  • [01] MODALITIES PREPARED FOR FOREIGN OBSERVERS

    TIRANA, OCT 14 (ATA)- Foreign observer sub-commission at the Permanent Central Electoral Commission on Sunday concentrated on the completion of the foreign observers' documentation, creating all the necessary facilities, beginning with the respective authorizations down to the movements in districts, so that they face no difficulties in observing the elections.

    A considerable number of important international institutions, governments and parliaments have issued requests to send their observers to follow the October 20 local elections.

    Requests are so far issued by the Italian government for 147 observers, the Council of Europe for 48, the OSCE Parliamentary Assembly for 14, the Turkish Parliament for seven, the Austrian parliament for 10.

    Requests for sending observers have also been made by the U.S. Republican and Democratic Institutes and other requests are expected to arrive.

    Various electoral subjects, contesting in the October 20 local government elections submitted Sunday to the Permanent Central Electoral Commisison the lists of the observers invited by them from various countries of Europe and world.

    The TV observation subcommission has adopted the project on the TV voting procedure sittings, which began on Sunday.kled/lm/sh/

    [02] SITUATION IN KOSOVA IS GRAVER THAN IN BOSNIA-HERZEGOVINA - Fisher

    PRISTINA, OCT 12 (ATA) - "Actually, I think that the situation in Kosova is graver than in Bosnia-Herzegovina, after holding of free elections," declared Leni Fisher, chairman of the Parliamentarian Assembly of the Council of Europe, in an interview given to "Zeri" magazine of Pristina.

    Regarding the agreement on Albanian education in Kosova, Fisher estimated it a small step which must be followed by other steps because "several problems are not solved yet".

    Fisher stressed that Serbian President Milosevic "must do other things if he wants to establish good relations with the international community".

    "The European Union has also presented its own requests towards the Federal Republic of Yugoslavia (FRY). One of these requests has to do with respecting of human rights and with the achievement of a political solution in Kosova, a solution which would be within the boarders of FRY", said Fisher. /b.j/lind/kei/mt/

    [03] CDP PRESENTS CANDIDATES FOR LOCAL GOVERNMENT IN BURRELI DISTRICT

    TIRANA, OCT 14 (ATA) By H. Ruspi, The Christian Democratic branch in Mati district, northwestern Albania, held a meeting Sunday to present candidates for the local government. Attending also was the CDP chairman, Zef Bushati.

    Bushati estimated the CDP contribution against communism and the devotion of the CDP for the integration of Albania into the market economy.

    Answering the participants' questions, Bushati explained some problems regarding the disagreements within the party and reported that after the group headed by Argetina Prela, who openly came out against the CDP, there are also some others who aim at destroying the CDP.

    Further on, he presented the CDP candidate, Ilmi Kaziu, engineer, to the post of Burreli Mayor. This party has also appointed candidates for Mayor in some six communes of the district. /s.sh/eva/mt/z/

    [04] PRESIDENT BERISHA INTRODUCES DP CANDIDATES

    TIRANA, OCT 14 (ATA)- President of the Republic of Albania Sali Berisha on Sunday introduced the DP candidates in the Korca city and the Bilishti, Pogradeci, Librazhdi and Kavaja towns. He was accompanied by Democratic Party chairman Tritan Shehu.

    In these meetings Berisha evaluated the achievements of the last four years, highlighting the victory of freedom, consolidation of the rule of law and the development of property and market economy for all.

    Berisha considered the socialist alternative "an alternative of dismantling the values of democracy, an alternative of progressive taxes and of massive cleansing. He said that over the last four years the SP had applied the alternative of denial, boycott, isolation and conflict.

    Berisha referred to the May 26 elections and said that on that day the enverist socialists projected boycott and vote non-counting, with the aim to plunge the country into chaos and trigger off clashes.

    Berisha said that the votes for the Democratic Party on October 20 would bring about harmony between the local government and the central one. He stressed that over the last four years the local government structures, destroyed half a century ago by the communist dictatorship, had to be recreated.

    Berisha promised powerful investment in infrastructure, supply of drinking water and electricity, strengthening of the University, science and culture.

    "Our full participation in the October 20 polls shows that we are resolute with our free vote to defend Albania's dignity, consolidate the state, governing and march ahead towards the years 2000", Berisha said.

    Berisha introduced in Bilisht the DP candidate for the town mayor, Abdyl Spaho.

    In Korca he introduced Dhionis Kotmilo and in Pogradec Bashkim Myrtezaj.

    In Librazhd he introduced the candidate for mayor, economist Hiqmet Shalja, and in Perrenjas, doctor Vasju.

    In the Kavaja town Berisha introduced the DP candidate for mayor, Tofik Dervishi. kled/lm/Z/

    [05] CENTRE POLE PRESENTS CANDIDATE FOR MAYOR

    TIRANA, OCT 14 (ATA) By Hysen Ruspi, Leaders of the Centre Pole (Social Democratic Party and the Democratic Alliance), presented Sunday evening its candidate to the post of Mayor in Burreli district (northwestern Albania).

    The CD chairman, Skender Gjinushi, said among others the upcoming local elections "will be a political test for Albania and the first step towards the return to the democratic normality."

    Gjinushi attacked the democratic ruling, which came out from the last parliamentarian elections and underlined that "May 26 was a gradual institutionalization of a corrupted system, which may also be dismantled. For this reason, the October 20 is another chance", said Gjinushi.

    In the parliamentarian elections of May 26, the Social Democratic Party and the Democratic Alliance , which presented separate deputies, won together about 2.8 per cent of the votes without insuring participation in Parliament. /jz/mt/Z/

    "The October 20 elections will be free and fair", President Berisha states.

    Tiranae, Oct 14,1996 (ATA)

    President of the Republic Sali Berisha met the CE President of the Regional and Local Authorities' Congress, Mr. Claude Haegi, the Press and Information Office close to the President of the Republic reports.

    "The October 20 elections will be free and fair," President Berisha said in this meeting.

    "The government has taken all measures for an electoral process of European standards which will be held in the presence of hundreds of foreign and local observers. I express my gratitude to the CE and your institution for the aid you have rendered and the cooperation we have established", said President Berisha.

    Mr. Haegi considered positive all the government's and political forces' efforts in these elections.

    [07] SP HOLDS ELECTORAL SEMINAR WITH ELECTION COMMISSION DEPUTY CHAIRMEN

    TIRANA, OCT. 14 (ATA) - Agim Baci: Deputy chairmen of the election commissions of the districts and municipalities, proposed by SP, and the secretaries of the leading committees of SP in the districts held an electoral seminar today, directed by SP Secretary General Rexhep Mejdani in the headquarters of the SP general leading council.

    Main questions raised by those present were the legal violations in the electoral process and that the voters' lists in some polling stations have not yet been announced. Another problem raised also was that some polling stations are made in some inappropriate places.

    According to speakers in the seminar, 50 per cent of the polling stations in Rrogozhina are established in places not appropriate for such a purpose. There are 260 people not registered and 234 others who are abroad, are in the lists.

    The main issue of the seminar is acquaintance of the deputy chairmen and secretaries with the election law, especially with the most delicate points of this law and the instructions of the Permanent Central Election Commission.

    The seminar wanted to make evident any violation or possible manipulation of elections. It also worked out the scheme for the gathering and processing of the vote result. Those present in the seminar exchanged opinions on the legal role that deputy chairmen of the election commissions should play in the pre-electoral time and on the election day.

    The chairman of the judicial commission of SP, Fehmi Abdiu and the member of the SP presidency Elmaz Sherifi spoke in the seminar for the judicial aspect of the electoral campaign. kei/xh/k

    [08] ALBANIAN MINISTER OF JUSTICE VISITS GREECE

    TIRANA, OCT. 14 (ATA) - The Albanian Minister of Justice, Kristofor Peci, left today on a working visit to the Republic of Greece in the context of the cooperation existing between the two countries in the field of justice.

    During the visit to Greece, Mr Peci is expected to meet with his Greek counterpart, Evangjellos Janopullous.

    Peci will also meet with specialists of the Greek judiciaries to exchange opinions on the way judiciary is organized and the functions of the Justice ministry. ssh/jz/xh/k

    [09] CONSTITUTIONAL COURT EXAMINED A RDP COMPLAINT

    TIRANA, OCT. 14 (ATA) - By P Shuteriqi: The Constitutional Court of the Republic of Albania today examined in an open session a complaint presented by the Right Democratic Party (RDP.)

    On October 8,1996, the RDP complained to the Court claiming that the Television has not left at its disposal the time set by the Permanent Central Election Commission for the spots and the presentation of its electoral campaign on tv.

    In today's session, this party's spokesman Agim Zeka (the only representative of the RDP in the court) accepted that after mediation of the CEC in the Albanian Television, the latter has made the necessary corrections.

    The Constitutional Court led by its chairman Rustem Gjata decided to hold its decision on the complaint of the Right Democratic Party on another day, within the time envisaged by the constitutional law.

    The RDP, created about three years ago, first as a faction of the Democratic Party claiming for a more extreme right program than DP, won an inconsiderable amount of votes in the last parliamentary elections. jz/xh/k

    [10] CHIEF OF ARMY GENERAL STAFF GENERAL KOSOVA INSPECTS PACE-KEEPING FORCES IN ZADAR OF CROATIA

    TIRANA, LCT. 14 9ATA) - Upon invitation of the chief of the German Army General Staff, general Bagger, the chief of the Albanian Army General Staff, general Sheme Kosova inspected on October 11 the Albanian peacekeeping troops in Zadar of Croatia. (Albanian peacekeeping forces are in Zadar together with German troops in the context of IFOR.)

    The two generals inspected the Albanian troops and saw the demonstration of some training elements.

    In the meeting with his German counterpart, general Kosova conveyed to him the greetings of Albanian Defence Minister, S Zhulali, for the assistance and support that Bundeswehr has given and is giving to the Albanian army. The two chiefs expressed their opinions on the program of cooperation for the coming year and for other spheres of cooperation in the field of defence.     [11] ALBANIAN DP ORGANIZATION SECRETARY MEETS WITH DELEGATION OF THE COUNCIL OF EUROPE

    TIRANA, OCT. 14 (ATA) - The organizational secretary of the Democratic Party of Albania, Ylli Vejsiu, today met with a delegation of the Council of Europe led by the president of the Congress of Local and Regional authorities of Europe, Claude Haegim, in the DP headquarters, press office of DP reports.

    The serious preparations that DP is making for the Oct. 20 elections, the organizational and propaganda system set up by this party, the democratic climate in which the electoral campaign is going on were some of the details that Mr Vejsiu briefed the European friends about.

    The delegation appreciated the preparations undertaken by the Democratic party and the democratic developments in Albania, as one of the former communist countries which has made a considerable progress.

    [12] SP PRESENTS CANDIDATES FOR COMMUNE CHAIRMEN IN SHKODRA

    SHKODER, OCT. 14 (ATA) - Yesterday the member of the SP presidency, Kastriot Islami and the members of the General leading Committee Shaqir Vukaj and Ahmet Ceni presented the candidates for commune chairmen in the villages of Dajc, Berdice, Guri i Zi, Vau i Dejes, Rrethina and Barbullush of Shkodra district, Northern Albania.

    Islami presented the aims of SP in the electoral campaign, attaching importance to the correct concept about the political situations that Albania is passing and the value of the victory of the socialists in the local government structures.

    "During the coming four years, priority will be given to agricultural, food and textile industries, in which this city has ancient traditions," said Islami.

    He appealed to SP members and sympathizers to take part in elections, which will open way to new parliamentary elections. Islami said that in this regard "SP has the support of international organizations and the U.S."

    DP has won in all the elections beginning with the first pluralist elections in 1991. kei/xh/k
