[01] "ALL RIGHTS FOR ALBANIANS, BUT KOSOVA BE PART OF SERBIA" - Vuk DrashkovicPRISHTINE, OCT. 14 9ATA) - By B Jashari: The chairman of the Serbian Revival Movement, Vuk Drashkovic, in a rally held in Peja city, Kosova, yesterday promised that the majority Albanian population "will be ensured all the rights according to highest international standards" but claimed that "Kosova is an indivisible part of Serbia."The rally was organized by the opposition coalition "Together" in the context of the Serbian campaign of elections due on November 3, in which the Albanians of Kosova will not participate. The newspaper Telegraph, referring to this declaration, reports that "right after the arrival of Drashkovic in Peja, the city and its suburbs had no electricity and telephone service. Special teams torn out the posters of the coalition "Together" whereas police took to the streets in great numbers." pta/xh/sh/ Albanian Telegraphic Agency[02] SP IS VIOLATING THE LAW WITH THE AIM OF BLOCKING THE ACTIVITY OF CEC - TereskaTIRANA, OCT. 14 9ATA) - By Atlant Frasheri: The seminar held today by the Socialist Party with the deputy chairmen of the election commissions, who are official persons and representatives of this party, was considered in the present meeting as a tendency to make invalid the Central Election Commission."SP held the seminar with the Socialist deputy chairmen without permit by CEC, thus breaking discipline and violating some of the articles of the law "On the elections of the local government bodies." This seminar had the tendency to block the activity of CEC and bring it out of the game, " said the chairman of this Commission, Nestor Tereska. The commission condemned this act of SP because at this time the deputy chairmen of the election commissions are state persons who should obey a state discipline and according to Tereska, "they are not party people to leave their charged job and cause worries to the commissions." On the basis of articles 23, 37 and 38, according to Tereska, with this act SP has violated the election law. In its today's meeting, CEC asked all its members to express their opinion. Most of them condemned this act of the SP presidency. After the meeting Tereska said that "We appreciate the objective stand of the members of the commission representing AP, HRUP, CDP and the Centre Pole who considered this act as an effort to challenge the work of the commission." "The seminar was made in the course of the political activities of the SP to create double structures," said Tereska. This illegal act of SP was also denounced in some moments by SP members in the Central Election Commission. They considered the act as "made in a haste, a lack of experience, a mistake of jurists," and in some cases they tried to avoid sticking to the point. Yesterday, the presidency of the CEC, consisting of Nestor Tereska, chairman, Fiqiri Kupe, secretary and Besnik Baraj, deputy chairman, representing SP, signed a request to the Secretariat of the Local Government asking a seminar to be held soon with the presidencies of the election commissions at all levels. kei/xh/sh/ Albanian Telegraphic Agency[03] FAMILY MEMBERS OF "BOMB-MAN" SAY HE WAS PSYCHICALLY NOT WELLTIRANA, OCT. 14 (ATA) - By Eva Allushi: "Since a little boy, my son has manifested psychical instability," said the father of Ilir Buza, 24, accused of the act of terrorism.In yesterday trial directed by judge Qazim Gjonaj, the father of the defendant Buza reconfirmed the psychical disease of his son. The medical commission has declared him responsible in the acts he makes, but his family members insist that Buza was psychically ill. Bujar Kaloshi was killed by a terrorist organisation whose name will still be kept secret because of investigation reasons. The decision was taken by one of the members of this organisation that presently is a prisoner in Benca. The murder happened three days after the decision was made. The Capital police put under arrest two of the executors, the vehicle with which they fled away and the revolver used by L.SH and E.T."My ideal is to convince the Albanians that democracy means crime", one of the members of the terrorist organisation declared. "Just like you, whose ideal was to overthrow Enver Hoxha, mine is to overthrow Sali Berisha, " he said. Bujar Kaloshi was killed on July 26, just before leaving his house. This murder really shocked the public opinion, since he was one of the first Albanian top officials killed in a terrorist act./jz/ Albanian Telegraphic Agency[05] SDUP CANDIDATE FOR MAYOR WITHDRAWS - Shkodra DistrictSHKODRA, OCT 14 (ATA) By M. Malja:The Social Democratic Union Party candidate for Mayor, Shkodra branch, Nikolin Nushi, presented his resignation from standing for elections of October 20 to the Electoral Commission of Shkodra district. At the same time, he appealed on the electorate of his party to vote for the Democratic Party candidate. /s.sh/mt/Z/ Albanian Telegraphic Agency[06] ALBANIA - GERMANY: MEETING IN THE FOREIGN MINISTRYTIRANA, OCT 15 (ATA) - Deputy Foreign Minister Arjan Starova met Monday the Director of the Political Sector in the German Federal Foreign Ministry, charged with the issues of the Balkan and Albania, Vilhelm Haas, Foreign Ministry Press and Information office reported.Starova made a short description of the political situation in Albania. He guaranteed that the elections of October 20 will be free and fair. Regarding the Albanian-German relations, Starova stressed that they are excellent, but they need further intensification. While Haas declared that Germany is a friend of Albania and will give its contribution for the integration of Albania in Europe. "We appreciate the assistance of the German government for Kosova issue, stressed Starova, regarding Kosova issue. The German diplomat said that Germany estimates the constructive and mature attitude of Albania towards Kosova and added that German Foreign Minister Kinkel is devoted to solve this problem. Other problems of the Balkan and bilateral ones were discussed during the meeting. /a.ke/kled/mt/Z/ Albanian Telegraphic Agency[07] ALBANIAN DELEGATION IN CONFERENCE ON SECURITY AND COOPERATION ISSUESTIRANA, OCT 14 (ATA) - An Albanian delegation, headed by Speaker Pjeter Arbnori, participates in the 7-th Conference on Security and Cooperation Issues, which is held in Antalia, Turkey.In his speech, Arbnori stressed the fundamental importance of security and stability problems in Europe. "Although Albania is not member of NATO, it has participated in activities of partnership for peace and in a series of different NATO maneuvers and other membership countries. The priority of our foreign politics is and remains Albanian integration in the Euro-Atlantic structures", Arbnori continued. Albania was one of the first countries which asked the adherence in the movement of Partnership for Peace and was among the firsts to sign it. Arbnori expressed Albania's attitude in favour of NATO widening, which, according to him "is of no danger, but would contribute in the increase of security and stability". Albania is and will be a stability factor in the Balkan, ended Arbnori. "Arben Broci" Foundation inquires Mr. Carter's intervention to bring the association's demolished reputation back and clean it up from Enver Hoxha's staff, the former communist dictator of Albania. In its work this foundation noticed the pro-communist position of the non-government association "For free and cultural democratic elections" sponsored by the Democratic American Institute. It is headed by Mr. Miranda Gace who represents the red former nomenclature and the missing communist system in which she had a great potential. The letter writes that these are not the only cases proving the damaged reputation of this association. It has also tried to tell communists that the American democracy is more likely to accept the democracy of the dictator Hoxha than a genuine democracy. The draft of constructing the road Tirana-Klos-Peshkopi was considered very important, and at the same time the National Park of Lura, was declared object of a special importance by a particular decision of the government. Godo said that the republican concept for the local government is that the municipality should have its rights well sanctioned by law, and divided according to the competence of the central government. In a meeting yesterday in the city of Vlora (Southern Albania) with members and sympathizers, the Albanian Agrarian Party presented its candidates for local government. The party chairman, prof Dr Lufter Xhuveli underlined the main directions of the electoral program for the local level in the coming four years. Allushi, The custody for the ex-chief of the Albanian Information Service (NIS), Irakli Kocollari, is changed.The Supreme Court's jury, presided over by Zef Nika, decided Monday to change the custody for Kocollari, from prison arrest to house arrest. The change of custody was requested by the lawyer as Kocollari's detainment deadline to go on trial had passed. Defendant Irakli Kocollari, ex-chief of NIS during the Caretaker Government in 1991-1992 (a government initiated by the former communist President, Ramiz Alia), is facing trial on on October 23 on charges of abuse of office and crimes against humanity. jz/lm/k Albanian Telegraphic Agency[16] ALOIS MOCK TO VISIT ALBANIA OCT 16TIRANA, OCT 15 (ATA)- The distinguished friend of Albania, chairman of the European Democratic Union (EDU) and former vice-Chancellor and Foreign Minister of Austria, Alois Mock, is visiting Albania on October 16, at the invitation of the President of the Republic of Albania Sali Berisha, the spokesman of the President of the Republic reports.During his stay in Albania Mock will hold talks with President Berisha, will be awarded the title Dr. "Honoris Causa" by the Tirana University and, for his precious contribution to the friendship of the two peoples and countries, his support for the Albanian democracy, he will be awarded the Order "Mother Teresa". Mock has been the first among the Foreign Ministers of the Western Countries who has raised and backed the Kosova issue in the '80s. He has shown special interest in the situation in Albania and since 1991 has expressed himself in favour of the democratic processes. Sharrexhi, Tirana will host for the first time the Balkan Children Song Festival between October 25 and 27, initiated by the "PENTATON" artistic association.Almost all the states have confirmed participation in the festival. Little singers from Kosova, Skopje, Switzerland and the Albanian diaspora will greet the festival. "This activity will serve as a message of friendship which will be transmitted by the Balkan children", the festival's artistic leader, People's Artist Feim Ibrahimi, says.
