    TIRANA, NOV. 24 (ATA) - Upon an invitation of the Federal Minister of Germany and also CSU chairman, Dr Theo Vaigel, deputy Premier and Foreign Minister of Albania, Prof Dr Tritan Shehu today left for Munich of the FRG. He will take part in the 17th International Conference on the "Policy and Strategy."

    Shehu will address the conference especially on the question of the EU extension and EU-Albania cooperation.

    During his stay in Munich, the chief of Albanian diplomacy will meet with senior personalities of the German and international policy.ss/pas/xh/e

    [02] THIRD INTERNATIONAL FAIR OPENS IN TIRANA

    TIRANA, NOV 24 (ATA)-By S. Spahiu: The Third international Fair opened Sunday at the national fair centre in Tirana.

    Some 150 local and foreign firms and companies, including the well- known companies like Vefa, Kamberi and tens of productive firms from Germany, Italy, Spain, Greece, Macedonia and other firms, have displayed their productions.

    The inauguration ribbon was cut off by the Tirana mayor, Albert Brojka.

    The exhibition displays various productions including household appliances, furniture, hydro-sanitary equipment, construction materials, all-kinds of clothing, food products and other items.

    The national fair centre, the former exhibition "Albania today", after the latest reconstruction, will serve as a centre for the organisation of fairs. pas/lm/E

    [03] DEPUTY FOREIGN MINISTER OF ALBANIA MEETS AMBASSADOR OF HOLLAND

    TIRANA, NOV. 25 (ATA) - A meeting was held Monday between Albanian Deputy Minister of Foreign Affairs, Albert Rakipi and the Ambassador of the Kingdom of Holland, Hendrik Heinen, who presented the credentials.

    In this meeting, Rakipi pointed out the efforts and will of Albania for its further integration in the European structures.

    Dutch Ambassador ensured for Holland's support as the coming president of the EU, the relations of Albania and EU and the correct and peaceful solution to the Kosova question and problems in the region. ake/kei/xh/sh/

    [04] CUSTOMS DRAFT-LAW FAILS TO RECEIVE VOTE OF CONFIDENCE

    TIRANA, NOV 25 (ATA)- By A. Baci,

    The draft-law on the customs' estimation failed Monday to receive the vote of confidence of the economy and law parliamentary commissions.

    In the context of Albania's admission to the World Trade Organisation (WTO), the draftlaw comes out as an indispensability of adapting legislation to a series of fields, especially that of customs, such as the customs' assessment, origin of goods and other fields.

    "The law intends to provide customs officials with several more suitable control possibilities," the specialist of the customs department says.

    Both commissions examining it shared the same views: that of simplifying the law in order to avoid misunderstandings, and of devoting a greater attention as regards its language. kei/lm/

    [05] ATTORNEYS ASK INNOCENCE FOR EX-COMMUNISTS ACCUSED OF WAR CRIMES

    TIRANA, NOV 25(ATA)- By E.Allushi,

    Defence Attorneys of nine senior officials of the Albanian communist nomenclature, accused of crimes against humanity, have asked innocence for their clients during Monday's trial.

    "Our clients reject charges because they have acted conform the laws of that time," they said.

    Attorneys Shkelqim Canaj and Kadri Skeraj in their summing up in the precious trial declared the accused guilty of crimes against humanity in complicity asking 175 years jail altogether for the nine.

    The defendants present in the hall were only Pali Miska, Raqi Iftica, Hysen Shehu and Marash Kola, the others are abroad.

    Insisting on the defendants' guilt the prosecutors' final statement explained that they were part of the internal exile mechanism which functioned precisely through the "contribution" of the accused.

    The testimony provided shows that every defendant had signed for sending to internal exile whole families, even minors, during the years '78- '85, a fact which also ran counter to the laws of that time.

    The panel of judges will announce its verdict on November 27. kei/lm/E

    [06] PARLIAMENT DEPUTY SPEAKER MEETS FRENCH SECRETARY OF STATE ON FRANCOPHONES

    TIRANA, NOV 26 (ATA)- In the course of the political meetings in Paris, the deputy speaker of the Albanian Parliament's Presidency, Margarita Qirko, met Monday with the French Government Secretary of State on Francophones, Marzhi Sydre.

    Also attending the meeting was the Albanian ambassador to Paris, Besnik Mustafaj. The talk focused on the perspective of cultural and technical and scientific exchanges between the two countries.

    Qirko spoke of the need of enhancing French contribution to provide Albanian students with scholarships in the universities of France as well as grant short-term training for Albanian administration workers in French institutions. a.ke/eva/lm/E

    [07] EUROPEAN UNION DEMANDS TO ESTABLISH ITS OFFICE IN KOSOVA

    - The aim: for an efficient following of the situation there - TIRANA, NOV. 25 (ATA) - European Union wants to open an information office in Kosova so that it has the possibility to efficiently follow the development of the situation there, stressed Monday an Irish diplomatic source, cited by the French news agency, AFP.

    The demand has been made to the Foreign Minister of the Rump Yugoslavia, Milan Milutinovic, by the Irish Foreign Minister Dick Spring, the current chairman of the EU Council of Ministers, during a talk in Brussels last night. sh.dha/lind/xh/E

    [08] INTEGRATION WITH EUR.-ATLANTIC STRUCTURES IS ALBANIA'S PRIORITY - Shehu

    TIRANA, NOV 25 (ATA)- The Albanian Deputy Premier and Foreign Minister, Prof. Dr. Tritan Shehu, told the 17th International Conference on "Politics and Strategy" in Germany that the priority of the Albanian democratic government is the country's opening and its full integration with the Eur.- Atlantic structures.

    Shehu added that Albania is working hard to strengthen relations with NATO, the structures related to it and the NATO member states and aims to be its member with full rights.

    "It is not occasional that Albania was the first country from the Central and Eastern Europe to officially ask to join NATO and it is among the first states that has signed the partnership for Peace accord," Shehu said, adding that Albania has provided NATO with all facilities to make use of the air and port possibilities offered by its geo-strategic position.

    "We are fully convinced that NATO's enlargement with new members and its permanent presence in the Balkans will be a great contribution to peace and security in the region where some problems have not yet found final solution.

    "Albania has considered and considers its position in the Eur.-Atlantic structures a factor of peace and stability in the Balkans", Shehu said.

    Referring to the situation in the region Shehu said that the Yugoslav crisis started in Kosova and that it cannot be totally and finally resolved without a correct solution of the Kosova issue.

    "The peoples' will should be respected on equal bases, implementing the already known principle of self-rule. If all the other peoples of former Yugoslavia profited from this principle, the same standard should be applied for the Kosova people as well", Shehu said stressing that the Albanian people of Kosova deserve to decide their future themselves because they have chosen the most democratic and peaceful way.

    Shehu said that the European Security is not military only.

    "Most important is integration, preventive diplomacy, the constant uplift of the economic level", he said , adding that the European Union's extension should not by considered only from the point of view of the economic achievements, but first it should constitute a political decision, which would help young democracies on the road of development, prosperity and stability, expanding and strengthening the idea of European security. a.ke/pas/lm/sh/

    [09] ISMAIL KADARE ACCEPTED MEMBER OF HIGH PATRONAGE COUNCIL OF EUROPEAN CULTURAL CENTRE

    TIRANA, NOV 26 (ATA)-The renowned Albanian writer, Ismail Kadare, was accepted on November 20 in Geneva as the tenth member of the High Patronage Council of the European Cultural Centre.

    Kadare is now representing Albania alongside figures of European culture.

    The Eur.-Forum '96, organised by the European Cultural Centre, also held proceedings in Geneva between November 21-22. Albania was represented by Ismail Kadare, president of the "Valija" Cultural Foundation Vehbi Velija, and the executive directress of the foundation, Mira Meksi.

    A long term cooperative agreement was signed between the President of the European Cultural Centre, Jean Fred Borquin, and the president of the "Velija" foundation.

    The two institutions will organise in Geneva in 1977 the Albanian festival '97. kled/lm/sh/

    TIRANA, NOV. 26 (ATA) - Rilindja Demokratike entitles its editorial "Albania with a clear view of the reforms realization." "Message of the Executive Director of the International Monetary Fund, Michelle Camdessus to President Berisha marks the completion of an agreement between this international institution and Albania," writes the paper. Kadare has been accepted the tenth member of the Council of High Patronage of the European Cultural Centre, on Nov. 20 in Gjeneva, the paper reports. Wednesday, "Antigenocide 5" trial jury holds decision, the paper writes.

    Zeri i Popullit" in the feature "Reflection" carries the article "Insistence for withdrawal." "It is not known why the whole SP presidency will withdraw," writes the paper. The paper carries opinions of the Democratic Alliance Party leader, Neritan Ceka and the socialdemocrat chairman Skender Gjinushi, on the U.S. stand for the solution of the Albanian crisis, under the title "U.S. and Europe, consistent in the formulae to overcome the Albanian crisis."

    Under the headline "The state - no responsibility for the usury," Republika has an article "Don't lend money! We bear no responsibility." The testimonies in the court on usuries have started since August 1995, the paper writes.

    "Lajmi i Dites" writes of the meeting of President Berisha with President Rugova under the title "An EU representation office in Prishtine - an important factor for stability."

    "Moral and political corruption, the moving motto of the Hajdari unit, " writes Sindikalisti. The paper reports that the Tirana court started yesterday a trial on the basis of an indictment by Azem Hajdari against the chairman of the Union of Independent Trade Unions of Albania (UITUA), Valer Xheka.

    Rilindja writes about the meeting of President Berisha with President Rugova under the title "The functioning of the Kosova Parliament - a contribution for stability."

    "Director of newspaper Albania" was summoned to the prosecutor's office of Tirana yesterday, writes Albania. Rakipi is accused by the latest member of the Albanian trade unions, Azem Hajdari.

    This paper has an article about the participation of Albanian Foreign Minister Tritan Shehu in the 17th conference "On policy and strategy" in Germany, under the title "Shehu-we are on the right track."

    The paper also writes that "Ylli Polovina, denounced as a State Security collaborator, will give reply to an article by Hamdi Jupe published in Zeri i Popullit on November 21, which demanded resignation of the socialist presidency."

    "Amnesty International" asks President Berisha to release Fatos Nano from jail, writes Koha Jone. "If Berisha gives a negative reply to a request by the greatest world organization for the human rights defence about Nano's release, it shows that he is afraid of the socialists," writes the paper.

    The opposition parties yesterday supported the "Hajdari movement," writes Dita Informacion. Open conflict of FRESH with the party," writes the paper about a meeting of the General Leading Committee of the Euro- socialist Forum of the capital.

    "Xheka to the prosecutor's office for corruption," writes Gazeta Shqiptare. "A boat with commodities which had just set sail for Montenegro was capsized in the Lake Shkodra," writes the paper, adding that one of the five traders on board was dead. kled/xh/sh/

    [11] ANNIVERSARY OF HOISTING NATIONAL FLAG COMMEMORATED IN TIRANA

    TIRANA, NOV 26 (ATA)- By S. Spahiu, A ceremony was held Tuesday at the square in front of the old library where the national flag was hoisted 84 years ago in Tirana, capital of Albania.

    Attending the ceremony were the Tirana city mayor, Albert Brojka, the chairman of the Municipal Council, Orhan Sakiqi, the Tirana prefect, Rexhep Karapici, representatives of the religious community and others.

    Brojka raised the flag under the national anthem of the Republic of Albania.

    Artistic groups of the capital gave a performance on the occasion. eva/lm/sh/
