  • [01] ALBANIAN MINISTER OF JUSTICE LEAVES FOR UKRAINE

    TIRANA, NOV 26 (ATA) - Albanian Justice Minister Kristofor Peci left Tuesday for Ukraine, where he will take part in the meeting organized by the Council of Europe on November 28-29, 1996 about the abolishment of the capital punishment from the Central and Eastern European countries.

    The meeting is organized under the direction of the President of the Council of Europe Assembly, Leni Fischer.

    Albanian Minister will hold during the meeting a report on the difficulties encountered in the abolishment of the capital punishment as a result of the new forms of crime in Albania. /kled/mt/k

    [02] RELATIONS ESTABLISHED BETWEEN ALBANIAN AND MUNICH CHAMBERS OF COMMERCE

    KORCE, NOV 26 (ATA) - By B. Fejzullaj: Representatives of the chamber of commerce and industry and 15 businessmen from the Korca district (southeastern Albania), payed recently an official visit in Bavaria, Federal Republic of Germany, invited by the Munich chamber of commerce.

    The businessmen from Korca met the director of the chamber of commerce for Eastern Europe, Wolfgang Fockle.

    Both parties in the meeting agreed to establish the relations between two chambers of commerce.

    The German party will help Korca chamber of commerce with technical assistance in the field of business and production. /s.sh/eva/mt/k

    [03] WORKS FOR SYSTEM OF CONTROL IN ALBANIAN NAVAL SPACE STARTED

    TIRANA, NOV 26 (ATA) - The ceremony of beginning of works in the control system of the Albanian naval space was organized in one of the grounds of the Durresi Naval District, in the presence of the representatives from Israelite company "Rafael," as well as other senior officials of the Defence Ministry.

    The deputy Defence Minister for economy, Bashkim Shehu, and representatives of the Israelite party talked about the values of this project and for the importance of the cooperation with "Rafael" company.

    On the occasion of the beginning of works, Albanian Defence Minister Safet Zhulali had a special meeting with the Israelite delegation.

    He said that the investment in this project will make possible strengthening of the naval defence, prevention of the illegal passing in our territorial waters, realization of missions and national and international engagements of the Albanian forces of naval defence. /s.sh/kei/mt/k

    [04] IMF SUGGESTS NARROWING OF BUDGET DEFICIT IN ALBANIA

    TIRANA, NOV 26 (ATA) - By Mirela Noti: The International Monetary Fund suggested Tuesday narrowing of the budget deficit by increasing the incomes through taxes, as well as concrete measures to narrow the commercial deficit, regarding the economic reform in Albania.

    A two-week-IMF mission headed by Ranjid Teja estimated the economic situation in Albania during a news conference: "This has been a difficult year for Albania, partly because of the high budget deficit (26 milliard lek), of the index of the increased inflation (20%) and of the commercial deficit which is deepen further more.

    "We think that the Albanian government is well informed about the economic situation and has started to take several measures. The application of the Value Added Tax (VAT) is considered as an important step in applying a moder system of taxes in Albania," continued Teja.

    The IMF considers three priorities for the future in Albania: narrowing of the budget deficit, increase of incomes through taxes and privatization of banks.

    "We strongly support this step and hope if it will be possible to promote this process in the future," said Teja.

    "We have not noticed so far negative effects in the process of 'usuries' in Albania and the offered norms of the interest rates have influenced only at the beginning of this process," continued Teja.

    According to IFM the problem of usuries belong to authorities of the Albanian government. /kei/mt/k

    [05] FRENCH PRESIDENT INVITES ALBANIAN PRESIDENT TO VISIT FRANCE

    TIRANA, NOV 26 (ATA) - Albanian President Sali Berisha met Tuesday the former Foreign Minister of France, member of French Parliament and Academy, distinguished friend of Albania, Jean François Denio, President's Press and Information Office reports.

    Denio conveyed to President Berisha a message from French President Jack Shirak, in which the French President greets the successful conduct of the recent local elections in Albania, highly evaluated by the international monitors for the equal possibilities of competition for all the political forces and clear and incontestable rules, as well.

    "This favours the approach of Albania to the European Union, which is also my personal wish", says the message.

    "I know your country is moving forward to the political and economic transition in difficult conditions, but you may consider the support of France too, for a successful realization of this duty. At the end of his message, President Shirak wished the intensification in the relations of friendship and cooperation between the two people and would be very happy to welcome President Berisha in Paris.

    President Berisha, on his side, expressed his delight to meet his French guest once again and highly appreciated the powerful support that President Shirak has given to the Albanian democracy in its first steps.

    President Berisha expressed his pleasure for the great progress made as a result of the friendship and cooperation between two countries and was in favour of further intensification of these relations.

    Thanking for the invitation, President Berisha gladly accepted it.

    "But I would also like to express my thanks and gratitude to President Shirak, great friend of the Albanian nation, and to the French government, not only for the support and the assistance given to Albania to develop democracy, market economy and its integration in Europe, but also for their firm confidence in the free vote of Albanians and our efforts to consolidate the rule of law and the market economy.

    On the honour of the French guest, President Berisha gave luncheon.

    [06] ALBANIA IS READY TO SEND PEACEKEEPING TROOPS TO ZAIRE

    TIRANA, NOV 26 (ATA)- By A.Frasheri, Albania is ready to send peacekeeping troops to Zaire.

    The decision was agreed upon in Monday's meeting of the government and has to do with a six-month operation to be led by Canada.

    The Foreign and Defence Ministries are charged with the task of carrying out all modalities with the U.N. and Canada on the participation of Albanian troops in this operation whereas the Albanian government will cover the expenses.

    It is the second time Albania shows its readiness to send peacekeepers to troubled areas.

    So, an Albanian peacekeeping company with 33 soldiers and officers, which acts in the context of the German peacekeeping troops, as part of the NATO-led multinational force, IFOR, was sent to Croatia by mid September.

    The Albanian parliament approved in July 1995 a law which envisages the participation of the Albanian military forces in peacekeeping, humanitarian and rescue operations in and outside Albania.

    The use of the Albanian peacekeeping troops in such cases is also based on the Partnership for Peace Document, which the Albanian parliament ratified in April 1994.

    Albania was one of the first ex-communist countries to sign the partnership for peace agreement. The Albanian army has so far taken part in more than 20 joint exercises in the framework of Partnership for Peace programme. lm/k

    [07] CULTURAL COMMISSION AGAINST CONSTRUCTIONS NEAR CULTURAL MONUMENTS

    TIRANA, NOV 26 (ATA) By Agim Baci: The members and speakers in the meeting of the parliamentary commission of culture, agreed unanimously on Tuesday to avoid constructions in the environments round the monuments of culture and cultural institutions, and to urgently start cleaning of these environments up to the given limits.

    The protection of these works of art and of the cultural environments were in the focus of the discussion in the cultural commission.

    Besides the commission members, attending were also the deputy mayor of Tirana Burhan Kaceli, chairman of the Urbanism section of the municipality, Selman Zoto and the director of the art directory in the Ministry of Culture Marjeta Ljarja.

    "We should say stop to the construction of quarters of kiosks", said at the beginning of his speech the chairman of the parliamentary commission of culture, Alush Shima. He considered as alarming situation the places in front of monument of Scanderbeg, of the Unknown Soldier, Gallery of Arts, Academy of Fine Arts, Academy of Sciences, and the destruction of the Big Park of Tirana.

    Shima asked the establishment of a special commission concerning this problem.

    The chairman of the cultural parliamentary commission, Urana Butka, stressed the necessity of formulating some concrete requests and presenting them to the government as soon as possible. /kei/mt/k

    [08] ALBANIAN PARLIAMENT SPEAKER VISITS "LA SAPIENZA" UNIVERSITY IN ROME

    TIRANA, NOV 27 (ATA)-In the course of his visit to Rome, the Albanian speaker of Parliament, Pjeter Arbnori, conducted a meeting at the Albanian language chair in the "La Sapienza" University in Rome.

    Present were the dean of the university's literature faculty Prof. Gradilone, Albanian ambassador to Rome Pandeli Pasko, Albanian students, Albanian figures of culture and others.

    Gradilone said that the work of writer Pjeter Arbnori is an example of the persecution of the man and creator by the dictatorship.

    [09] BLOCK OF FLATS BUILT BY TURKISH FIRM IN TIRANA SUBURB INAUGURATED

    TIRANA, NOV 27 (ATA)- By P.Shuteriqi, The first block of flats of a building complex built by Turkish firm was inaugurated Tuesday in Laprake, Tirana suburb.

    Albanian Prime Minister Aleksander Meksi, the General administrator of the Turkish construction firm Gintas, Attila Gursel, the president of the firm, Nexhip Dogru, and others were present at the inauguration ceremony.

    Turkish firm Gintas Reconstruction SHPK started the construction of this complex on July 13,1995.

    The complex comprises 19 eight floor and one 15 floor buildings, with 760 flats, on a site of 7.5 hectares. eva/lm/k

    [10] SUMMING UP OF NIS EX-SENIOR OFFICIALS EXPECTED

    TIRANA, NOV 27 (ATA) By Eva Allushi: The Tuesday's trial against the former senior officials of the National Information Service (NIS) accused of eliminating files, examined the opinion of experts regarding an order given by Vladimir Hysi, Ex-Interior Minister in the Government of Stability (1991).

    Hysi and Irakli Kocollari (former chief of NIS) were accused of abuse of office and crimes against humanity by the Forum of the Independent Intellectuals.

    The experts presented a document by which Hysi annulled the previous order given by him for the elimination of files.

    The summing up will be given on November 29. /eva/mt/k

    [11] TRITAN SHEHU CONDUCTS MEETINGS IN MUNICH

    TIRANA, NOV 26 (ATA)- Albanian Premier and Foreign Minister Tritan Shehu represented Albania in the proceedings of the 17th International Conference on "Politics and Strategy - challenges of the 21st century", held in Munich two days ago, under the auspices of the "Hans Seidel" Foundation.

    During his one day working visit to Munich, Shehu met with the Premier of Bavaria, Edmund Stoiber, who showed special interest in the political, economic situation as well as in the development of reforms in Albania. Stoiber also showed concern over the Kosova issue.

    Shehu stressed the full political stability of Albania, directly resulting from the will of the people expressed twice in few months through the free vote.

    He referred to the Kosova issue and stressed that the stability in the region remains fragile for as long as the Kosova issue is not correctly resolved.

    Shehu familiarised the Bavarian Premier with the index of the Albanian economic development and asked a greater cooperation between Albania and the Land of Bavaria in the future.

    Shehu also met with Bavarian Finance Minister Huber. The meeting focussed on foreign investment in Albania.

    Huber confirmed the full support of the Land of Bavaria and said that his near visit to Albania, accompanied by a group of businessmen interested in investing in Albania, will also serve this aim.

    Shehu's meeting with the newly elected President of Romania, Emil Constantinescu, was of special importance. Shehu greeted Constantinescu, also on behalf of President Berisha, for his victory in the presidential elections, which Shehu considered a victory for the whole Balkan region. a.ke/lm/k

    [12] POLICE ARREST "GRUNASI" COMPANY EMPLOYERS

    TIRANA, NOV 27 (ATA) - Police arrested Tuesday several employers of "Grunasi" company, whose head, Aleksander Grunasi, grabbed money and fled, taking with him the mistery of the disappearance of a large amount of money, lent by citizens with a return of 10 per cent a month.

    The people arrested, accused of being collaborators with Grunas in the fraud of this company, including Eleni Bojaxhi and Zana Llazari, cashiers, Eglantina Pergjini and Elsa Zoto, who stored the money, Robert Gjeraj and Budjon Deraj, drivers and Leonidha Mertiri, director.

    Bojaxhi had hidden since the news on Grunasi disappearance three weeks ago was confirmed. Bojaxhiu was caught as a result of cooperation between police forces and Tirana citizens.

    Police sources report that the police have granted $5 000 to the person who made the telephone call, thus, enabling the interception of Bojaxhiu.

    Police have also secured all the documentation of the deposits and interest rates to be payed by Grunasi to his clients.

    According to the documentation, the deposited amount is some $6 million. Grunas has conducted its activity mainly in Tirana and Southern Albania.

    Grunas, besides the people who had deposited money themselves, also included others who received money at a lower interest rate than other companies, that is they served as a second or third hand in this mechanism.

    The detained persons are suspected of being accomplices in hiding a part of the amount that Grunasi failed to take away with him abroad. /kei/mt/k

    [13] SCRAP-IRON SMUGGLERS SENTENCED IN SHKODER

    SHKODER, NOV 27 (ATA)- By M. Malja, The military court in the Shkoder district, Northern Albania, on Tuesday declared guilty and sentenced 19 scrap-iron smugglers, who have been intercepted by police commissariat forces, carrying scrap-irons to Montenegro, through the border point of Moriqan.

    Six out of 19 defendants, who were noncommissioned officers of the district police commissariat, have been accused of violating rules while on duty and were sentenced from one to six months imprisonment.

    The other defendants, for the penal act of contraband and illegal crossing of the border, received sentences ranging from two-six months in jail to a fine of 50 000 leks. a.ke/eva/lm/k

    [14] ALBANIAN DEPUTY PREMIER STRESSES INDISPENSABILITY OF IMPROVING EUROPEAN INSTITUTIONS

    TIRANA, NOV 25 (ATA)-The Albanian deputy Prime Minister and Foreign Minister, Tritan Shehu, in his address to the 17th International Conference on "Politics and Strategy" in Munich on Monday, stressed the indispensability of continuously improving the European institutions.

    He considered this an important element in strengthening cooperation and security in Europe to avoid errors and manipulations.

    "As regards the political elections (the May 26 parliamentarian ones) in Albania, only the ODIHR's report was totally negative and unbalanced. I have to say that one third of the members of ODIHR's mission had double status, invited by the Albanian ex-communists and at the same time ODIHR's observers," Shehu said.

    He added that many of ODIHR's representatives violated the ethic status of the institutions they represented, making statements before the first report (on elections) was issued, while the report said no single word about the communist unique boycott of vote counting, few hours before the electoral process was over.

    "More over, this mission refused to observe the second round of the May elections. However, we took into consideration all ODIHR's recommendations without any prejudice," Shehu said further on.

    Shehu proposed that in the future such institutions have more accurate rules in their documentation and be more transparent so as to avoid errors and serve the European security and cooperation better. a.ke.kei/lm/k

    [15] ITALIAN FOREIGN MINISTER MEETS PRESIDENT OF KOSOVA

    TIRANA, NOV 26 (ATA) - Italian Foreign Minister Lamberto Dini met Tuesday the President of Kosova, Ibrahim Rugova.

    During the cordial talk, they examined the issue of Kosova, whose inhabitants are in more than 90 per cent ethnic Albanians.

    They discussed in particular on the possibilities of the concrete application of the agreement between Serbians and Albanians of Kosova to normalize the education sector.

    Rugova expressed his wish that the the international community and particularly Italy and the European Union would support Kosova. President Rugova drew attention to the stalled state of negotiations with Belgrade on problems related to schooling and health care and said that the current impasse was continuing a deterioration in the economic and social affairs of the region.

    ANSA agency cites Minister Dini as saying that in a statement on April 9 last year, Italy, which was president of the European Union, the Kosova issue was one of the items requiring a fundamental progress on the part of Belgrade to enable its full integration into the international community.

    Minister Dini said he understood and supported Kosova's requests for a clear social and cultural identity for its Albanian majority. At the same time he stressed the need to push ahead with dialogue, aimed at giving the region a great degree of autonomy, while respecting existing borders. /sara/pas/mt/k

    [16] ALBANIAN PRESIDENT MEETS WITH MR LAMENTOVIC

    TIRANA, NOV. 27 (ATA) - Albanian President Sali Berisha today met with Assistant State Secretary of the Chancellory of the Presidency of the Polish Republic, Mr Lamentovic, President's press and information office reports.

    They discussed the bilateral relations and their further encouragement, the situation in the region and the coming visit to Tirana of the Polish President, Kvazhnjevski. ake/xh/sh/

    [17] CONGRESS OF LEGALITY MOVEMENT PARTY RESUMES THURSDAY

    TIRANA, NOV. 26 (ATA) - By Agim Baci: Third session of the 13th congress of the Legality Movement Party (LMP) will be held Thursday, November 28. The Leading Committee of this party decided Tuesday with 2/3 of the votes that Guri Durollari and Sytki Spahia, candidates examined and adopted by the congress organizing committee, compete for the post of the party chairman.

    The congress held its first two sessions on November 21, but it could not complete the third session which was mainly about the inner questions of the party, including here the election of the new chairman of the party.

    "There is a manipulation of mandates. Some participants sought even to violate the statute. A commission is working for the verification of the mandates," said to ATA Durollari, party chairman.

    "A group of people led by Kurt Kola, without a mandate, wanted to cause troubles. The atmosphere created by this group made impossible the completion of the third session of the congress, which was only for the internal affairs of the party," said Durollari.

    Asked about the rivalry for the post of the chairman of the LMP, Durollari said:

    "Sytki Spahia was the only rival of mine. Other candidates did not meet some conditions imposed previously for those who wanted to candidate for the post of the chairman of the LMP. Whereas Kurt Kola, who put his candidacy only a day before, did not win for the same reasons as the others."

    Kurt Kola, chairman of the association of the formerly politically persecuted is accused by Durollari as the one who prevented the third session of the congress to be held. kled/xh/sh/

    [18] U.S. HIGH RANKING MILITARY DELEGATION VISITS ALBANIA

    TIRANA, NOV. 27 (ATA) - A high ranking military delegation of the U.S. led by major general Michel Mckarthy, director of the Department of the Policy and Planning of the U.S. Forces Command in Europe paid a working visit to Albania yesterday. The head of the delegation was accompanied by major general James Davis and other senior officers.

    The U.S. delegation had a separate meeting with the Albanian Defence Minister Safet Zhulali, spokesman of this ministry reports. Zhulali thanked for the U.S. assistance for the Albanian Army in the process of its reformation. Focusing on the bilateral relations they talked on the growth of cooperation in the future.

    General Mackarthy said that "we are in Albania to meet your demands. We have many plans for the Albanian Army. Cooperation will continue and efforts must be made for a greater efficiency," said Mackarthy.

    Attending the meeting also was the U.S. Ambassadress in Albania, Mrs Marisa Lino. Ake/kled/xh/sh/
