[05] PRESIDENT SEZER'S STATEMENT ON SECULARISM
President Ahmet Necdet Sezer issued a message on
the 64th anniversary of adoption of secularism as a principle in the
Constitution. President Sezer said "The declaration of the
Republic, one of the most important turning points in our history,
opened a new period for Turkey with the concepts of democracy, freedom
and modernity." Emphasizing the importance of implementing the
principle of secularism in practice as well as its recognition in the
Constitution, Mr. Sezer said "To interpret and implement the
principle of secularism in a manner totally different from today would
seriously damage the enlightenment revolution began by Ataturk.
Stating the main philosophy of modernism is based upon the freedom of
the individual and the right of self-determination, Mr. Sezer said,
"Adopting this main philosophy, Great Ataturk realized the
structural transformation needed to maintain freedom for the
individual by freeing him of religious restraints and encouraging the
individual to use his creativity in favour of humanity as well as his
own country." The President pointed out that Turkey reinforced
the principle of secularism by accepting other principles of modern
law, like the Civil Code, soon after the declaration of the republic.
Mr. Sezer stated Turkey would never make concessions on secularism.

ECEVIT: "I HOPE A CONSENSUS WILL BE
REACHED"
Prime Minister Bulent Ecevit said results are being
compiled from meetings with the opposition parties concerning changes
to the Turkish Grand National Assembly (TGNA) by-laws. Ecevit answered
journalists questions after the Leaders' Summit and said the
Constitutional change package was not on the agenda. He further
stated, "Efforts to reach a consensus are underway and I hope
positive results will be taken. Even, if we do not reach a consensus
on the issue, our efforts will continue." /Aksam/
[06] 50,000 SIGNATURES TO CHIRAC
50,000 signatures, collected by the Ankara Club to
protest the so-called Armenian genocide law, were delivered to the
French Embassy in Ankara to be forwarded to French President Jacques
Chirac. Ankara Club members, among whom are the Ankara deputies Sevket
Bulent Yahnici, Saffet Arikan Beduk, Oguz Aygun and Zeki Celik, met in
front of the French Embassy to protest the approval of the so-called
Armenian genocide bill. /Turkiye/
[07] ARMENIANS' MASSACRE TO BE MADE DOCUMENTARY
A documentary film depicting the massacres carried
out by the Armenian people will be shot by the Communication Faculty
of Ataturk University. In a statement, the Deputy Dean of the
Communication Faculty Assoc. Prof. Fahrettin Korkmaz said France has
been grossly unfair to Turkey by approving the so-called Armenian
genocide bill. Korkmaz added, "As the faculty, we are preparing
to shoot a documentary film in the region to explain Turco-Armenian
relations as an answer to this unfair treatment. The documentary will
tell everyone the realities concerning the issue." /Turkiye/
[08] PRINCE OSMAN'S STATEMENT CONCERNING FRANCE
Ottoman Sultan Abdulhamit the Second's grandson,
Prince Bulent Osman, living currently in Paris, said, "Neither
the French deputies nor the French senators know the history."
Additionaly Prince Osman, who was born in France, criticized the
French government for not recognizing the negative results that would
occur in the relations between Turkey and France. The Turkish people,
who considered the French people as important friends, are now
disappointed. Relations between Turkey and France had improved
recently, but this law damaged the relations between the two countries
greatly. Germany and the US will be those who will try to benefit from
this situation most. Some groups, who do not want to see Turkey in the
European Union (EU) might have used the so-called Armenian genocide
bill for their purposes just as they have used the Kurdish issue in

[09] ARMENIAN EXHIBITION IN PARIS
An Armenian exhibition entitled "Armenian
Capital City Ani in the 1000s" will be opened in Paris. Paris
Mayor Jean Tiberi and Armenian Ambassador to Paris, Edouard
Nalbantian, will open the exhibition. It was stated the Ani ruins were
considered a joint heritage of Turks and Armenians and thus should be
protected by UNESCO. /Hurriyet/
[10] IGDIR PROTESTS THE FRENCH NATIONAL ASSEMBLY'S
DECISION
In Igdir a meeting was organized to protest the
approval of the so-called Armenian genocide bill. Almost 2,000 people
attended a meeting organized by the District Headmen in front of the
'Genocide Monument'. Mayor of Igdir, Nurettin Aras, delivered a speech
during the meeting and thanked those who built the Genocide Monument
in Igdir. He added, "The voice of the crowd gathered here is
heard in Armenia 20 kilometers away. /Turkiye/
[11] NAME OF PARIS STREET TO BE CHANGED
The names of 'Paris', 'De Gaulle' and 'Strasbourg'
Streets in Ankara will be changed. During yesterday's Metropolitan
Municipality Assembly meeting chaired by Ankara Metropolitan
Municipality Mayor, Melih Gokcek, the model for the 'French Cruelties'
monument, planned to be located in the same neighborhood as the
Turkish Embassy in France, was also introduced to the press. /Turkiye/
[12] CAKMAKOGLU'S STATEMENT
Minister of National Defence Sabahattin Cakmakoglu
said they were determined to fight against corruption. To further this
end the coalition government enacted the 'Fight Against Organizations
with the Aim of Profit' Law at the Turkish Grand National Assembly
(TGNA). Cakmakoglu added, "We engaged in a serious fight which
must continue. Police and gendarmarine will continue working in
cooperation with prosecutors." Meanwhile, the 'Defence
Cooperation Agreement' was signed between Turkey and Oman by
Cakmakoglu and his Oman counterpart, Sayyid Badr Bin Saud Bin Hareb.

[13] KIVRIKOGLU TO TRAVEL TO PAKISTAN
Chief of General Staff General Huseyin Kivrikoglu
will travel to Pakistan next month as the official guest of the
military junta leader General Pervez Muserref. They are expected to
discuss and sign agreements on military cooperation between the two
countries, the mutual purchases of weapons and joint weapon production
during the meetings. /Cumhuriyet/
[14] SECURITY FORCES KILL HIZBULLAH'S MILITARY AUTHORITY
The investigation into the assassination of
Diyabakir's Police Chief Gaffar Okkan are continuing, concentrating in
the rural areas. One of the military authorities of the Hizbullah
terrorist organization, Davut Kinay was killed in an armed struggle
with security forces in Diyarbakir's Cinar province. Secrity forces
determined that many members of the Kinay family were Hizbullah
terrorists. Police is trying to determine if Kinay's weapon was used
in Gaffar Okkan's assationation. /Cumhuriyet/
[15] NEW PUBLIC PROSECUTOR IN CHIEF KANADOÐLU:
"CLOSE THE VIRTUE PARTY"
The High Court of Appeals' New Public Prosecutor
Sabih Kanadoglu insisted on the necessity of closing the Virtue Party
(FP) using video casettes as evidence. The tapes show Necmettin
Erbakan (ex-leader of the closed Welfare Party-RP) in the FP General
Congress. Kanadoglu is using the tapes as evidence for his claim
stating the FP is a successor to the RP. Kanadoglu submitted an
additional indictment to the Counstitutional Court. /Hurriyet/
[16] NEW EDITION OF ATATURK BOOK PUBLISHED IN HUNGARY
A new edition of the book "Real Kemal"
was published in Hungary. Ahmet Taner Kislali's article entitled
"Ataturk and the West" and Ozgen Acar's article
"Turkey's Common Fate with the West" were included in new

[17] TURKISH DAYS AT ALGERIA
A delegation chaired by State Minister Hasan Gemici
went to Algeria to attend a meeting of the Turco-Algerian Joint
Economic Commission (KEK) and to open the 'Turkish Days Fair'. During
the visit, at the invitation of the Algerian Minister of Commerce
Mourad Medelci, the Turkish State Minister Hasan Gemici will be
received by the Prime Minister Ali Benflis. Gemici is also expected to
meet Minister of National Cooperation Djamel Ould-Abbes, Minister of
Energy and Mines, Chakib Khelil, Minister of Finance, Abdelatif
Benanchenhou, Minister of Communication, Hamid Lounanouci, Minister of
House and Town-planning, Abdelkader Bounakraf. /Turkiye/
[18] EXECUTIVE BOARD OF IMF'S DECISIONS
The Executive Board of the International Monetary
Fund (IMF) decided to release a loan portion amounting to 300 million
US dollars of a next slice amounting to 1 billion 100 million US
dollars ensured by Turkey as part of the IMF's reserve facilities. The
Executive Board of the IMF also approved the fifth letter of intent in
Turkey's anti-inflation program. During the meeting, the results of
the IMF delegation's investigations in Turkey, the results of the
promises taken within the framework of the previous letter of intent,
and developments in the financial sector since last November's
liquidity crisis were discussed. /Milliyet/
[19] AKCA HOLDING RECEIVES QUALITY AWARD FROM ENGLAND
Akca Holding Joint Stock Company's participator
Osman Akca Holding Joint Stock Company, received the BRC (English
Supermarkets Association) Quality Award. The delegation, which
completed its surveys at Akca Holding Joint Stock Company facilities,
presented the Osman Akca Joint Stock Company the 1st Degree BRC
certificate. Osman Akca Joint Stock Company produces dry fruit in
accordance with the hygiene, packaging and food norms. /Turkiye/
[20] LIO'S BREAKTHROUGH
Lio Oil Trade and Industrial Company is preparing
to become an international brand. Lio is planning to open branches in
America, Europe and Far East and to form other companies under its own
leadership in order to support its sales network in 36 countries.

[21] MICROSOFT AND BOGAZICI UNIVERSITY PARTNERSHIP
Microsoft and Bogazici University will begin a
joint project called the "Center of Competent Education".
The project which foresees the training of information technology

[23] WHERE IS THE LOGIC? BY SEMIH IDIZ (STAR)
Columnist Semih Idiz comments on the statements by
Germany regarding the European Security and Defense Identity (ESDI). A
summary of his column is as follows: "The results of the
International Security Conference in Munich shows one thing clearly.
Germany is insistent on forming the European Security and Defense
Identity (ESDI). Germany began issuing threats when Turkey said she
would exercise her NATO veto power if not included in the
decision-making mechanism. German Foreign Minister Joscka Fischer,
without pronouncing Turkey by name, said a veto against this formation
would lead to the emergence of two different organizations. What he
means is the establishment of a European Army other than NATO. In
short, Fischer is really saying that, if Turkey does not accept the
status we are ready to grant her, she may be totally excluded totally
from collective defense. At the heart of the matter lies the EU desire
to use NATO facilities within the ESDI framework. In response, Turkey
is saying she will act according to each situation that arises and,
will not allow ESDI to use her NATO facilities if not given a seat in
the decision-making mechanism. This is her due right and a logical
approach by a country with one of the strongest armies in Europe.
Notwithstanding Turkey's understandable approach, Germany is acting
illogically. For example former German Chief of General Staff and NATO
Military Committee Chairman, General Klaus Naumann, in an interview
with daily Hurriyet, said, 'Why should Turkey have the right to decide
on an intervention regarding European problems? Let's say the UN
recognized Europe's right to intervene in a former colonial country in
Africa. Turkey does not have any interests over there.' Anyone else
other than Naumann may make such a statement, but he knows Europe
asked Turkey to participate in the Balkans' peace force while many
Europeans countries refrained from participating. These troops were
sent from Turkey's NATO forces. Moreover, both Bosnia and Kosovo
closely concern both Turkey and Europe. Naumann does not remember the
enthusiastic welcome accorded to Turkish troops arriving in Prizren.
On the other hand, the example concerning Africa is not valid either.
Naumann must have forgotten the close to two thousand Turkish troops
serving in Somalia and what is more, a Turkish general headed the UN
forces there. Maybe, he did not forget but conveniently chose not to
remember. Today, Turkish troops and marines are patrolling an area
stretching from the Adriatic Sea to the Iran-Iraq border. Turkey's
military presence in the Balkans is known by all. Tomorrow she may
play a similar role in the Caucasus. Where will the European Army
serve? In Northern Ireland, the Basque region or Monaco? If Europe had
intended to intervene in African affairs, Belgian troops would not
have left the scene. Therefore, if Europeans would like to exclude
Turkey, they should find logical reasons."
