system, but he gave no details, but added that he would present the law to the press another time.

In their last discussion on the electoral law before June 29, 1997 elections, the democrats insisted in the majority character of the law, opposing all other parties which favoured a mixed or pure proportional system.

In the May 26, 1996 polls, DP prepared an electoral law, exploiting its parliamentary majority and by breaching, according to other participating parties, the agreement reached in the round table of 13 political forces held at the beginning of 1996.

At the end of the last year, the Albanian Parliament Speaker, Skender Gjinushi, spoke of an amendment to the electoral law, but he gave not details on the issue. kei/xh/k

[09] 1998 WILL BE THE YEAR OF THE CONSTITUTION - Godo

TIRANE, JAN 5 (ATA) - By Aurel Simoni: 1998 must be the year when the Constitution of Albania will be approved, said on Monday the co-chairman of the Parliamentary Commission for the preparation of the Constitution, Sabri Godo.

"This country cannot continue any longer without a constitution," said Godo. "I don't understand the stance of some parties, there is no reason for the Constitution not be be made."

He added that "the Constitution is for all, we cannot say that it can be made when we come to power," said Godo referring to the stand of the parties of the Union for Democracy, which have boycotted the constitution commission.

The leader of the Democratic Party, Sali Berisha, said on Monday that he would discuss the issue of the constitution only in a round table talk of the parties.

"We have been for this table," said Godo, "not as an institution which would replace the Parliament, or other state institutions, but as an aid for them."

"Actually, the table discussion has been prevented by the Socialist Party," said Godo, "because it has not observed one of the points of the agreement of the parties in the latest meeting of the round table regarding the control on the Television and the Democratic Party is sticking to this point." ssh/kei/xh/k

While the DP leader, Sali Berisha, said on Monday that this party is preparing the draft of the electoral law.

"DP should take part in the parliament to make draft laws,' commented the stand Imami.

"It is good to work since now for a draft electoral law," said the other chairman of the Constitutional Commission, Sabri Godo, "but it must not be an annex to the Constitution."

Berisha spoke on Monday about the majority system of the law, while Godo opposed it saying that in the real conditions of Albania, an electoral law based on the proportional system would be a good thing. ssh/kei/xh/k
