  • [01] MEETING OF THE ALBANIAN GOVERNMENT

    TIRANE, JAN 6 (ATA) - The adoption of a package of draftlaws and decisions which are related with agreements and draft agreements between the government of the Republic of Albania and the Macedonian Government were on the agenda of the meeting of the Government held on Monday under the chairmanship of Deputy Premier Bashkim Fino. The department of information and media of the Council of Ministers reported that the package has to do mainly with the border regime between the two countries, instigation and protection of mutual investments for the trade and economic operation, cooperation among customs administrations, in the fields of veterinary and agriculture, etc.

    A special group also were the draft agreements related with the extraditions, execution of court decisions and mutual assistance in penal and civil cases.

    The draft agreements will soon be discussed by working groups of experts of both parties, and are expected to be signed during the visit that an Albanian high ranking government delegation will pay to Skoplje.

    Also some decisions were passed related with the draft agreements of the Albanian and Italian governments for the administrative assistance in the prevention and discovery of the customs abuses.

    Also some decisions for the initial capital of the Albanian Agency of Guarantee were passed along with the decision for the solution of the question of housing for the families whose homes will be covered by the reservoir of Boville, southeast of Tirane. ssh/pas/xh/

    [02] SIX MONTH COURSE JURISTS STAGE STRIKE IN CATHOLIC CHURCH

    TIRANA, JAN. 6 (ATA) - A group of jurists, graduated from a 6 month course on law, staged Monday a strike in the premises of the Catholic church, in vicinity of the high school "Partizani." According to the Interior Minister, Neritan Ceka, the order bodies were informed by the priest of this church, who told the police that the strikers have stormed the object of cult. "The complaint of the priest forced the order bodies to take the necessary measures to set free the object of cult, violated by these persons, declared Ceka. This is one of the most flagrant and irresponsible cases that the people, instrumentalized by the policy of tension, have ever made in Albania, by violating the objects of cult."

    The jurists, graduated from a 6 month course on law, have protested against the decision of the Justice Ministry regarding their diplomas and the functions they actually carry out in the Albanian justice. This contingent, although educated superficially, has headed recently the justice bodies, often accused of incompetency. /mt/

    TIRANA, JAN. 6 (ATA) - Zeri i Popullit entitles its editorial "Berisha is Berisha." "He is predisposed to destroy and unable to construct," reports the paper. On the third page the paper publishes a statement of the SP press office, under the title "Berisha continues the strategy of the country's destabilization." With regard to the state budget for 1998, the paper writes "4.3 million leks for the construction of roads." The paper writes on the fourth page regarding order and smuggling "Police officer killed," "Two long vans with smuggling goods detained," "Police strengthened - crime decreased," and others.

    On the fifth page the paper carries a comment of the BBC analyst "The toppling of a state, modeled according to fascist principles." The paper also carries an article regarding the danger for the demolition of the fortress of Kruje.

    Rilindja Demokratike writes on recent events in Southern Albania. "Patos in police terror. The town in revolt," reports the paper. On the fourth page the paper carries the article "Gjinushi, the enigma of the massacre in Vlore." "DP is prepared to rule the country," is the title of the article regarding the news conference of DP leader Sali Berisha. "The traders throw food staff in garbage," writes the paper, quoting the association of the Albanian consumers: "The state does not adopt the laws on prices."

    "Crime attacks state. SP and DP offer revolutionary solutions," is the title of an editorial in Republika. "Scandal of theft and clearance in Albeptrol," writes the newspaper in its second page. Republika reports that the number of policemen on duty will be cut. "The incriminated to be dismissed from jobs, along with the policemen who have no education," the paper cites the Interior Minister Neritan Ceka. The newspaper carries an interview with the chairman of the Republican Party Mediu and a pronunciation of former RP leader, Godo. "Berisha will demand leninist law on land to be annulled," the paper cites Godo. "Prosecutors of Tirane, Durres and Vlore to be investigated," the paper writes in relation to the question of trafficking. "State of war restored in the city of revolts after a policeman was killed," writes the newspaper referring to latest events in Vlore. "VEFA's money used in political game of cards" is the title of another article in this paper. "Nano hands in. VEFA receives permission to distribute money" and "Government: Money only for Vlore," writes the newspaper.

    Koha Jone writes in its first page "Albanian mafia explodes." On its second page the newspaper carries the article entitled "Trap laid to criminal chief," under the headline "Mystery of the tragic event in Vlore: execution of the policeman prepared." The newspaper publishes a report on six people arrested in Gjirokaster as bank robbers in March 1997. The news conference of the democrat leader Berisha is covered in the fifth page of Koha Jone, which cites Berisha saying "We are completely prepared for a sure victory in the spring elections." On the same page, this paper carries another pronunciation from DP by this party's ex-leader, Tritan Shehu. "Elections, the other year," the paper cites Shehu under the headline "DP splits. The ex-leader offers a formulae different from Berisha's."

    "Albanian supergang siezed," is the title of another article of the newspaper referring to an Albanian gang cooperating with a Greek mafia organization which was uncovered. "Anti-crime, now ties with many states," writes the paper with the subtitle "Relations with Turkey, Greece, Yugoslavia and Bulgaria." Referring to the question of Kurd emigrants, the newspaper writes of an alliance between the Turkish and Albanian mafia, a conclusion reached by Italian investigators. In its 17th page this paper carries a reportage on the celebration of the New Year in Athens: "Albanians together, voluntarily," writes the paper.

    "Albania" newspaper entitles its editorial "The coexistence of the state with the crime." "Massacre in Fier," "Vlore smeared with blood," and "The owners of speed boats fight in the center of the town," are three of the articles published on the second page of the paper. The paper carries a report which says that an indictment has been deposited in the General Prosecutor Office against the chairman of the Tirana Court, Pajtim Hoxha. Under the title "Technocrat government for new elections," the paper covers the news conference of the Democratic leader, Sali Berisha. On the third page, the paper cites the Albanian writer Ismail Kadare "The state was toppled by the bandits and swindlers." The paper also publishes an article written by the democrat deputy Azem Hajdari, under the title "The socialists are destroying Albania," and under the headline "The rejection of the corridor East-West, proof of the anti-national strategy of this government. With regard to the legalization of the Albanian emigrants in Greece, the paper writes "The legalization of emigrants warns another deportation."

    "The police -victim: The crime in revenge, the state still silent," is the editorial of Shekulli. On the second page, the paper writes that by the end of January some 2000 policemen will leave the work. The paper cites Minister Ceka "The disarmament will be realised within May. We will take the weapons wherever they are." With regard to the investigations of the parliamentary commission on the events of spring 1997, the paper reports "The enigma of participation of two foreign secret services in the event of February-March begins to uncover," and "It is suspected of a collaboration between SHIK and the Turkish secret service." The paper highlights the news conference of the DP leader under the title "Berisha: Technocrat government, or otherwise there is no order." On the page Finance-Economy, the paper covers the meeting of Albania's Foreign Minister Paskal Milo with representatives of the Organization of the Albanian free entrepreneurs. "Greece wants the 8th corridor," is another article of the paper.

    "1998, the year of Kosova," writes newspaper Rilindja. On its first page the paper carries a report saying that blasts in some police stations in Kumanove and Prilep in the FYROM have ruined several of Macedonian police vehicles. "Albania could not be included in Dayton," this paper cites democrat leader Berisha."Announcement on elections, an important event for the Albanian people" writes this paper in its second page regarding the coming elections in Kosove.

    "Terror in police" writes Gazeta Shqiptare in the first page. While in the third page it publishes an article entitled "Terrorists of the South uncovered," and subtitle "Seven people detained, the Court signs their arrest." "Elections, the big heads in contest," writes the paper with the subtitle "SP and DP start new year with confrontation." "Despite the fact whether Berisha wants or not, the Constitution will be made this year," the paper cites the former republican leader Godo, co-chairmen of the Parliamentary Commission for the preparation of the constitution. pas/mt/xh/

    [05] CONFLICT PARLIAMENT-CONSTITUTIONAL COURT TO BE SOLVED WITHIN JANUARY

    TIRANA, JAN. 6 (ATA) - By A. Simoni: "I hope that the conflict between the Parliament and the Constitutional Court will be solved within this month," declared Tuesday the chairman of the parliamentary commission of laws, Fehmi Abdiu.

    "There are still possibilities to find compromises and to discuss the ways of solution, without violating the law - said the doctor of laws, who foresaw January 5 and 7 as the time for the solution of the conflict at the end of last year. I have not changed by mind, I still think that there are possibilities to find the solution," said Abdiu.

    The Albanian Parliament Speaker, Skender Gjinushi, reported Tuesday to a daily newspaper in Tirana that "until this Court has not carried out the rotation, it losses its legitimacy, according to article 1 of the law on courts," and that the conflict cannot be solved through the bilateral table.

    "Gjinushi should not express his categorical opinion regarding the illegitimacy of the Constitutional Court, as well as the Chairman of the Constitutional Court, Rustem Gjata should not express his extreme opinion as he had done in several statements against Parliament," replayed Abdiu. /pas/mt/

    [06] TWO KILLED AND ONE INJURED IN TROPOJE

    TIRANA, JAN. 6 (ATA) - Two persons were killed and another one, police officer in the commissariat of Tropoje, was injured on Monday afternoon in the place called Qafa e Luzhes, in Tropoje, Northern Albania.

    The event, as the Interior Ministry spokesman reports, occurred on Monday by 16:30, where unidentified persons shot by fire weapons towards a "Nissan" car with number plate of Bajram Curri and due to this Shkelqim Haklaj, 30 and Artur Demiri, 23, were killed and the police officer Avdi Bucpapaj, 30, was hurt.

    [07] ACADEMY OF SCIENCES OF ALBANIA TO HAVE A NEW STATUS SOON

    TIRANE, JAN 6 (ATA) - By P Shuteriqi: The Academy of Sciences of Albania will have within 1998 a new status, sources of the Academy say.

    Created in 1974, the Academy of Sciences has resumed its activity after a long period of passivity caused by state indifference and the lack of legal basis.

    The new status prepared by the Assembly of the Academy, the scientific secretary of the Academy, Prof Farudin Hoxha told ATA, "needs to be officially adopted neither by the government, which, as known, has a party character and is based on the principle of rotation, nor by the Parliament dominated by a majority, but by the institution of the President of the Republic as a symbol of the nation, independently from party goals or influence." Perhaps some other alternative of its recognition may also be presented in order to ensure a fuller independence to the Academy, he added.

    After approved by the Council of Ministers, the provisional Presidency of the Academy worked in the past four months to prepare the new status and the new presidency will be elected by the Assembly of the Academy.

    The question of the staff of the Assembly which actually lists 22 people, some of whom have died, is also one of the tasks of the leading group of the Academy of Sciences of the Republic of Albania. ssh/pas/xh/

    [08] DP TO DECIDE WHETHER TO TAKE SEAT IN PARLIAMENT

    TIRANA, JAN 6 (ATA) - By Eva Allushi: A question whether the Democratic party (DP) will take seat in parliament during 1998 is going to receive a response in its national assembly scheduled within January.

    "The presence of the DP deputies in parliament will be one of the main issues to be discussed by the assembly," Genc Pollo, head of the DP parliamentary group, who refused to give his personal view, said to ATA.

    The DP parliamentary group has totally boycotted the parliamentary proceedings since September 18, 1996.

    Meawhile the international institutions, like the Council of Europe, have denounced the policy of boycott and urged the DP to return to parliament.

    The DP leader Sali Berisha said to journalists on Monday that the party's presence in parliament is not discussed yet. But he added that party's departments are working on preparations for early elections. s.s/pas/ak/k

    [09] STRIKING SIX MONTH JURISTS LEAVE FRANCISCAN CHURCH

    TIRANE, JAN. 6 (ATA)- By Th. Thanasi, The eight jurists, who have received their diplomas in six month courses, left the spaces of the Franciscan church on Monday by midnight to continue their hunger strike in a house on Ali Pash Gucia Street.

    After a priest told the strikers that Monday was a very important a religious festivity the strikers left the church.

    The strikers have stated they will stay in the house until their demands are resolved.

    They ask the abrogation of several articles of the law on organising the law of December 18, 1997 and a change in the law on the composition of the High Council of Justice in favour of judiciary.

    The strikers were judges of the districts of Mirdite, Vlore, Sarande, Lezhe, Tirane and Kurbin.

    On Monday night the strikers entered the Franciscan church of Shen Anoi and according to Interior Minister Neritan Ceka the public order bodies were informed by father Zef Pellumbi of this church that the strikers had violated the sacred place by forcing entry into the church. ` The jurists have long been protesting against the decision of the Justice Ministry regarding their current functions in the Albanian justice. This contingent, although with insufficient schooling, have been at the head of the justice bodies, often attacked for incompetence. kei/lm

    [10] BOVILLA, SOLE SOLUTION TO SUPPLY TIRANE WITH WATER

    TIRANE, JAN.6 (ATA)-By K. Shehu, The Bovilla reservoir, whose completion depends on the Public and Transport Affairs, is the only solution to supply Tirana with water, Tirane mayor Albert Brojka told ATA on Tuesday.

    Shortage of running water for most of the day, especially during the summer, has been a problem of concern for the inhabitants of the capital, especially for its suburbs.

    Brojka explains that there has been an improvement in supplying Tirana with drinking water, despite lack of funds.

    "We, as a municipality can only repair the network, therefore measures should be taken by the ministry to complete the Bovilla reservoir as soon as possible," Brojka says. pas/lm/k

    [11] 200 MILLION LEKS FOR ALBANIA'S INTEGRATION IN INTERNET

    TIRANA, JAN 6 (ATA) - By P. Shuteriqi: A necessary amount to enable Albania's integration in the Pan European network of Internet within 1998 is estimated at 200 millions leks.

    This is a proposal of the Institute of Applied Mathematics and Computer Sciences (INIMA) which will be presented soon to the Council of Ministers by the Academy of Science, a proposal aiming at ranking Albania among the contemporary society.

    "Any delay in this project takes Albania away from the Pan European community and broader," Prof Farudin Hoxha, Science secretary at the Academy of Science, said to ATA.

    This project, scheduled to finish within 2000, will be financed by state budget, and other donations such as the World Bank, Soros Foundation and others. kei/ak/k

    [12] PENTAGON RESUMES ASSISTANCE FOR ALBANIAN ARMY

    TIRANA, JAN 6 (ATA) - By Th. Thanasi: The U.S. Defence Department decides to resume military aid for the Albanian army, the U.S. military attache to Tirana said on Tuesday to the Albanian Defence minister.

    "Undoubtedly, this is the United States best assistance to the Albanian army and government in this period of total revival," Albanian minister Sabit Brokaj said. "It is a continuation of what the United States has rendered to reestablish and consolidate a real democracy."

    Promotion of cooperation with NATO and other Partnership for Peace member states has been a priority of the Defence Ministry, Brokaj said. s.sh/kei/ak/k

    [14] KILLERS OF POLICEMEN TO BE GIVEN MAXIMUM SENTENCES - SP

    TIRANE, JAN. 6 (ATA)- By A. Simoni, The Socialist Party (SP) on Tuesday asks "maximum sentences under the laws in force" for the terrorists responsible for killing and wounding policemen in Albania recently.

    In a statement issued today the SP calls for self-restraint on the part of certain police officers, asking them to implement the law, and guarantees them of maximum support.

    "We regard the attacks on the public order forces as efforts to destabilise the country and the constitutional order with the aim to restore the law of masks and bands to the country's life," the statement says.

    The SP says that these organised attacks, seeking to bring back the terror of the earlier months, are aborted attempts of mafia and contraband networks which today are facing the institutions of the democratic law and state.

    The SP also asks from specialised bodies to quickly track down the criminals and from the justice bodies, especially those of the prosecutor's office to implement the law. kei/lm/k

    [15] LAWYER WONDERS HOW COMPROMISE CAN BE REACHED WITH PARLIAMENT

    TIRANA, JAN 6 (ATA) - By Aurel Simoni: Head of the Constitutional Court Rustem Gjata referring to a view of Fehmi Abdiu, head of the parliamentary commission on laws, on a "compromise" between parliament and constitutional court, said that he didn't know what Abdiu understood by the word "compromise" in justice because this was valid to politics.

    "We have ruled a constitutional decision, which has caused problems but I, personally, cannot elaborate on its solution. We will discuss it with other court members and reach a common decision," Gjata said.

    A dispute had arisen between parliamentary leadership and the Constitutional Court after the latter ruled a decision, which considered anti constitutional an article of the newly amended constitutional provisions by the legislative majority. The article obliged the court to replace three of its members, whose mandate had expired, but the majority of the court rejected it saying that the rotation had already been carried out.

    On Tuesday, the Albanian speaker Skender Gjinushi spoke of "illegitimacy of the constitutional court" in the press, Abdiu referred to compromise without violating the decision of the Court and parliament and called on both senior officials not to launch statements against each other.

    [16] DBSH SAYS DP IS DESTRUCTIVE AND ADVENTUROUS

    TIRANA, JAN 6 (ATA) - By Eva Allushi: The Albanian United Right wing (DBSH) considered on Tuesday the statement of the Democratic party (DP) leader Sali Berisha on early elections a destructive and adventurous stance.

    The right wing grouping said that "DBSH is a constructive opposition, which manages to assess the steps ahead in implementing the government's program and criticize the government's mistakes." kei/ak/k

    [17] BP TO INJECT $1 MLN WORTH INVESTMENT IN SHENGJIN PORT

    TIRANA, JAN 6 (ATA) There are around $1 million to be invested in 1998 in fuel deposits at Shengjini harbour, northwest Albania.

    The investment will be carried out by the British Petroleum (BP) in collaboration with Albanian Petrol-Impex. The construction of fuel deposits in Shengjini port will serve as a good location to supply with petrol the country's northeast zone.

    The British company BP has started earlier the cooperation with Petrol-Impex in supplying jet oil for the Rinas airport, 25 km far from capital.

    [18] PETROL-IMPEX PAYS OFF $1 MLN

    TIRANA, JAN (ATA) The Petrol-Impex has liquidated around $1 million to state coffers, its general director Dashnor Dervishi told ATA Tuesday.

    Here are included customs obligations, Value Added Tax and various state taxes.

    In the meantime this company with 51 percent state owned shares and 49 percent private shares of 300 people continues its activity in supplying Albania's market with fuel.

    Company's gas stations distribute Italian high quality petrol on lek 75 per litre, gasoline with 120 lek per litre and kerosene with lek 40 per litre for population.

    Regarding people's complains for lack of kerosene, according to Dervishi, it has to do with sellers misuses, who mix it and sell it as petrol.

    [19] USD GOES UP, OTHER HARD CURRENCIES DOWN VERSUS LEK

    TIRANA, JAN 6 (ATA) Tuesday's average exchange rate in the informal market of Albanian currency lek was low against USD and rather high against other foreign currencies like DM, SFR, ITL etc.

    So $1 = 151,75 lek, gaining 1,60 points compared to yesterday's 150, 15 lek. The DM was traded for 83,30 lek lossing 0,44 points compared with yesterday's 83,74 lek and ITL (1000) traded for 83,80 lek and so on.

    [20] CUSTOMS: SOME 11 BILLION LEK COLLECTED FROM VAT

    TIRANA, JAN 6 (ATA) Incomes from the Value Added Tax for 1997 period marked record figures, so around 11 billion lek were collected for state coffers.

    This figure encompasses over 50 percent of all revenues from the customs department, were custom duties and excise are included too. Some 5, 5 billion leks more are collected from VAT, compared to 1996.

    The increase of customs revenues from VAT collection started in September, where some 1,4 billion lek were profited and VAT was only 7,5 percent high sources from the Customs General Directorate report.

    After October first when VAT was augmented to 12,5 percent, incomes from this tax are on the rise, but not to the expected level. This is shown by the fact that in October some 1,9 billion leks were accumulated in state budget, around 1,8 billion leks in November and 1,7 billion lek in December. By and large incomes from VAT are three times higher compared with the first months of the previous year.

    [21] DP EXAMINES TRAGIC EVENTS IN TROPOJA AND PATOS

    TIRANA, JAN 6 (ATA) - By Eva Allushi: Leader of the Democratic party (DP) Sali Berisha accused on Tuesday the state officials for the tragic events in Fier and Tropoja claiming the lives of some persons and wounding others.

    Berisha told a news briefing of the Union for Democracy that police segments collaborate with crime and considered Agur Tafa, commander of the mobile unit who was killed, responsible for Monday's conflict in Patos.

    Journalists saw a video tape showing that Agron Pasha, involved in the conflict, was maltreated and massacred after being kidnapped by the Fier hospital.

    Also, considering the killing of two youths and wounding of a policeman in Tropoja, which the Interior Ministry said that the perpetrators have not been identified yet, the DP leader said that the killing of his party activists is "carried out by the state".

    "Police should implement the law but not the orders," Berisha said asking immediate resignation of the government. kei/ak/k

    [22] INTERIOR MINISTRY CALLS CRIME AGAINST POLICE AS LAST EFFORT AGAINST STATE

    TIRANE, JAN. 6 (ATA)-The Interior Ministry on Tuesday considered the latest events, in which several public order forces have been killed, as the last efforts of crime against the reforming state.

    The ministry says in a statement that this criminal activity seeks, through banditry, corruption and contraband, to retain the advantages created by the past chaos and anarchy.

    The ministry calls on all officers and noncommissioned officers to show self-restraint and avoid provocations coming from irresponsible statements by persons aiming to take up power through destabilising the situation and appeals against disarmament.

    The ministry distances itself from any kind of settling accounts for personal motives by incriminated persons vegetating in its ranks. It guarantees the public that they will be punished as severely as the ordinary criminals. s.s/kei/lm
